Mark Tell VK4KMT is part of only 6 UN international staff permanently
inside YI, we'll have a comprehensive look at who's who in the ham
world of that War Torn Region later in the audio bulletin.
WIA CONSULTS
Last week we spoke of the consultation by the WIA of ALL Amateurs regards
our proposed "foundation style licence".
The survey will be inserted into the May issue of AR magazine for
WIA members in VK2, VK3 and VK7. The remaining WIA Divisions are making
arrangements to survey their members.
Results of the survey are expected to be published in late May or early June.
This survey will help the Wireless Institute of Australia in preparing
the submission to the Australian Communications Authority for the
restructuring of the amateur licensing system.
At the centre of change is a proposed new Entry Level Licence, which will
take a new approach to the training of prospective radio amateurs. It relies
on mentoring to ensure proper induction and qualifying people for an amateur
licence.
The Entry Level Licence will make amateur radio more accessible and relevant
to more people looking for a communications hobby, and also for the benefits
it can provide as a training ground for a technical career.

POSTCARDS FROM THE FRONT
As part of his preparation for membership tasks for the VK4 WIAQ Council
Ken Fuller VK4KF has developing a database of HAMS sorted by VK4 Postcode.
One of the side effects is that HAMS live in many interesting places,
in faraway places, some idyllic like coastal islands others in mining towns.
As Ken saw these places and people popping up he thought that perhaps a
note about the people and places might be interesting as publicity
material promoting the breadth of Amateur Radio, further that with an
Audio cutting.
So, how about it, we'll run the best in each month or so on the Q. Not only
VK4 but ANYWHERE!

WIA ACA LIAISON OFFICERS are VK1GH, VK1ZKM, VK2BPN, VK4DU
The industry code of practice designed to improve consultation
between communities, local councils and mobile phone carriers when
they are planing and installing new facilities such a mobile phone
towers is now in full effect.
Under the code, carriers are now required to design and operate
radiocommunications infrastructure, such as mobile phone towers, so
that exposure to electromagnetic radiation (EMR) is minimised. They
are also required to notify and consult with councils and local
communities about new installations, provide free information on the
health effects of EMR and provide the public with EMR site
assessments on request.

UNITED STATES
He gave the world of Amateur Radio "Kids Day." And now, the Dayton
Amateur Radio Association has decided to reward Larry Tyree, N6TR, of
Boring Oregon, by naming him 2003 Radio Amateur of the Year.
N6TR says that the award really honours what Kids Day is all about:
Tyree, or Tree, as he prefers to be known, was first licensed in 1967 as
WN6ZVC. He obtained his distinctive N6TR callsign in 1977 and these
days holds an Amateur Extra Class license.
Tyree also spends a lot of his ham radio time in front of his
computer on ham radio related matters. Why all of the computer
time? It's another of his many contributions to Amateur Radio. Tree
Tyree is the creator of the very popular "TR-LOG" contest logging
software.
But what about "Kids Day?"
"I think the ingredient that helped enable this is that I
have my own kids. At the time when Kids Day was invented they were 3
and 5 years old. And I just somehow flashed on the concept of --
well -- lets get kids on the air and have them talk to other kids.
Lets just make that happen. So, under the guise of the Boring
Amateur Radio Club, we put that together and made it happen. I think
that the first one was just an hour or two hours and the response was
pretty significant."
"I think the other important ingredient to the Kids Day
concept was to give the kids something to talk about as a formulae
that they could work under so that they have something to talk
about. And that's how we came up with the idea of the simple thing of
your name, and your age, where you live and your favourite colour. "
'Tree' will be presented his award at a special ceremony to
be held at Dayton's HARA Arena on Saturday, May 17th.

INTRUDER WATCH - ENFORCEMENT ZONE - WITH CHRIS WRIGHT VK2UW
For a long time QNEWS has relayed news from our IARUMS Region 3
COORDINATOR Arusu VU2UR of Indian Cordless phones on the 2-metre band.
Now, according to WIAVictoria, due to a loop-hole in federal legislation
the Australian Communications Authority is now limited in its investigation
of illegal cordless phones here in VK.
WIA Victoria President Jim Linton VK3PC says as a consequence to a change
12 months ago to the Telecommunications Act, the ACA is unable to record
the conversations being made over these cordless phones.
Previously the ACA was able to record the conversation and identify the
users' telephone number, as evidence, and then take action.
Now it would need a court order for a telephone intercept or bugging
warrant, usually only given to law enforcement agencies in the case of a
serious crime or security matter.
Jim VK3PC reports that several illegal cordless phones are suspected to be
operating on the 2-metre band in Melbourne, and may also be doing so
elsewhere in Australia.
Remember if you hear illegal or out of band transmissions contact your
divisional IARUMS coordinator or direct to Federal Coordinator VK8HA.

I went again to Spectrum Management this morning.
Spectrum Management said they will be taking appropriate legal
actions.
Spectrum Management Division is the ONLY authority in H44 that issues
Telecommunication Licenses and Call Signs. I was informed that H44MD
and H44MKA ARE NOT legal and were NOT issued ham licenses.
Should anyone receive their QSL cards they are not good.

The ITU has declared that the theme for this year's World
Telecommunications Day as being, "Helping all of the world's people to
communicate".

television, surfs the Web, or uses a radio transmitter, they benefit from
the work of the ITU and its member states.
WIA-Victoria advise later in this bulletin of AX-3-ITU being used that

ROYAL HONOURS FOR PA-0-LOU
Lou van de Nadort PA0LOU, retired Chairman of the International Amateur
Radio Union Region 1 was recognised by Queen Beatrix of the Netherlands
this week for his outstanding contribution to Amateur Radio.
He was decorated with Member of the "Order of Oranje Nassau". Lou was one
of the people who were recognised this year by the queen when the
Royal Recognition awards were announced on April 30, in Holland known as
"Koningine dag", the queens birthday .
The decoration is an acknowledgment for personal and outstanding
contribution to the community.
Lou van de Nadort retired from the IARU Region 1 Executive in October last
year after having been almost 28 years at the helm of the organisation.
In his farewell editorial in Region 1 News he called it retirement from
active duty and wrote "I will always have IARU and its work at heart and
will continue to support the cause"
"I will look back fondly on my involvement in IARU. While not always smooth
sailing, I have experienced many moments of triumph like when the
organisation achieved major successes in protecting and growing the
frequencies available to Amateur Radio". Lou said.
"It was a wonderful experience to work with so many dedicated people from
all walks of life, from all parts of the world. I thank you all for your
support and above all your friendship. I will miss you all ' but then of
cause there is Amateur Radio that will allow me to keep in touch with all
my friends be it on the key or microphone."
The medal was presented to Lou at his home in Zundert in Holland when the
Mayor and a delegation of civics and members of the VERON Council arrived
there on April 30. Lou said it took my totally by surprise, I never expected
it.

major injuries following a 3 meter fall from his roof!

Good to see the DDRC setting up a team of examination invigilators
to be registered with the WIA exam service. VK4HWM Matthew is the driving
force behind this, as he is with allowing his personal email address

Up until now, according to the club newsletter DDRC INK, their management
committee had passed motions specifically excluding packet and email
forms of communication to the club. Well done VK4HWM.

there will be a get together of all Hams who have been actively employed in

An excellent exercise was enjoyed by all participating in the Canoe Race
comms over the ANZAC Day weekend. 15 ops took part doing various tasks
and shifts.

VK4RTL experimental 23cm beacon on air
There is something more than just the Airport Radar to tune into on
the 23cm band in Townsville, with the deployment on 21st April of
VK4RTL 1296.444 beacon at Mount Stuart for a trial run.
This mighty little beacon puts out a massive 2.5watts and can be heard
on most modern tri-band handhelds around Townsville and Thuringowa.
Engineered by Don/VK4MC and installed at theTARCinc Repeater Site
by Don and Tony/VK4TJS, with help from Kerry/VK4TUB and Gavin/VK4ZZ,
the 23cm beacon transmits a continuous identification message which
cycles every minute.

G'Day all. I'm Chris Edmondson, VK3CE/VK4AA with this
week's look at the world of contesting, awards and special event stations.
Now I suppose you expect I'm going to start with the contesting calendar,
but I'm not. I'm going to climb up here on my soapbox instead and have a
bit of a preach to you.
By now you've heard the very welcome voice of Graham Kemp, VK4BB, who has
been the main force behind QNews for many years. And thank heaven he's back!
The first time I heard Qnews I was astonished. It sounds utterly
professional and is so very well put together, but few people really
appreciate the dedication and determination it takes on the part of Graham,
and the behind-the-scenes work of people like Peter Harding, VK4JPH.
So we're glad you're back Graham, to make the whole thing sound as good as
you always do, and on behalf of other listeners like me... well, thanks
mate. We really do appreciate your effort!
The real message here, you know, is that every part of your hobby, however
you see it and use it, is ultimately controlled by the amount of effort
you are prepared to put into it. How about, this week, an extra vote of
thanks to your local volunteers, whether they put Qnews to air, run your
local club repeater, write the stories we all like to read or listen to, or
help just by being there.
And if you ever hear Graham on the air, in one of those rare moments
he has the time, that is, remember to tell him how much you enjoy Qnews.
Believe me, it really helps to know you're on the right path!
Oh, and a final 'by the way' before we get into this week's contest news:
I was really very heartened to see the high level of activity in last
week's Harry Angel Memorial Sprint on 80 metres. As luck would have it,
my fire brigade pager went off 15 minutes in and I got back only a few
minutes before the end. But judging by some of the scores I heard,
people were having a ball.

The next Westlakes CQ repeater contest to be held from
Midnight 1st May until Midnight 7th May.
2003 VK/ trans-Tasman Contest
The 80 metre, VK/ trans-Tasman Contest will be held on Saturday the
24th of May, (Phone), and Saturday the 7th of June (CW), from 0800 to 1400
hours UTC.
It's a "fun" contest. So don't just say, "I'm not into Contesting", because
this one is for beginners and experts alike, - and you won't know if you
like it if you don't give it a go!

dispatched within 10 days of Closing Date for CW logs!

International Museums Weekend- 14 & 15 June
The third International Museums Weekend will take place on the 14th and 15th
June 2003. It starts at midnight UTC Friday and ends at midnight UTC Sunday.
Those wishing to take part must ensure they have registered via the
form on the International Museums Weekend website.

2003 80m Dash for the Wadda Cup
The Central Highlands Amateur Radio Club of Tasmania (CHARCT) has
recently announced the details of the 2003 Wadda Cup Contest.
The contest is known as the 80m Dash for the Wadda Cup, and is open to
all VK amateurs.
The 2003 event will be expanded from 30 minutes to 60 minutes and
should encourage participation from amateurs that are familiar with sprint
type contests.
The event will be held on Saturday 21 June 2003, starting at 1030 UTC
(or 8.30pm EST).
As the name implies, the contest will be a dash to make as many contacts
as possible, during a 60-minute period, on the 80m band.
The contest manager, and winner of the 2002 event, is Keiran Blyth
VK3BTV. Keiran will operate the CHARCT club callsign VK7CHT -
portable VK3. Contact with this station will earn the contester bonus
points.
When the contest has concluded, all contestants will gather on 3.585
MHz to join in a roll call and find out who is the provisional winner of
the 2003 Wadda Cup contest.

CHARCT holds a regular Thursday night Quiz net on 3.585 MHz,

Special event station AX-3-ITU will be on air, World Telecommunications
Day, the 17th of May.
The callsign allocated to WIA Victoria will be activated on its behalf by
members of the Eastern and Mountain District Radio Club.
It and many other special event amateur radio stations with ITU in their
callsign around the globe will celebrate the formation of the
International Telecommunications Union on 17 May, 1865.
A commemorative AX3ITU QSL card will be issued via the QSL bureau.

Westlakes Amateur radio Club transmits QNEWS from the MP3 files each
Sunday morning following their local cast which goes to air at 0900hrs
on club repeater VK2RTZ 146.775MHz using the club official callsign VK2ATZ.
Presenter is Frank VK2FJL.
On most occassions they replay segments 1 and 3 prior to the
NSW Divisional WIA cast during the morniung session but if time beats us,
segment 3 goes out during an evening replay 1900hrs using the same
frequency etc..
Gary VK4TGB rebroadcasts QNEWS on 476.750 Ch. 14 UHF every Sunday
night at 7:00 pm / 19:00 Hrs. in the Maryborough area
Gary also helps WIA Award Winner Geoff VK4ZGF, on 2 meters when needed.

SHORT WAVE MONITORING AND SCANNER NEWS
DEUTSCHE WELLE GOES DIGITAL
Germany's international broadcaster, Deutsche Welle, has announced
that as of June it will transmit digitally on shortwave to Europe and
the Middle East using the Radio Mondiale broadcast system. This
makes Deutsche Welle the first international broadcaster to commit to
a start date for regular D-R-M transmissions on the shortwave bands.

VK7 Southern Branch say progress has been made on the antennas and mast
for the repeater site on Guy Fawkes Hill over looking Hobart's eastern shore.
Amateurs will be able to turn on the repeater on with a remote tone
enabling them to receive a test pattern for aligning their receivers and
antennas without having an uplink 1250 ATV transmitter.

AMSAT has announced the opening of a new Echolink conference server
as a new service from its amsat.org website.
The new AMSAT conference server was established to provide a place
for satellite operators world-wide to congregate and chat.
Space veterans Russian cosmonaut Yuri Malenchenko, RK3DUP, and NASA
astronaut Ed Lu, KC5WKJ, headed into space last weekend to
assume the reins of the International Space Station (ISS) as its
Expedition 7 crew. Crew commander Malenchenko, 41, and NASA Space Station
Science Officer Lu, 39, will be the first two-person ISS crew increment
and the first primary crew to travel to the space station on a Russian
Soyuz spacecraft. Their Soyuz TMA-2 vehicle is launched April 26.

Jonathan Taylor, K1RFD, of Ridgefield, Connecticut, is the winner of
Hamvention's 2003 Special Achievement Award. Taylor developed the
Internet-linking program called EchoLink and the repeater-control program
called EchoStation. EchoLink allows amateur stations to connect with each
other via the Internet to expand repeater and simplex coverage and to
provide Amateur Radio operators with access from their PCs.
