 The big news for radio amateurs this week, comes from IARU Secretary
 K1ZZ who, in his final report from WRC 03 in Geneva says "There will
 be a dramatic improvement in the 40-meter band! the conference agreed
 to shift broadcasting stations in Regions 1 and 3 out of the 7100-
 7200 kHz band and to reallocate the band to the amateur service
 in those two regions.
 The change will take effect on 29 March 2009, less than six years
 from now -- a relatively short time by ITU standards.
 In Regions 1 and 3 the 7100-7200 kHz band will become exclusively
 amateur on that date. A footnote containing the names of
 countries that are mainly in Region 3 and the Arab States makes
 the band also available to the fixed and mobile services in those
 countries on a primary basis.

 NEWS from the Federal President

 Lets recap from QNEWS of last week some highlights of President
 Ernie's report detailing the proposed entry/foundation licence.

 The general comments/themes themes identified have been:
 A concern that the new licence will result in a reductions in skill 
 levels.
 A desire to maintain a progression in licences and the privileges.
 The need to engage with Commonwealth Agencies and Industry to 
 promote Amateur Radio

 Until we have received your views and fully developed the WIA position
 and then sat down and worked through the issues with the ACA a lot of the
 details will simply not be known.

 If you hear odd rumours circulating in newsgroups, mail reflectors or
 clubs please refer back to AR or the WIA Federal web site for clarification.

 Our President recently met with ACA to brief them on WIA position with
 respect to the proposed licence.  ACA indicated that they were in agreement
 that a reform of the amateur radio licence was required, partly as a 
 result of WRC 2003 and partly to reflect the changing role of ACA.



 WIA STRATEGIC ASSESSMENT COMMITTEE
 This committee has been established by WIA Federal President Ernie 
 Hocking and is chaired by Brian Clarke, VK2GCE.

 The first task, as a sub-committee of the Federal Executive, will be 
 to produce a workable Terms of Reference document. 

 To create the Terms of Reference the committee will need to compile 
 information about what people think the Federal WIA is doing and 
 should be doing. This information will provide the all-important 
 scope of the task ahead.

 The Terms of Reference will need to include:
 1. Background (what has come before - history);
 2. Objectives of the Committee (what the committee is required to do);
 3. Scope (what is both inside and outside the committee's domain);
 4. Constraints (if any);
 5. Time frame for reporting to the Federal WIA;
 6. Approval/Acceptance process;

 This committee will take a good hard strategic look at all aspects of 
 the WIA and amateur radio. This is more than just a possible 
 restructuring exercise - we are talking about rediscovering amateur 
 radio in Australia.

 Information will be presented and requested through a range of 
 mediums including, divisional and national broadcasts, AR Magazine,
 email and special meetings.

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
 MOTOROLA has won a $140 million contract with the Victorian Government
 to install a mobile data network that will give patrolling police officers
 and paramedics remote access to key  databases.

 The Motorola dataTAC network, to be installed in police cars and ambulances,
 will end Victoria's emergency services' reliance on its radio network for
 running licence checks, warrant searches and the like. 

 The new system will enable police to access databanks by typing into a
 remote computer link from the police car or ambulance. 

 The radio dispatch system will continue to operate and will be upgraded
 to digital under a separate project due to go to request-for-proposal
 shortly.

 In the USA according to information forwarded to ARNewsLine by listener
 Mike Morris, WA6ILQ, the new Nevada Highway Patrol radio system may have
 to be scrapped.  It seems that nobody in the state ever filed with
 the Federal Communications Commission to reserve the necessary spectrum 
 to operate the system.  Now there is almost no chance of getting those 
 licenses because most of those frequencies are taken.

 And Nevada is not the only place that has made a this kind of a  
 mistake.  A posting to the Land Mobile Radio group says that the 
 State of Alabama Department of Public Services is poised or already has 
 made purchase of a multi-million dollar VHF Trunked system, but has no 
 frequencies to put it on. 



 VK7 News say that there are new rules re Radios Aboard Aircraft.
 The Civil Aviation Safety Authority has posted a new draft advisory 
 circular today, in regard to the use of personal electronic devices 
 aboard Australian aircraft:
 It covers the use of scanners and specifically mentions Ham radios.
 Don't expect special treatment by Security or airline personnel just
 because you think you are special or harmless.

 Qld Biotech Careers In Spotlight
 More than 80 Queensland senior high school students, 40 from regional
 Queensland, are in  Brisbane to find out more about what the exciting
 world of biotechnology can offer them.

 Minister for Innovation and Information Economy Paul Lucas said the
 six-day Biofutures 2003 conference which concluded Saturday, yesterday,
 was all about  getting Queensland students to take an active interest in
 bio-technology  and to consider a career in the field.

 "It was great to see so many students here from regional Queensland, from
 Cairns in the north, to Clermont in the West and right down to the
 southern border, as biotechnology offers  great career opportunities for
 everyone," Mr Lucas said.

 RESCUE HF COMMS
 Amateur Radio of course isn't ALL that's on the WRC03 Agenda in Geneva.

 Agenda item 1.14 deals with Maritime mobile and aeronautical mobile (R)
 services in MF and HF bands.

 Footnote 52.221A has been revised in order to permit rescue coordination
 centres to use 12 290 and 16 420 kHz frequencies only for distress, urgency
 and safety communications as requested by IMO.

 Part A (Table of subdivided bands) Appendix 17 (WRC-2000) (Frequencies
 and channelling arrangements in the high-frequency bands for the maritime
 mobile service) has been rearranged with a view to improving efficiency
 by considering the use of new digital technology.

 Resolution 207 (Measures to address unauthorised use of and interference to
 frequencies in the bands allocated to the maritime mobile service and to the
 aeronautical mobile (R) service) has also been modified in order to be able
 better facilitate the interference mitigation techniques in the maritime
 mobile service.

 Redex Rerun heads through Townsville
 Townsville hosted the competitors of the Redex Trial Rerun last weekend and
 one of the tourers is a HAM !

 Jack VK2CJD is travelling with his son and helping the Redex Rerun
 trace its steps along the course Jack took in 1953.
 Jack advised that he was monitoring HF from time to time and regularly 
 participated in the 0000Z 14292KHz net with VK4IN, VK4OP and VK4FVC.

 Jack also advised that the Redex Rerun was continuing out to the
 Tennant Creek Three-Ways, up to Darwin and then along into Western Australia.



 AMATEURS "FIRST OF THE FIRST RESPONDERS," DHS OFFICIAL SAYS
 The American Radio Relay League is now an official affiliate program 
 of citizen corps.  This is an initiative within the Department of 
 Homeland Security to enhance public preparedness and safety.

 Among other things, the affiliation statement calls on the Department 
 of Homeland Security and ARRL to raise public awareness of Amateur Radio
 as a safety resource.  In addition, both organisations will cooperate in 
 providing training and accreditation for Amateur Radio emergency 
 communications and promote the formation of local Citizen Corps councils. 

 Citizen Corps Liaison to the White House Liz DiGregorio
 called ham radio operators the "first of the first responders."
 "We need you, and you need us, and we want to work together with you to
 make this all happen," DiGregorio concluded, "because we all share the
 same goal, and that goal is a better, stronger, more secure America."

 As QNEWS is retransmitted in various Divisions, even various Countries,
 anytime from Friday to Wednesday's LOCAL AREA time we will not
 conclude our reports on WRC03 until all details are in.

 Keep an eagle eye on both the IARU website and QNEWS site.

 RAC in their Report of the WRC meetings in Geneva by VE3PU Ken
 say amateurs from Australia and Japan have been leading the work on the
 review of the amateur regulations.


 PRECIS OF IARU WRC-03 "Final Report from Geneva".

 The 2003 World Radiocommunication Conference concluded its
 discussions of the issues on its agenda on Thursday afternoon, 3
 July, after marathon Plenary sessions that tested the patience
 and stamina of the conferees. The previous day's deliberations
 did not end until 3:30 AM; Thursday's business began at 9:00 AM
 and finally concluded at 3:30 PM without a break, 3-1/2 hours
 behind the original conference schedule.

 Now that the final reading of texts submitted to the Plenary is
 finished, the Final Acts are being duplicated in print and on CD-
 ROM for distribution on Friday, 4 July. Delegations that wish to
 do so will be submitting declarations and reservations. The
 signing ceremony will take place on Friday afternoon, 4 July.

 Thus the four-week conference draws to a close.

 The big news for radio amateurs is that there will be a dramatic
 improvement for we here in region 3 in regard the 40-meter band!

 7100-7200 kHz band reallocated to the amateur service in both region

 3 and 1, Region 2 7000-7300 kHz remains exclusively amateur.
 The change will take effect on 29 March 2009, less than six years
 from now!

 Now the "but"..
 A footnote containing the names of countries that are mainly in Region 3
 and the Arab States makes the band also available to the fixed and mobile
 services in those countries on a primary basis.

 It was not easy to achieve such a positive outcome on this issue.
 A last-ditch effort to bridge differences was chaired by Alan Ashman
 of Australia.

 Perhaps the magnitude of what has been accomplished for radio
 amateurs can best be explained this way: Never before in the
 history of radiocommunication has an HF broadcasting band been
 shifted to accommodate the needs of another service.
 This is not simply an accomplishment of the IARU. It would not
 have been possible without the cooperation of a number of
 broadcasters and many, many others. The people who worked with us
 who are not radio amateurs -- including some who were strongly
 opposed at the start but who acceded to the compromise --deserve
 much of the credit. For example, Australia came to the conference
 with a strong "no change" position and had to shift its position
 dramatically in order to embrace the compromise.


 Agenda item 1.7.1 (Article 25): A package of revisions to the
 international Radio Regulations that are specific to the amateur
 and amateur-satellite services, takes effect on Saturday, 5 July 2003.
 Michael Owen, VK3KI, has guided the work of IARU on this issue since 1996.

 Agenda item 1.7.2 (Article 19):
 432-438 MHz secondary allocation for satellite-borne synthetic aperture
 radars was  approved in Plenary.

 Agenda item 1.1 (footnotes): "Footnote fever" seized some
 administrations in the closing hours of the conference.
 Fortunately, the amateur service escaped serious damage
 from "footnote fever" although it may be a problem in the future
 if countries want to climb into the footnote for fixed and mobile
 at 7100-7200 kHz.


 As Secretary David, K1ZZ said in wrapping up his report...
 "It's Over! Well, the work is over; the ceremonial closing of the
 Conference will occur on Friday afternoon, 4 July. Then we will
 all be heading home, except for those who are staying for a two-
 day meeting to plan the preparatory work for WRC-07. Yes, it's
 all beginning again...."



 SOUTH AFRICA
 The Cape Town Amateur Radio Centre held its AGM on 23rd June.
 At the meeting Honorary Life Memberships were bestowed upon Dennis Wells,
 ZS1AU, and Bud Voortman, ZS1B, in recognition of the outstanding
 contributions they have made to the club over many years.
 An Outstanding Achievement Award was made to Barry Fletcher, ZS1FJ,
 in recognition of his contribution to Amateur Radio in South Africa.


 The next ZS1-OAK meeting at the Clubhouse in OAKDALE will take place on
 the 14th JULY, Andre ZR1EL sends all QNEWS listeners greetings from the
 "Valley of A Thousands Oaks"!



 UNITED KINGDOM
 Jeremy Boot G4NJH the RSGB Internet News Reader joins us with news from
 "The Mother Country".

 Amateur Radio to be Exempt from Ban on Driving While Using Mobile Phone.
 In a submission to a consultation document, the Radio Society of
 Great Britain pointed out that amateur radio had been operated from
 motor vehicles since 1955 without any accidents being recorded.
 The Department of Transport report accepts 2-way radio  'press to talk'
 devices keep conversations short and are likely to have a lower risk. . .
 While the details of the extent of the exemption remain to be determined,
 the new offence will exempt the use of such devices."


 The Radio Society of Great Britain's 90th anniversary is being celebrated
 during the month of July Special Event callsign GB-90-RSGB will be on the
 air from next Saturday, the 12th of July, for 28 days.
 During that weekend, each District also has the opportunity
 to operate the 'Special (Special)' callsign GB90RSGB using their District
 number as a suffix, for example GB90RSGB/11. A complete list of the
 Districts and District numbers can be found on page 14 of the June 2003
 RadCom.

 certificate will be available for those making contact with, or SWLs
 hearing, the GB90RSGB stations.


 GB2RS on 5MHZ Causes Welcome "Pile-Up"
 Last Sunday's inaugural GB2RS news-reading on 5MHz was followed by a massive
 pile-up of some 50 stations, from all over the UK, offering reception
 reports in the SINPO code.
 Sunday at 12.30pm local time, the national news and the latest propagation
 data will be read on 5405kHz using USB.
 The outcome during the coming months will be closely examined as
 part of the RSGB 5MHz Working Group's activities.


 RA Invites Comments on Amateur Radio Consultation Document 
 A reminder that the RA has issued a consultation document on proposed
 changes to amateur radio licences.
 The full consultation document may be read on the RSGB's website
 at www.rsgb.org
 The consultation period is for one month from the 11th of June.

 BUT it's WWV with a difference! those readers with a radio TV broadcasting
 'bent' will chuckle for hours, minutes? at the positioning statements
 being broadcast by this "good time station". But the actual 'time'
 never comes!!

 It is produced by Douglas G. Jaffe KD1TJ of LowNoise Productions in Tucson,
 Arizona and uses the actual voice of WWV John Doyle who also works on
 TV station WGCL, its worth a google!

 The Brisbane Amateur Radio Club, meets twice a month, at St. John`s Church
 in King Street Annerley. The first meeting is the SECOND Friday of the
 month, which is mainly a "social night", but also the club uses this first
 meeting as a "show and tell" night where members bring along their home brew
 projects, then explain the workings to all the assembled members and guests.

 The second meeting,  is the FOURTH Friday of the month, which is primarily
 a business night, starting at 7:30pm sharp, continuing until approximately
 8:30pm, then most members have coffee, tea and biscuits and a chat about
 all things amateur.
                    
 B.A.R.C nets are every Monday night, starting at 7:30pm on 28.450mhz,
 the club call is VK4BA.

 Wednesday night commencing at 7:30pm on 146.550mhz, the call is once again
 VK4BA.

 Every morning of the week on 146.550mhz, commencing at 8:00am,
 the call is VK4ZR name of Kevin and the club also has an 70cm repeater,
 which is used for the Thursday night net, commencing at 7.30pm,
 the call is VK4ZR.

 The project nights, which are usually the second Friday night of each month
 commencing at 7.30pm are always well attended, the next project will be
 all or most members building a frequency counter with  Graham VK4CEG
 producing the printed circuit boards, the Project officer is Kevin VK4ZR.

 North Queensland Amateur Radio Convention will be held
 19th, 20th and 21st September.
 At the TARC Management Meeting on 1st July, members appraised
 a number of issues regarding the plan to have part of the Convention
 as attending the Townsville Skyshow. Concerns included the costs of
 public risk indemnity, the logistics of getting hams through large crowds
 and a dislike of most hams to be situated in large noisy crowds.
 Once the concerns were reviewed it was decided to revert the Convention
 back to its traditional program.

 The following are activity highlights of the NQ Convention
 Friday evening 19th September - official opening of convention at 
                                 Centenary Hotel
 Saturday 20th                 - registration, trade displays, lectures,
                                 demonstrations, home brew entry and judging,
                                 convention banquet

 weekend in Townsville during the convention weekend and accommodation will

 The date and contest period is 12th July 1200 UTC to 13th July 1200 UTC.
 All licensed amateurs worldwide are invited to contact as many other
 amateurs, especially IARU member society HQ stations, around the world as
 possible using the 160, 80, 40, 20, 15 and 10 meter bands.

 VA3RAC will operate during the IARU World HF Championship contest.

 VK3WI will operate as an HQ station in the July 12 IARU contest.

 AN AWARD TO CELEBRATE THE 5Oth ANNIVERSARY OF THE FOUNDING OF OTC (ZL). -
 The Old Timers Club (ZL) was formed at Annual Conference of NZART in 1953.

 Membership was available for Radio Amateurs who had been licensed for
 25 years or more. In later years an associate membership became available
 for those who had been licensed for 10 years and were over 60 years of age.

 The award shall be gained by attaining 50 points made by working
 any combination of the following.

*GB2SCL will be operated from Ribblehead Station on the famous Settle and

 station will be active weekends of July 12/13 and 19/20 plus the weekend
 of the 2nd and 3rd of August.
 It is the 35th anniversary of the withdrawal of steam by British Railways
 and steam trains will be run through Ribblehead Station on each of these
 weekends.

 Festival of Space, held at Surrey University from the 10th to 12th of July.


 HISTORIC MORSE CODE RADIO STATION WILL RETURN TO THE AIR JULY 13
 In the fourth annual event that has become known as the "Night of 
 Nights" historic  USA Morse code radio station KPH will return to the air 
 in commemoration of the last commercial Morse message sent in the 
 United States.  
 KPH will transmit on 4247.0, 6477.5, 8642.0, 12808.5, 17016.5 and 
 22477.5kc on HF and on 500 and 426kc on MF.  KFS will transmit on 
 17026.0kc.

 Node 6214, sponsored by the Amateur Radio Experimenters Group, operates on

 The rebroadcasts are "dial on demand" to cater for Amateurs whose daily
 schedules may not allow them to listen in at a regular time. By entering
 the code 438125, the latest QNEWS is transmitted.

 Ireland, recorded a station identification from WHCF in Bangor, Maine, on
 88.5MHz. On the same day, David Hamilton in Ayrshire, Scotland, made a
 recording of CBTB-FM from Baie Verte, Newfoundland, at 1950 - 2010UTC, on

 WW INTERNATIONAL LIGHTHOUSE LIGHTSHIP WEEKEND

 This highly popular and well attended event is on again  this year.

 In 2002 Australia fielded the second largest number of lighthouses in the
 event despite the fact that it is becoming increasingly difficult to obtain
 permission from relevant authorities to occupy the lighthouse premises.

 One authority suggested to Kevin VK2CE it may be easier if they didn't know
 about it, set up a portable a station near the lighthouse because approval
 is only needed if you intend to operate a light inside and in 99% of cases
 this will not be granted because of insurance problems.

 The Military Affiliate Radio System (MARS) is poised to start the flow of
 messages between troops in Iraq and Kuwait and their families and friends
 back home in the USA. The first MARS licenses have been issued to
 soldier stations in Iraq and Kuwait, and a broad range of frequencies
 has been assigned for MARS use. MARS also is operational in Afghanistan.

 These new operations will open up MARSgram and phone patch communications
 for troops stationed beyond the reach of e-mail and cell phones.

 radio equipment in house--or, more likely, "in tent."

 February 21, 2003, the Uruguayan Postal Administration released a
 stamp commemorating the 2nd Anniversary of URSEC (Unidad Reguladora
 de Servicios de Comunicaciones), the National Communications
 Service Regulatory Unit. 

 Face value $12 (twelve pesos)

 The stamps depicts a stylised drawing of a transmitting tower as well other
 communication devices: an envelope, a computer monitor, a cellular phone.

 The Marconi Radio Club of Newfoundland (MRCN) has announced the first
 two way transatlantic LF QSO from Newfoundland.

 The event marked the culmination of five months of intensive research and
 experimentation within MRCN and the collaboration of radio amateurs in the
 US and UK and  Radio Amateurs of Canada (RAC).

 In Newfoundland, a 125 watt transmitter assembled from junk box parts was 
 used to send slow speed Morse on 137.777 kHz.

 3700 km away, near London, a 1200 watt Decca amplifier transmitted on
 135.922 kHz.

 Loop aerials two metres in diameter were used to receive the signals and 
 communications were maintained between the two stations from about 0050-
 0330 UTC on 12 June.  This date was chosen based on the predictions of Alan 
 Melia G3NYK, an LF propagation expert, who first copied the Newfoundland 
 station on 2200 metres a fortnight earlier.
