Don't hold your breath until a simplification and streamlining of some of
the international regulations governing the amateur service take place!
Reports into QNEWS from Geneva suggest the former USSR states and the
Arab/African group are opposed to any relaxation of regulations!
BTW:- One matter on which there appears to be no disagreement is the
Morse requirement.
No administration participating in the Sub-Working Group spoke in favour of
retaining the Morse code treaty requirement.
But whatever NO changes to the Australian Radio Regulations will come into
effect until the year 2005!!

AMATEUR RADIO CHANGES
Australian Communications Authority have advised NO changes to our
Amateur Radio Regulations will come into effect until 2005.
As it is likely Article 25 of the radio regulations of the ITU will be
substantially revised at WRC03, and that domestically issues such as
Administration of exams and related licensing options need be addressed
the ACA will issue a discussion paper for public comment in the 2nd half
of this year.
A letter will be sent to all Amateurs from ACA asking for input.
As we've been saying... stay tuned/watch this space!
NEWS from the Federal President
Update on the Foundation Licence
Even before the survey is completed I have received a large number of
informal email and paper correspondence about the proposal which all
indicate a high level of support. There have been a few suggestion that
there are significant numbers of amateurs with concerns about the
proposal. At this stage they have certainly not made their views known
to me although I have received comments from half a dozen amateurs. The
general themes identified have been:
A concern that the new licence will result in a reductions in skill
levels.
A desire to maintain a progression in licences and the privileges.
The need to engage with Commonwealth Agencies and Industry to
promote Amateur Radio
I would like to personally assure all amateur that everyone working on
the development of the Foundation Licence proposal has the best
interests of amateur radio at heart. It is a difficult time since I know
that many of you would like to know the details of the proposal.
However I would ask you to be patient. Until we have received your views
and fully developed the WIA position, and then sat down and worked
through the issues with the ACA a lot of the details will simply not be
known. Please bear with us.
If you hear odd rumours circulating in newsgroups, mail reflectors or the
dark recesses of clubrooms please refer back to AR or the WIA Federal
web site for clarification.
If you are still unclear then contact your local division or write to me
directly.
Examinations
Some 18 months ago many of you will recall that the WIA made a
submission to the ACA in relation to further devolution of the
examinations. This activity has now been completed and the ACA have
appointed as an "approved organisation" for the purposes of setting
amateur examination papers. This is an important step towards reform of
the administration hobby and a key aspect to the running of any future
foundation licence examinations. As the details of the impact of this
become clear then I will be issuing a separate paper describing how the
changes will affect the administration of examinations.

WIA ACA LIAISON OFFICERS are VK1GH, VK1ZKM, VK2BPN, VK4DU
Grand Prix communications interference resolved.
Staff from the ACA's Southern Australia Regional Office were on the job
again this year at the Australian Grand Prix held at Melbourne early March.
Their role was to resolve radiofrequency coordination problems and any
interference with radiocommunications.
Work included coordination of 1,175 frequencies!
ACA staff members were also on-site on the Wednesday before the big
race to set up a frequency monitoring facility.
During the five days of the formula one car racing event, most of the
32 problems they responded to were interference with communications systems
used by the teams and international broadcasters.

EDUCATION YOUTH AND ADVANCEMENT OF AMATEUR RADIO WITH RONNEE VK4CO
100TH SCHOOL CONTACT
The Amateur Radio on the International Space Station (ARISS) program
reached a milestone June 12 with its 100th school group contact. Doing the
honours was Expedition 7 NASA Science Officer and Flight Engineer Ed Lu,
KC5WKJ. Lu took the controls of NA1SS aboard the space outpost to answer a
dozen questions from students gathered at Lively District Secondary School
in Canada.
Asked whom he would like to have accompany him into space if he could pick
one person, Lu replied, "If I could bring one person with me, it would be
my fiancee, and if I said anything else, boy would I be in trouble."
On Earth, Steve Gorecki, VE3CWJ, served as control operator. He had
assistance from members of the Sudbury Amateur Radio Club, who helped to
install antennas on the roof of the school's gymnasium and equipment
inside. Students participating in the contact came from several area
schools.
"It definitely had an impact on the kids," Gorecki told ARRL after the
contact, "but it only dawned on them later what they'd actually done."
Students involved were in grades 7 through 12.

GIVE RECOGNITION TO YOUR STAR PERFORMERS
In South Africa the Siemens Radio Amateur of the Year Awards are an
opportunity to recognise the stars on the Ham Bands.
The awards are presented annually by the South African Amateur
Radio Development Trust to recognise innovation in Amateur Radio and
the promotion of the service. There are two awards, one for
Radio Amateurs under 25 years of age aimed at recognising young people
who promote amateur radio amongst their peer group and an award for
Radio Amateurs over 25 years recognising innovation in amateur radio
technology development and promotion.

RADIO LAW: NY HAM CITED UNDER STATE SCANNER LAW
A New York ham has been cited for having radio gear in his car even
though the state law governing scanner radios exempts licensed
Amateur Radio operators.
KC5GAX says via the qrz.com website that he did try to explain that
that he was an Amateur Radio Operator and even provided his Amateur
license for the officer's review. Apparently, this was not good
enough and the ticket was issued.
July 9th is the court case. If convicted of violating New York's
scanner control law he faces a fine of $1000, 6 months in jail,
or both.

WICEN/RESCUE RADIO INTERNATIONAL
Tasmania's (VK7) first Forward Looking Infra-Red (FLIR) camera fitted to a
search and rescue aircraft is now operational.
Deputy Prime Minister and Minister for Transport and Regional Services,
John Anderson, said the state-of-the-art camera would enhance search and
rescue in Tasmania.
"This camera helps to keep Tasmania's search and rescue system at the
cutting edge of available technology," said Tasmanian Minister for
Police and Public Safety, Mr David Llewellyn.
The FLIR camera picks out heat-generating objects like human bodies from
the general environment. The cameras are most commonly used by search and
rescue authorities and law enforcement agencies to locate people and
vehicles at night.

INTERNATIONAL SILENT KEYS
It is with regret that we have to announce the passing of
Bill Venter ZS1SA.
Bill was a founder member of the Oakdale ARC in 1982, and was a very
active member and a skilful "home brewer".
Many Western Cape amateurs have benefited from his fitting and turning,
and related workshop skills.
He leaves a wife, 1 son and 1 daughter. Our sincerest sympathies to
them, other relatives and friends.

ITU
WIA ITU Conference Group CONSISTS OF VK1GH, VK1ZKM, VK3ADW, VK3APM
WRC-03 is considering the allocation of radiofrequency spectrum to
radiocommunications services as well as the means of sharing allocated
spectrum internationally and other matters aimed at improving the efficiency
and effectiveness of the ITU Radiocommunication Sector.
The ACA, under Deputy Chairman Dr Bob Horton, is leading the Australian
delegation of about 40 specialists in technical and regulatory aspects of
international radiocommunications from the government and private sectors.
Four members of the delegation will be authorised by the Minister for
Foreign Affairs to vote on and sign the Final Acts of the WRC-03, which are
treaty level papers, on behalf of Australia.
Keith Malcolm and David Wardlaw the VK Amateurs on the ground in
Geneva are keeping President Ernie regularly briefed. Remember what
you hear on news broadcasts or read on packet will NOT become set in
stone until AFTER July four.
The second week of WRC-03 was an eventful one for the amateur service
representatives.
Clearly, the 3rd week is shaping up to be extremely important.
Here is where things stood on the key Amateur Radio issues,
at the end of Week Two.

The amateur issues are being dealt with in Committee 4. This committee has
established a number of working groups with WG 4C handling the amateur
issues.
Agenda Item 1.7.2 dealing with formation of callsigns was handled by
WG 4C with Australian Chairman, Alan Ashman of ACA. What should have been
straight-forward became the usual dogs-breakfast with delegates arguing in
detail about words rather than substance.
As reported last week, administrations will be able to assign amateur
stations call signs with suffixes containing up to four characters.
There is also a provision for even more than four characters
on special occasions, for temporary use.
The 7 MHz realignment issue had been assigned to a sub-working group
dealing with digital broadcasting at HF, but now some 100 delegates
are working on the 300 kHz item.
Initial discussions were spirited and reflected sharp differences of opinion
between those advocating realignment and those who favoured no change.
A drafting group was set up under the chairmanship of Fred Johnson of
New Zealand in an effort to distil the disparate views into a manageable
set of alternatives.
The drafting group reported back with four alternatives.
The largest group favoured realignment in two stages,
by 100 kHz in 2007 and an additional 100 kHz in 2015,.
A second group consisting of Australia, India, and a regional group
including the Russian Federation offered a partial realignment spread out
over a very long time frame:
an additional 50 kHz of access for amateurs in the year 2018
with an additional 50 kHz in 2033.
A 30-year implementation period seemed rather excessive to nearly everyone.
A third group consisting of Japan and Korea maintained their proposal
an additional 100 kHz for amateurs in Regions 1 and 3 in one stage, 2015.
The fourth group, consisting mainly of the Arab Group and Iran, offered no
compromise on their no-change position.
Conference Chairman Veena Rawat has warned the delegates that if compromises
are not made and agreements reached before issues come up to the Plenary,
schedule pressures will require "quick decisions" in Plenary.
The review of Article 25 (amateur and amateur-satellite services).
In general, the former USSR states and the Arab/African group are opposed
to any relaxation of regulations so the chairman has a difficult task ahead.
One matter on which there appears to be no disagreement is the
Morse requirement. It is clear that the outcome will be to leave it to
administrations' discretion whether or not to have a Morse receiving and
sending requirement.

Agenda item 1.38 (70 cm SARs):
Another issue that seems well on its way to being resolved is
satellite-borne synthetic aperture radars (SARs) at 432-438 MHz.
While it appears very likely that there will be an allocation, it will be
secondary and will also be subject to limitations designed to provide
protection to, among others, the amateur and amateur-satellite services.

Ken has been deeply involved in the DX field of Amateur Radio, not to
mention the leader of many DXpeditions and has been recognised by many
overseas DX Associations.

Amateur Standard Frequency Service Proposed

Well known "Digital Modes" Amateur, Murray Greenman ZL1BPU, has proposed
that VK and ZL Amateurs put together a network of simple and inexpensive
transmitters, to provide a high accuracy Standard Frequency Service to
replace the excellent VNG service, now QRT.
An accurately transmitted carrier provides a convenient equipment
calibration source for the typical ham shack. Amateurs in the South Pacific
have for many years relied on VNG as a prime source of accurate frequency
reference. With the closure of VNG in December 2002, the sole remaining
precision signal source in our area is WWVH, in Hawaii. Unfortunately the
WWVH signal quality in the South Pacific is generally too poor for reliable
use, either to zero beat a simple calibrator, or using more sophisticated
computer based techniques, such as the spectrogram or digital mode software
carrier frequency measurement.
In a series of tests over the last two years with Bob Vernall ZL2CA and
Ted Minchin ZL1MT, Murray has shown that simple low power carrier
transmissions on the 80m band would fulfil most of the requirements of a
Standard Frequency Service. Good reports of signal strength, frequency
accuracy and carrier purity have been received from all over ZL, and from
VK4, VK7 and 3D2. The equipment used by ZL1BPU is home-built, offered
high stability, a low noise carrier with an accuracy of about 0.1Hz, and
costs less than $50 to make. These low power transmissions have confirmed
the usefulness of low power signals for both calibration purposes and
Doppler propagation studies, over a range of 2000km or more.
The signals also make a great practice signal for those interested in
Frequency Measurement Contests.

Ionospheric propagation is accompanied by very small carrier frequency
shifts ("Doppler Effect"), and multiple paths with different refractive
indices for different signal polarisation's ("Pedersen Rays"), which affect
the resolution of precision of frequency measurement. These effects can
only be studied using extremely stable transmissions and stable receivers.
The effects can be quite exciting at sunrise and sunset, or during unusual
solar events, and understanding them is the key to good frequency
measurement.
Murray proposes the following:
* An 80m frequency of preferably 3600.000kHz, at about 1W carrier power.
* Using either a high precision local reference or a TV-based reference.
* Operation from two different sequential locations each weekend.
* Announcing and coordinating operation via email and DXClusters.
Ideally a station in each ZL and VK call area should be involved in the
service. This would offer Amateurs nearby signals for high quality
calibration and measurement, and longer distance transmission for
propagation study. At present ZL1MT (3600.000kHz) and ZL1BPU (3840.000kHz)
are operating alternate weekends from Friday evening through until
Monday morning.
A simple micro controlled Exciter design is available from ZL1BPU.
The Exciter has very high stability, and can use a local or TV signal
timing reference. The Exciter has 40mW peak output, can operate from
160 - 30m, and features Morse ID and a clock.
The micro firmware, PC tools for frequency setting, time and carrier
phase/frequency monitoring are also supplied.

IAR Foundation Day & Completion of Two Decades in Public Service.
Jose Jacob, VU2JOS in India says their peak AR Body, the
NATIONAL INSTITUTE OF AMATEUR RADIO completed Two Decades in
service of the Nation on 21st June 2003.
The Institution has made remarkable achievements and established itself
as a unique organisation in India promoting Amateur Radio in a big way
besides serving a social cause.
A celebration took place 21st in Hyderabad.

From an Amateur Radio NewsLine listener in Europe comes word of a
communications network called PMR446.
This is a licence free 500 milliwatt personal mobile radio service that
permits users to connect their radio gear to the Internet using personal
computers and software interfaces. The software of choice is eQSO
and with it European experimenters have created a network of linked
RF-gateways.
On the R-F side, the radio gear is limited to flea power and built-in
antennas, but thanks to gateway linking PMR 446 is quickly developing
into quite a hobby that's bringing together hams and non hams
alike. In fact, it even has its own home in cyberspace at
www.446user.co.uk
UNITED STATES
Contester and DXer Steve Miller, N8SM (ex-WD8IXE) died June 15 as a
result of a fall while working on his 136 foot Amateur Radio tower.
He was but 38 years of age.

Mini Swim Report
It was a case of "The weather is here, wish you were beautiful"
last Sunday June 22nd when the third heat of the Strand Mini Swim
was held. Providing communications support were some Townsville WICEN
operators at some very stunning points around the bay.
Alan/VK4PS was perched for a while on Strand Jetty observing participants
in the 1km race until that event was completed. Alan then moved across
to picturesque Gregory headland to keep an eye on the 2.5 and 5km swims.
Meantime Phil/VK4HAI was shadowing the event organiser Bob James relaying
information from the WICENnet including competitors dropping out of the
race and information from stewards on course.
Ken/VK4HAI scored the best WICEN checkpoint in the state - bayside at
the C-BAR cafe with great table service and a great vantage point
of the race area.
Wallaby Bob/VK4WJ found himself a comfortable rock amongst the
breakwater and observed the swimmers on the turn-around leg and gave
timely position information back to base
Gavin/VK4ZZ scored a ride in the boat for the event, helping the deployment
of the swim buoys with GPS and then relaying to officials on course
any problems with competitors observed by the shore based operators.
The first swimmer came home doing the 5km event in just over an hour whilst
the oldest swimmer in the race, 86 years old Thelma, completed the
5kms in just over 2 hours.
The event started at 8am and operators were released by 10-30 am, just
in time to join Ken/VK4HAI at the C-BAR for a big breakfast.
The next swim event is the Magnetic Island to Townsville Swim on
Sunday July 6th. More operators are needed for this extensive event
and will be a good chance to get out in the bay with no ferry costs
and play radios all day - ham heaven !

Well, we always start out with a quick peek at the calendar, but this time,
before we do that we should invite you to supply details of upcoming
contests you know of.
Note please that we do need to know we have the important details right,
so QNEWS only lists contests whose details have been supplied by the
Contest Managers or national bodies like the WIA, and note too that our
listing of a specific event does not necessarily imply a QNEWS endorsement
or support for the event in question.

Right, now let's turn to that list of forthcoming events.
This weekend has nothing of note, meaning you should be outside this
arvo pulling weeds, mowing the grass and erecting antennas while you have
the chance, because next weekend is a busy one.
July 5 sees Queensland's Jack Files Contest.
It's almost a sprint, with 80m only, six one-hour chunks, and 0800 to 1400
zulu operation.
At the same time is a similar contest in ZL, called the NZART Memorial
contest. Watch for the dogfight as contesters try to outdo each other in
the twin contests. Should be fun.
Now, also, but for the full weekend, July 5 and 6, there's the ZL VHF
contest, the Brass Monkey as well as the Original QRP Contest for CW.
You'll need a full week to recover from that lot, just in time for the
IARU HF Contest, a world-wide 24-hour 160 to 10m contest on July 12 and 13.
Look then to July 19th for the Pacific 160 Metre Contest for CW and SSB.
And here's an early reminder of an important contest in about two
months... on August 30 and 31 we have the VK ALARA Contest, surely not to
be missed.
Now, I know I've mentioned this one several times in the past, but it gets
another mention this week for two reasons. First, it's next weekend so I
will surely stick a lid on it after that, and second, it's a Queensland
contest.
Okay, so what is it?
Far too cold for State Ice Cream Day, so it must be the Jack Files.
Hear it one more time.
The Jack Files Contest takes place next Saturday, the 5th of July.
It starts at 0800 zulu, which is 6pm in the east, and knocks off at
1400 zulu, or midnight. The rules are the same as last year.
The clever bit is that you don't have to keep hard at it for six hours.
Well of course not. You can have fun in a contest even if you're only
there for 15 minutes. But what makes this one special is that it's
effectively six separate contests, with fresh logs every hour, so you can
have repeat contacts each hour for stations worked previously.
This makes for a lot more fun and a very busy band.
What's more, it's your choice of modes, including CW, SSB, and digital modes
including the recent PSK31. You work as many stations and as many different
Queensland shires and towns as you possibly can.
The most important criterion is to have fun. It's up to you to work out how
seriously you're going to compete. The Jack Files is an ideal opportunity
for club stations to wheel out the club call, and maybe enjoy a fun evening
mingling and taking turns to operate the station.
Why not give it a go. You will enjoy it!
Then we look ahead another week to the IARU HF Contest.
This one runs July 12 at 1200 zulu to July 13 at 1200 zulu. In other words,
it runs from 10pm Saturday until 10pm Sunday for stations in eastern
Australia. All licensed amateurs worldwide are invited to contact as many
others as they can, especially IARU member society HQ stations, right around
the world. You use the 160, 80, 40, 20, 15 and 10 metre bands.

Darwin Amateur Radio Club Inc at CASUARINA NT remind us that Territory Day,
July 1st Celebrating 25th year of Self-Government in the NT will see the
Chief Minister Launch Special Event Amateur Radio Station VI8NT
Early on July 1st 2003, the most senior elected member of the
Northern Territory government, the Honourable Chief Minister Clare Martin
will be the first person to transmit on-air using a Special Amateur Radio
Callsign, VI8NT, to celebrate the anniversary of self-government in the
Northern Territory.
Northern Territory Amateur Radio Operators have been granted permission by
the Australian Communications Authority to use this Special Event Callsign
of Local and State Significance to celebrate and promote the occasion of
Territory Day 2003, the 25th year of the Northern Territory government.
This notable radio communication will take place from the Darwin Amateur
Radio Club room at Sports House in Fannie Bay. Amateur Operators at the
Alice Springs Amateur Radio Club will be standing-by to copy the radio
communication and Her Worship the Mayor of Alice Springs Fran Kilgariff
intends to receive the historic on-air call and make the reply transmission.
Nominated NT Amateur Radio Operators will be able to use the VI8NT Callsign
to make long distance radio communications with any other Amateur Operators
from around the world. Special Cards displaying the VI8NT Callsign will be
posted out to all Operators who log a call with a VI8NT station.

QNEWS IN MELBOURNE
Just a quick note to inform you know that last Sunday 22nd of June I
carried out a test transmission and re-broadcast QNEWS sections 1 and 3
at 13:00hrs via VK3REC.
This is a fairly significant step for Amateur Radio in Melbourne, because
as far as I am aware it's the first time QNEWS will have been heard in VK3.
Our repeater VK3REC is one of Melbourne's best Metropolitan area 2m repeaters
and has a really wide coverage area across the entire metropolitan area
reaching far south into East Gippsland and to the west into areas of
Ballarat.
The response from the local amateur community to the test transmission has
been extremely positive and affirming. My plans are to re-run the test
transmission Wednesday night at 20:00hrs simulcast on both the VK3REC
2m repeater and also additionally via the VK3RHF which as outputs
on both 70cm and 10m FM.
The significance of this Wednesday 20:00hr timeslot is that coincides
with the MDRC broadcast which is currently in recess.
Depending on the results of Wednesday nights transmission we
will make a decision whether to carry these two broadcasts on a more
formal basis and discuss possibility of collecting information from all
the clubs for our own VK3 section 2.

Wireless Networking has had a growing success in Australia. This combined
with an ever-growing interest in Community Wireless Networks, and their
ability to provide a connectivity alternative for community groups, gamers,
and networking enthusiasts; the time had come to provide those communities
with a single voice.
From this need, the Australian Wireless Association has been formed.
The Australian Wireless Association are working toward forming relationships

WW SPECIAL INTEREST GROUPS --- FINAL FRONTIER
Dennis VK6KAD from NewsWest has told QNEWS it turns out that the QRN
on the AO-40 downlink is due to the commencement of trials of the
3G mobile phone services in Perth.
The 3G services operate in the range 2 - 2.2GHz which falls into the
image response of our S-Band down converters when using a 2m IF.
In the long term VK ops are going to need converters with higher image
rejection.
The JA's, who have had the same problem for some time, are using
interdigital filters to notch out the image frequencies.
A simpler alternative is to use high side local oscillator injection.
High injection will mean the converter will invert the tuning
direction, but this is a small inconvenience to be back on AO40.
A few VK6 operators did not report any interference despite having a
3G base station near by. It would appear that some makes of down
converter already have acceptable levels of image rejection.

VK5EME, has already modified his design to meet the rejection figures
required.
As annoying as the interference is at least it's not in-band and with
suitable engineering can be overcome. With the projected explosion in
the use of 3G mobile phones this could be one problem that many of us
will face in the future.

WW SPECIAL INTEREST GROUPS --- Internet Linking of Repeaters
Tony VK7AX's node 6700 has a fun facility, RANDOM NODE CALL.
An interesting pastime, the DTMF code to access is four hashes (####)
Try it sometime and you will be pleasantly surprised. Just keep in mind
the time differences though...
may explain why you may not get a reply in some instances.
Another new and exiting facility VK7AX has installed on Node 6700
is known as voicemail. This is virtually a message system for storing
& sending messages similar to say packet messages, the difference being
in voice!
Scripts have also been installed to enable the Node to automatically
connect to the Reflector running the VHF/UHF DX Net on Sunday mornings
at 1100Hrs. The node will disconnect from the Reflector at 1130 Hrs.

73kHz Withdrawn on 30 June
The lowest frequency UK amateur band, 73kHz, will be withdrawn at
2359UTC on Monday the 30th of June.
Only holders of a Notice of Variation to their licence may transmit on
this band. However, anyone can listen, and this is the last chance to
hear amateur signals at such a low frequency.
There will be several stations active this weekend and throughout Monday,
so if you haven't yet tried 73kHz, it's now or never.
