 MONITORING SYSTEMS NEWSLETTER.

The repeated appeals for organising Monitoring Systems in every
National Society of the Region, is showing results.

RAST-Thailand and HARTS-Hong Kong are the latest Societies to join.

HARTS have nominated their Monitoring Systems Coordinator as
 Keiren VR2BXM.

This month also the picture points to the various harmonics,
spurious and fundamental Broadcasting channels used by Radio Pyongyang,
 DPR-Korea;

Indonesian and Chinese intrusions affected Australia.

New Zealand has Havana Gurgle and the Sea State radar-CODAR and
many data stations on various amateur frequencies.

Continuing the topic of long range cordless telephone QRM in India,
Sandip VU2UGO from Bombay and same same intruders in Lucknow, Uttar Pradesh
 reports Pandit VU2DCT.

Hani Raad, OD5TE, Region 1 MS Coordinator comments that " The topic of
VHF TELEPHONE QRM is very important.
It is a matter the whole region is suffering from and has had from
time to time shut down repeaters because of FM wireless Telephones.

That matter should studied very carefully, we should work on collecting
specific info on phone types and frequencies for base and Mobile.

An innovative CD-ROM training package developed by two Brisbane-based
companies is being hailed as a world-first in first aid training.

Minister for Innovation and Information Economy, Paul Lucas, joined
swimming identity Laurie Lawrence for the poolside launch of First Aid Now
 in Brisbane.

The training package requires a user to briefly connect to the Internet
on a multimedia computer to register their details and submit results for
assessment. In less than four hours a person can complete their
 CPR training and assessment.

2 CD-ROMs cover CPR as well as first aid in emergencies such as
head and spinal injuries; poisons, bites and stings; fractures; and
 motor vehicle accidents.

Users can attain a nationally-recognised Senior First Aid qualification.

 INTERNATIONAL SILENT KEYS
 K-D-5-E-S-I
 K-C-5-Z-T-C
 K-C-5-Z-S-U

These 3 explorers lost their lives last weekend along with the entire
crew of STS-107, Shuttle Columbia, as it seemed to explode, burn and
disintegrate over Texas, just some sixteen (16) minutes before touchdown
after her 16 days in space.

Columbia was the oldest ship in the NASA fleet.

The crew with Amateur Radio Calls were Mission Specialists:-
'KC' Chawla, KD5ESI, David Brown KC5ZTC and Laurel Clark KC5ZSU.

Students from Melbourne's Glen Waverley College were devastated, 16
days ago they were in the USA to watch Columbia carry a school project
into the void of deep space, a science experiment that took 8 'Aussie'
spiders into the void, to test the strength of spider webs in zero-gravity.

The flags of the United States, the ARRL and the International Amateur
Radio Union (IARU) flew at half mast at ARRL Headquarters as the
Amateur Radio community joined the rest of the world in mourning the
loss of the seven shuttle Columbia astronauts.

Through the Space Amateur Radio EXperiment (SAREX) and the Amateur Radio
on the International Space Station (ARISS) programs, amateurs have enjoyed
a special relationship with the astronaut corps.

The ARRL said the ARISS Team is receiving condolence messages from
 all over the globe, JA1KAB ARISS-Japan, AMSAT-NA President VE3FRH,
President and CEO of the Experimenting Danish Radio Amateurs O-Z-7-S,
the ARRL also received messages expressing "heartfelt condolences" from
Hong Kong Amateur Transmitting Society President VR2BBC and from President
of the Amateur Radio Society of Kenya 5Z4MR.

Still in space on the International Space Station are KD5JBP, RV3FB and
KD5MDT. Currently no word on their anticipated return as NASA suspends
it's Shuttle Flights. Columbia had not visited the ISS this mission,
the first in several years designated a stand alone project.

Pilotless Russian Craft will resupply the ISS.

Again, our Hams lost in space, intrepid space explorers

 VK4 COUNCIL
 WIAQ President in Townsville
Members attending the February Management Meeting of theTARCinc were
fortunate to have as special guest and speaker Ewan McLeod/VK4ERM,
President of WIA Queensland Inc and Queensland WICEN Co-ordinator.

Ewan talked in detail about current and future state of the WIAQ
noting that the future looked promising.

The division's answering machine received 5 to 7 calls a week, mainly
from people wanting to become an amateur radio operator.
Ewan noted that he called each enquiry back with mostly positive results.
He also noted that the further away from big cities he travelled, the
more progressive hams seemed to be.

Ewan also detailed some exciting things about to happen with WIA Federal.

VK4ERM also provided an update on the modernisation of WICEN QLD
organisation including the new plan underway for SES to WICEN co-operation.

Bruce Jones VK4EHT a WIAQ Councillor reports:-
One important activity of WIAQ council at its January meeting was the
endorsement of our Federal Councilor David Jones VK4OF to be our
representative at the WIA Federal convention.

The convention will be held not long after our Queensland AGM so
preparation is already underway. This year WIA will prepare its delegates
to the IARU region 3 conference in Taiwan in September and will also
consider some aspects of the World Radio Conference to be held in Geneva
 this year.

Most issues to be considered have been published in AR magazine, QTC and
QNEWS over the past year. We hope to bring more information on these events
soon so keep an ear on QNEWS.

One of the more pleasant activities of WIAQ council is to officially
welcome new members to the institute.
Alan Shannon VK4SN, Samantha Scafe VK4TTT, Bill Gibbings VK4WO and
 Gary Burkin L41073.

Again I ask listeners to consider taking an active part in the future of
our hobby. All positions on WIAQ council will be officially declared
vacant at the coming AGM. We are also particularly looking for a
 treasurer and recruitment officer.

 Good morning from Bruce VK4EHT.

and does not necessarily endorse, support or vouch for the accuracy
 of the information provided.

Major events to come this month are:-
15-16 ARRL International CW DX Contest

These are the ideal contests for anyone working towards their Worked All

The CQ-WW SSB 160m contest is on February the 22nd and 23rd together with the
REF SBB and the UBA CW Contests. Also on the weekend of February 22/23

You've tuned QNEWS, and now on the Q, WIA FEDERAL AWARDS MANAGER VK6LC Mal.

The DXCC or (Dx Century Club award).

This is a real challenge and can be claimed at 100 countries worked.
It's extensions can last for life time in Amateur Radio and a chance
to meet others with the same interest.

The DXCC program is very large and at the moment we have 335 countries
 available.

One of the greatest things in the hobby I enjoy is attending Ham Fests,
 meeting and discussing DX.

Your QSL cards can also be used for many other overseas awards from
 other Radio Leagues and Societies.

Many new and older Hams enjoy this program to test their new equipment
or newly constructed antennas. They like myself are always trying to
improve to confirm that new rare DXCC station.

In Australia we also have famous DXCC hams, at anytime they may be able
 to help you get started.

The operating modes all have been expanded to cater for all the
digital persons and the extended frequencies up to 2m. Just look at the
bloke from Far North Queensland, just recently John clocked in 137 countries
on 50mhz. Struth!! if he can do it! so can you?

This award is also an education in geography and nationalities, it's
a real interest to track these far away Countries and a good way of
meeting overseas friends and locating them all on a world map.

QSL cards are received and sent via your local division QSL Buro and
direct method by post if applicable.
Some of the more rare countries, I send direct to exchange for colourful
stamps, and also I have a beautiful collection, maybe that's another
 interest for you.

There are two smart email DXCC management documents with "pop help"
for prefixes and dates etc, this will assist you to maintain your awards.
Its so simple just fill the blank spaces and email it off to us.
We also feature progress updates, in our AR. Magazine several times a year.

This broadcast has only covered the basic details.

Further information can be requested from the Federal Awards Manager:
 P.O.Box. 196, Cannington. Western Australia. 6987. or
 via Email: awards@wia.org.au
or our W.I.A National website. http://www.wia.org.au

Stay tuned to QNEWS next week for our "Antarctic award".

Argentina has become the latest country to acquire LF privileges for
radio amateurs on the 136kHz band.
The first operation was reportedly by LW2ETU on Christmas Day 2002.

Earlier, Arnie Coro, CO2KK, reported that Cuban radio amateurs may
soon have access to the band, while last summer, Marcus Ramos, PY3CRX,
wrote that the Brazilian telecommunications authority approved use of
the band for amateurs on a secondary basis.
Paraguay and Uruguay have also expressed support for amateur use
 of this LF band.
