 The Federal President VK1LK has advised that an application for 
 a  funding grant  for the promotion of the hobby of Amateur Radio has
 been made to the Department of Education Science and Technology



 VK4EHT COUNCILLOR BRUCE JONES ON THAT 'TELECONFERENCE'.

 As I mentioned last week there was a WIA teleconference last Sunday.

 First WIA President Ernie Hocking informed the meeting of his contact with
 the ACA. The ACA is to issue a paper with wide ranging issues to be
 addressed after the World Radio Conference held in Geneva. Other subjects
 were exam  MOUs and licensing restructure.

 The meeting went on to discuss results of the various surveys regarding
 the proposed new entry level licence. A new item mentioned was the
 understanding of what incentives to upgrade meant to prospective new
 amateurs. It was raised that an increase in band allocation and or power
 limits may not be much of an incentive as has been traditional thinking.
 The discussion then covered operating principles. Now it has always been a
 key part of a new entry level licence proposal to include operating
 principles or etiquette as part of the training program. This is because
 these new amateurs may have insufficient experience or knowledge of
 band plans, WICEN commas, technical experiments or such and could
 unintentionally cause conflict on the bands.
 It was also agreed that the entry level licence contained a full regulations
 assessment.

 To that effect a motion was passed that it be WIA policy that all new
 radio amateurs, after the restructuring of licensing, enter the
 Amateur radio Service in Australia via the Entry Level with that level
 license certificate incorporating the Regulations Qualification.

 The meeting also agreed that the dropping of morse code as a requirement
 for HF amateur licensing at the recent world radio conference was to be
 regarded as a separate issue to licence restructuring.
 The WIA will contact the ACA immediately to request that Limited licensees
 be granted full HF privileges and Limited Novice licensees be granted
 Novice HF privileges as soon as possible.

 CB NEWS
 In common with a lot of other towns Maryborough in VK4 has suffered from
 the proliferation of cheap handhelds operating on the UHF CB service.
 The problem increases during school holiday time as the children, without
 education or supervision, do not realise that these "cheapies" are not
 limited toys like even cheaper ones from the department stores.

 Does anyone make the parents aware at the time of purchase?
 Sounds like that cute scenario in "American Pie 2". 
 
 A few Maryborough Amateur and CB operators decided to do something
 constructive about the situation. Gary VK4TGB and Kathy VK4YMS put forward
 to other CB operators and any children trying out handhelds, the idea of a
 Young Operators Net utilising the local channel 3 town repeater at 1930hrs
 local time daily over the school holiday period reverting to weekly on
 Friday during term.
 
 The children have taken the idea and run with it. They conduct the net under
 adult supervision which is already proving barely necessary. Adult operators
 drop in for a chat and more would be welcome. These budding radio operators
 only needed some constructive input to become properly audible and improve
 their radio etiquette. The operators range in age from 3 to early teens.

 Maybe with a spread of this idea we may reverse the trend of waning numbers
 in the VK amateur ranks.

 You know NO ONE ever comes up to own an idea, this one from VK4 land is
 very similar to one being conducted right now in ZS Land!

 Oakdale Amateur Radio Club - ZS1OAK ( zs1oak@zsinet.co.za ) members,
 called "Oakettes Oaks and Acorns" are promoting AR to the CB band.

 Drawing a lot of interest to it would appear.

 It all started with some members, who are also "good buddies" still,
 taking some youngsters under their wings and getting them interested
 in radio coms, first on '27 uppers' then progressing to our world.
 Rigs are being made available together with a PSU and an antenna.
 All they need to do is to get a license. Getting them to join a Ham club
 in their area will soon have them chomping at the bit to get through the
 RAE and a call sign.

 As an aside, do you know where CB sprung from? Seems from a letter by
 W9SDG one Herbert Brooks suggesting CB radio appeared in QST magazine
 of November 1938!

 Great Australian Science Show 2003
 Clubs in Victoria will again mount an amateur radio stand at this public
 event this year.

 The dates;
 Saturday 16 August to Monday 18 August; the first 3 days of Science Week.

 The venue is once again the Melbourne Museum and reduced entry prices and
 free entry for Seniors Card holders should hopefully increase attendance
 and provide those manning the stand with the opportunity to promote our
 hobby to a wide section of the general public.
 
 A number of clubs have volunteered to provide and run interactive activities
 and others static displays and stand personnel.

 Westlakes AR Club advise their local WICEN are proposing a 9 pm
 Thursday evening net using WICEN's portable repeater 439.925 MHz,
 secondary repeater will be 438.525 MHz.

 Rescue Radio International
 The WRC03 have decided that third party traffic in emergency situations
 will be automatically allowed unless a particular administration decides
 otherwise.

 Article 25.3 now reads: "Amateur stations may be used for transmitting
 international communications on behalf of third parties only in the
 case of an emergency or disaster relief.  An administration may
 determine the applicability of this provision to amateur stations under
 its jurisdiction."

 A completely new regulation, Article 25.9A, has been approved, reads:
 Administrations are encouraged to take the necessary steps to allow
 amateur stations to prepare for and meet communication needs in support of
 disaster relief.



 INTRUDER WATCH - ENFORCEMENT ZONE - CHRIS VK2UW REPORTS

 PENNSYLVANIA - WATER AND RADIO WAVES  DON'T MIX

 Officials in Chambersburg, Pennsylvania have asked the FCC to 
 intercede in a dispute between that township and Radio Station WCBG 
 on 1590 kHz.

 Chambersburg's effort to build a new, elevated, 150-foot-high water 
 storage tank on land adjacent to WCBG's towers have stalled because 
 workers complained of receiving RF burns.  Complicating the situation 
 are allegations that the storage tank interferes with WCBG's signal, 
 presumably warping its radiation patterns.  

 WCBG operates 5 kW non-irectional daytime and, 1 kW directional at 
 night.

 Citing the potential for interference to and from Amateur Radio, the ARRL
 has called on the FCC to "take no steps" to permit Broadband over Power
 Line (BPL)--a form of power line carrier (PLC) technology. In response to
 the FCC's BPL Notice of Inquiry (NOI) published May 23, the League this
 week filed a 120-page response--including studies.

 VK7 Northern Branch can well be proud of this, 63 visitors turning up
 to their last meeting! It was on Digital TV and presented by
 Mr Ian Reid of Southern Cross Television.

 Hot on the heels of this record, a record 58 Cape Town Hams and visitors
 attended the monthly ZS-1-OAK meeting that was held at the Clubhouse in
 BELLVILLE.

 No way is Ham Radio interest waning with attendances like these!

 AS heard earlier in this edition the WIA TELECONFERENCE last Sunday
 went off to plan. Bruce Jones our Alternate Federal Councillor for the
 hookup pointed out that many VK4 hams took part!

 "Queensland amateurs were there in force with Don Wilschefski VK4BY,
 David Jones VK4OF being present as Directors, Ron Smith VK4AGS as
 Federal education Coordinator and Alternate Federal Councillor Bruce Jones
 VK4EHT. This still gave us the one vote we are entitled to but goes to
 show it's not all run by 'them down there'!"

 The B.A.R.C nets are as follows every Monday night, starting at 7:30pm on
 28.450mhz, the club call is VK4BA, then Wednesday night commencing at 7:30pm
 on 146.550 MHz, the call is once again VK4BA.  Every morning of the week
 (Monday to Friday) on 146.550mhz, commencing at 8:00am,  the call is VK4ZR
 name of Kevin and the club also has an 70cm repeater, which is used for
 the Thursday night net, commencing at 7.30pm, the call is VK4ZR, name of
 Kevin.

 At the last meeting, Bruce VK4EHT,  presented a very informative talk
 on slow scan television.
 Warren VK4WH says Bruce had a laptop computer loaded with MMSSTV
 as well as a couple of transceivers and presented live SSTV.

 All 41 members and guests had a great night and did not want to go home.

 GOLD COAST
 Saturday a working bee took place to make extensions to the radio room
 and the repairs to the rotator etc. There was a good turnout.

 We also had a meeting about ROBOTICS as there is a good interest in this
 area at the club. It was an interesting meeting.

 Remember the daily nets at 8am on 146.950 and on Saturdays at 4pm on the
 same frequency and then Wednesday nights at 7.30 on 3605. 

 On the 2nd. August we have an Astronomy and Field night commencing with a
 BBQ supplied by the club at 5pm, at 6pm there will be a talk by Renato
 VK4TNT about astronomy in general followed with a talk by Dr. Roy Duncan
 about radio astronomy for 30 mins and at the conclusion the night skies
 should be dark enough for us to view the skies with the assistance of
 members of the Southern Astronomical Society and their telescopes and to
 also explain what we are seeing.

 Also our Wicen members are actively participating in community activities
 and this is proving to be of great benefit to the members.

 Fantastic weather, a great turnup of competitors, some last minute
 manning changes and an accident-free event, this sums up the
 Mount Pleasant Horse Endurance Ride staged by Townsville Endurance
 Riders Association with logistic support supplied by WICEN operators
 from The Townsville Amateur Radio Club (Inc) during the weekend 12th
 and 13th July 2003.

 Riders travelled from Townsville, Ayr, Bowen, Proserpine and Mackay.
 This was the best turn up of competitors to one of the TERA events
 for years and made things nice and busy for the WICEN operators during
 the event on Sunday.


 The 3am start is still a shock to the system for most however there was
 ample time out at the checkpoints between customers to catch up on
 some snooze.


 Steve/VK4JUS would like to thank everyone who has put up their hands
 to man the North Queensland Forest Rally.
 That's right - the event now has enough operators to run the event!
 If you were still thinking about putting your hand up - please do,
 its a golden opportunity to operate alongside some experienced hands
 so that in the future you to can attend your own checkpoint.
 The operational plan for the Rally will be released and also posted
 on the TARC WICEN web page by this weekend for those who need  it.

 Sunfest, the Sunshine Coast Amateur Radio Club Hamfest, will be held in
 the Woombye School of Arts on Saturday 13 September 2003, from 9 to 3.

 The venue will be open to exhibitors from 7.00am with food and
 refreshments  available from the kitchen.

 Entry fees are $5.00 single and $6.00 family.

 Table bookings are $15.00 which includes entry for two persons.

 The hall is located in the centre of Woombye township just 100
 metres from the railway station.  Ample  parking is available in close
 proximity.  Entry ramps provide easy access to both halls for exhibitors and
 the disabled.  A talk-in service will be provided on 146.850 MHz FM.  Call

 Thanks and G'Day all once again.
 Let's start as always with the contest time table for the next few weeks.
 As we zoom straight into this mid-July report we see the finish of the
 Top Band gang's shining light, the Pacific 160 Metre Contest.
 It's all but over bar the shouting, though, as it finishes at 2300 UTC today.

 And now you get a bit of a breather until August. On the ninth and tenth
 we have the Worked All Europe DX Contest on CW, then on the 16th and 17th
 the fabulous RD Contest in VK, followed a fortnight later, on August 30 and
 31, by the VK ALARA Contest. Then, on September 6 and 7 is the All Asia DX.

 Now, how well did you go? Yep, it's results time, and talk about scooping
 the pool! Neil, VK2KYG, received his multiple certificates last weekend
 at Sydney's Westlakes club following its recent CQ repeater contest.
 The only one who stopped Neil's clean sweep on all bands was Fred, VK2YFM.
 Great stuff, Neil.

 And it's congratulations to Alan Shannon, VK4SN, who managed to snare
 both the highest overall score and the phone section of the very recent
 VK/trans-Tasman Contest. Alan received a trophy for his effort.
 Speaking of effort, we should also congratulate Bruce Renn, VK3JWZ,
 Contest Manager for the 2003 VK/trans-Tasman, for the contest was conducted
 in two parts on May 24 and June 7, but he's already despatched the

 The best SWL result was Robert, VK3XRX, while we cross the pond to ZL to
 find both our CW section winner, Roger, ZL2RX, and the QRP/CW winner Stuart,
  ZL2TW.

 Congratulations to you all, and once again thanks to contest manager
 Bruce who did as he promised and announced the winners within only a few
 days of the log deadline.

 And now let's check out an award,. This week we look at the Southern Cross
  Award, issued by Melbourne's Eastern and Mountain District Radio Club.
  Amateurs and SWLs who log the required number of EMDRC members may apply
  for the award.

 VK3 stations must work 15 club members plus at least one of the club
 callsigns, which include VK3ER, VK3BNW, VK3COD and any special calls
 operated by the club, such as VI3GP.

 Those outside VK3 need work only five members plus a club callsign.

 Here's a special event station to look out for. It's VI8NT.
 The Northern Territory's Darwin Amateur Radio Club is operating  V.I.8.N.T
 to celebrate 25 years of territorial self-government.

 The station opened on the 1st of July and runs until the 31st of December.

 The special amateur callsign VI8NT is allowed to be used by any licensed
 VK8 amateur. Obviously, only one amateur can hold the callsign at any
 one time, so you'll hear only one of them on the air at a time.

 You can QSL VI8NT direct to VK6NE or via the Buro.


 In BRAZIL, PY, club station PY3ARD is still QRV as ZW90S all year to
 celebrate the 90th anniversary of the George Black Scout Group, the oldest
 scout group in that country. QSL via PY3ARD.

 And finally, in another 90th anniversary celebration, station ZS-90-S-A-P
 is on air to celebrate the South African Police Service's 90th anniversary.
 Look on all bands below 70cm plus packet. QSL the station via the

 They will also participate in the SARL HF Phone contest on the
 3rd August as multi-operator to wrap up the DXpedition.

 5th IARU Region 3 ARDF championships in Ballarat 28 Nov - 3rd December 2003.

 Mark VK3BYY says planning by the Victorian ARDF Group for these
 Championships was well advanced and that they were now calling for
 radio amateurs who may be available to assist with the multitude of
 voluntary jobs that will be required to make this a "showcase" event for VK.

 Whilst volunteers are required each day of the event, the peak demand will
 occur on the main competition days, Sunday 30 November and Tuesday 2 Dec.

 ARISS MARKS SUCCESSFUL EURO SPACE CENTRE CONTACT
 Another big success for Amateur Radio on the International Space 
 Station.  This as U-S Astronaut Ed Lu, operating as NA1SS made 
 contact with youngsters on Space Camp at the Euro Space Centre in 
 Belgium at 08:25 U-T-C on Monday July 7th.  .
 The centre operated as ON4ESC with bout 150 children gathered in the 
 auditorium.  Some of them were Dutch speaking, others spoke only 
 French speaking and 45 were Americans living in Europe.

 At its closest approach, the space outpost was 2000 km south of Belgium,
 over the Pyrenes mountains.

 AMSAT Vice Chairman Gaston Bertels, ON4WF, was on hand to oversee the 
 operation as well as introducing the young audience to the amateur 
 radio service, amateur radio satellites and the ham radio stations 
 used by astronauts and cosmonauts while operating from space.

 Astronomers have discovered the oldest known planet, a primeval world
 12.7 billion years old that will force them to reconsider how and when
 planets form. The discovery raises the prospect that life may have
 begun far sooner than most scientists ever imagined.

 The ancient world is well more than twice the age of Earth and all
 other known planets and is estimated to be 2.5 times the mass of Jupiter.

 The planet's orbit is about 100 years long.

 At 7,200 light-years from Earth, it is not just the oldest known planet
 but also the farthest. Its discovery brings the total of  known extrasolar
 planets to 121.
