 WILL HAM RADIO BE SHUT DOWN WITH WAR DECLARED?
 Some amateurs have been wondering if the FCC will shut down Amateur Radio
 due to events conected with Gulf War II in the Middle East.
 The short answer is "NO"...... in the USA.

 The ARRL letter says just prior to the Gulf War, '214.4(b)(4) of Title 47
 of the Code of Federal Regulations was deleted. This section had mandated
 the closing of all Amateur Radio stations except Radio Amateur Civil
 Emergency Service stations in the event that the president proclaimed a
 war or national emergency.

 The last time Amateur Radio was shut down was during World War II, although
 the FCC continued to give Amateur Radio examinations.


 When QNEWS asked the President of the WIAQ on Australia's stance, Ewan
 VK4ERM said " I have heard nothing on this front, Graham.  I expect nothing
 except perhaps some increased monitoring of our bands but we really fade
 into insignificance compared with the capacity and reliability of other
 domestic and international voice and data communications links.

 The rules of WWII cannot apply now.

 Finally, why stifle potential intelligence sources that in the recent past
 have proven so beneficial?"

 WIA President Ernest Hocking VK1LK told QNEWS " difficult to give an
 'official view' since this is down to the government and the ACA.
 However given the US situation and the fact that it is now greater than
 24 hours old I do not believe that at this point in time
 that is likely to happen.  In practice I suspect that the events in Iraq
 will be over before any practical measures could be taken."

 NOISE WORKS 1
 Internet data over power lines.

 The race to deliver high-speed internet access over powerlines is
 intensifying with an Israeli developer courting Australian power utilities
 for a local trial.

 Powerline communications is one of the latest "last-mile" solutions for
 delivering broadband into the home, reducing the expensive infrastructure
 and installation costs of cable and satellite networks.

 At least half-a-dozen Australian energy companies are running powerline
 communications trials, says telecommunications analyst Paul Budde, but it
 remains "a technology that is not yet proven".
 
 In September, the NSW Government issued an expression of interest for trials
 to deliver internet access using the Transgrid electricity network.
 Responses are still being considered.

 David Weinberger explained that Internet architect David Reed tells how
 bad science created the broadcast industry, and explains interference to the
 great mass of folk who think that radio frequency interference is 'your'
 problem when it's more likely a design or construction issue.

                 Amateur radio and the challenge of change

 VK4BB:-

 The debate in Australia about the need for a new Entry Level licence has
 now been expanded into a call for the review of the entire amateur
 licensing system.

 A research report entitled "Amateur radio and the challenge of change"
 has been co-authored by Jim Linton VK3PC and Roger Harrison VK2ZRH.
 They wrote a similar paper in 1985 that is still being referred to today
 and won the prestigious WIA Ron Higginbotham Award.

 Their latest paper will appear in the April editions of both the WIA's
 journal Amateur Radio and Radio and Communications. 

 Here is Jim Linton VK3PC giving a summary report of the Linton-Harrison
 Paper 2003.


 VK3PC:-

 Amateur radio is at the crossroads, it can continue straightahead down hill
 and virtually disappear, or set its own path by changing the amateur
 licensing system.

 The time to act is now. When the UK Foundation Licence was introduced at
 the beginning of last year, there was not instant support for Australia
 to take a similar approach.

 However, some 15 months later there is majority support for a new licence
 in Australia.

 What the Linton-Harrison Paper 2003 does is to refocus the debate on the
 entire licensing system in Australia, the types of licences, the syllabuses
 and examinations.

 We must not be tempted to simply copy the UK Foundation Licence.

 It does not meet Australian conditions and needs, and will not provide
 the necessary sustained growth for amateur radio here. 

 Australia's new Entry Level Licence should not be strictly an "operators'
 licence" - a simple permit to use a type-approved transceiver. 

 Entry Level Licensees should be able to enjoy the thrill and satisfaction
 of operating a radiocommunication system under as many circumstances and
 conditions and on a wide variety of bands across the RF spectrum as they
 wish to explore.

 This should be in keeping with long-standing amateur radio tradition and
 in line with the ITU definition, which says amateur radio exists for the
 purpose of self-training, intercommunication and technical investigations. 

 There will be changes to the licensing system as a direct result of the
 World Radiocommunications Conference in Geneva later this year where the
 mandatory Morse code testing requirement is to end.

 The amateur radio community and the Wireless Institute of Australia must
 be ready to take action to revitalise the amateur radio licensing system
 at the earliest opportunity.

 If the right action is not taken, the decline of amateur radio that the
 Linton-Harrison Paper identifies as being in now its 6th year, will lead
 to its ultimate demise.

 Again, sustainable growth is absolutely essential. It is important to
 encourage people into the hobby who retain their licence and their interest
 in amateur radio. A hobby that continues to interest, challenge or reward
 them.

 Linton-Harrison advocates a two licence system. 

 An Entry Level with a syllabus set at a basic standard, along the lines of
 the original intention of the Australian Novice licence.

 An Unrestricted Licence with a syllabus that is revised to comply with the
 ITU Recommendations for amateur licensing. 

 The Linton-Harrison Paper describes the current Novice and AOCP syllabuses
 as being "bloated" and beyond what is expected internationally.

 The WIA Federal Council agrees.

 The current Novice licence standard is recognised as being too high.
 It should not take 40 weeks study to get an amateur licence.
 The Novice licence is equivalent to the United States Technician Licence. 

 The current AOCP examination is also not relevant to the needs of today,
 and is at least two decades behind the times. 

 The Linton-Harrison Paper calls for the whole licensing structure, the
 examination system and syllabuses to undergo a fundamental rethink.
 In its 8-pages the Paper covers much more than I can in this audio report.

 It will appear in magazines, summaries in several club newsletters, and be
 available on the Internet.

 THE WAR ON TERROR:  THE FIRST RESPONDER
 Bruce Tennant, K6PZW, has told ARNewsLine about First Responder:

 One major problem on September 11th 2001 was communications between
 emergency crews.  Most could not talk to one another because they were all
 using different types of radios, in different services and on different
 frequencies.

 But that all could soon change thanks to a new mobile command centre
 built into a Sports UtilityVehicle and dubbed First Responder by its
 designer Raytheon.

 While the exact information on how it works has not been made public, First
 Responder is designed to allow emergency crews to communicate on the same
 radio channel anywhere, anytime - even if phone and power lines are down.



 HAMS HELP SAVE YOUNG BURN VICTIM IN HONDURAS
 Had it not been for quick action on the part of a group of US ham radio
 operators, an eight-year-old Honduran girl who was seriously burned late
 last month might not be alive today.

 Larry Strain, N7DF, credits radio operators and volunteers at the
 International Health Service clinic in a remote village in southeastern
 Honduras and stateside amateurs with making the dramatic rescue possible.

 NZART Annual Conference
 The NZART Conference 2003 will be held in Masterton at the
 Copthorne Hotel.

 The main program will follow the usual format, NZART AGM, and AGM's AREC,
 AMSAT, OTC, SPAM,WARO, together with forums for DX, IRLP, APRS, etc.

 The keynote speaker will be Dr. Warren Tucker, the Colonel Commandant of
 the Royal New Zealand Corps of Signals.

 Registration will commence on Friday 30th May at the Copthorne Hotel
 reception area between 3 and 9 p.m. Refreshment facilities will be
 available also to allow opportunity for informal gatherings and gossiping.
 The Conference will be opened at 9 a.m., by his worship the mayor of
 Masterton. The annual dinner and social will take place, again in the
 Copthorne at 7 p.m and includes live entertainment.

 Yes the land of the 'Silver Fern' has done it again, a TRUE conference
 open for TRUE Amateurs! Well Done.

 The SARL AGM will be held on Saturday 29 March 2003 at the Recreation Hall
 at the Air Force Base Bloemspuit just outside Bloemfontein.  Again like our
 KIWI mates the SARL AGM throws out the welcome mat to THEIR true Amateurs.

 Bloemfontein RAC have planned a flea market/boot sale with some
 interesting lectures as well.  Everybody is welcome to bring along items
 for the flea market.  Interest groups are welcome to contact the
 Bloemfontein RAC if they wish to arrange a meeting during the afternoon
 for instance the VHF/UHF Interest Group.

 The SARL Annual Dinner will also take place at this venue and the Officers
 Mess of the AFB Bloemspruit is doing the catering.

 Missionary killed in Philippines blast was a ham:
 A Southern Baptist missionary who was among 21 people killed as a result
 of a terrorist bomb blast in the Philippines was an avid Amateur Radio
 operator. Bill Hyde, KB0KUB, died in Davao City, the second largest city
 in the Philippines.

 Larry Greene, N7LG, said Hyde maintained a ham station at the couple's
 remote outpost because it was their only reliable means of contact with
 the rest of the world.

 KU0KUB, a Vietnam veteran and a former music teacher, had served as a
 missionary since 1978.

 Scott Thile, K4SET reporing on the USA's ARNewsline says many missionary
 and relief groups are working in areas without access to land based phones,
 cell phones, or the Internet many must rely on alternate channels including
 ham radio. 

 K4SET hopes his new website will be of assistance to those in the 
 missionary field.

 WEIRD AND WONDERFUL
 Clive Sait VK4ACC has told QNEWS that fashion designers from New York to
 Milan have filled the runways in recent weeks with all the latest looks.
 Hemlines are up, heel heights are down and pink is all the rage.

 But regardless of what you think of this season's range you should be made
 aware of a trend that's catching on... it could make you think twice before
 buying new clothes.

 Tiny specks capable of tracking virtually every single item are now being
 imbedded by manufacturers. Called RFID (radio frequency ID) and in the form
 of trackable chips woven into it's apparel. The chips, which function as
 radio transmitters will remain intact throughout the life of the garment.

 According to chip manufacturer Philips Electronics, the devices will be
 "imperceptible" to the wearer.

 So...  when the chips are down....  hang your clothes back up!

 Good morning listeners

 Last week saw the arrival in my mail of yet another issue
 of Amateur Radio magazine. It contained more on the 70 cm
 patch antenna, a Kalitron Gate dip oscilator, a vhf/uhf
 diplexer and a review of the Echolink software you may have
 heard on a repeater or simplex channel near you.
 Several articles also document some of the activities of
 WICEN and amateur radio in relief operations during the 
 wildfire emergencies in the southern states and the ACT.

 WIA Federal Convention and AGM in Adelaide.
 This will be held in early April this year. Our Federal
 Councilor David Jones VK4OF will be present as WIAQ rep. 
 Also VK4 Councilor Ron Smith VK4AGS will be attending.
 Two other WIAQ members will already be in Adelaide for the
 AGM and will be appointed observers to sit with our VK4
 reps. These are our QNEWS man Graham Kemp VK4BB and also 
 Vicki O'dwyer.
 
 I hope to have news of our own WIAQ AGM next week so stay

 The Brisbane Amateur Radio Club, meets twice a month, at St. John`s Church
 in King Street Annerley. The first meeting is the SECOND Friday of the
 month, which is mainly a "social night", but also the club uses this first
 meeting as a "show and tell" night where members bring along their home
 brew projects, then explain the workings to all the assembled members and
 guests.

 The second meeting,  is the FOURTH Friday of the month, which is primary a
 business night, starting at 7:30pm sharp, continueing until approximately
 8:30pm, then most members have coffee, tea and buiscuits and a chat about
 all things amateur.
                    
 And don't forget Barcfest is on again this year, date 10th May 2003,
 venue the Holland Park Bowls Club 49 Abbotsleigh Street, Holland Park.
 All the usual bargains will be available, including food and drink,
 so bring your wallet, get the bargins and have a pie and a drink with

 SUMMERLAND AR CLUB (VK2)

 VK2RBB at Byron Bay now has a tone access of 123 Hz.
 This will eventually be fitted to all repeaters sponsored by the
 Summerland Amateur Radio Club, except Lismore, VK2RSC on 2m.
 A WORKING BEE ON REPEATER VK2RBB WILL OCCUR IN A COUPLE OF WEEKS TIME.

 SUNSHINE COAST
 Well as we have done for the past 2 years the Sunshine Coast Amateur Radio
Club set up for the John Moyle Field day on top of Mt Wolvi east of Gympie.

 For HF we had Ron VK4GZ, Gordon VK4VP, Tony V4KKY and wife Wendy, Louis VK4KKL
and Geoff VK4KEL and wife Jenny.  We erected an 80m full wave horizontal loop. 
This involves using a bow and arrow with the arrow tied to a fishing rod reel
to shoot a line over the trees (over 100ft tall) and then pull a 5mm nylon rope
over.  Ron VK4GZ and Gordon VK4VP had numerous attempts and it was lucky that
we had a master bowsman in the form of Louis VK4KKL arrive just as we were
getting a little tired.  Louis shot that arrow straight up and over the tree.

 I think the encouragement that Len VK4ALF gave him was all that was needed.
 "You'll get a carton of beer if you get that over the tree".

 We also had a 2 element 3 band beam for 10 15 and 20m.  In true Queensland
fashion we managed to put a slight banana bend in the mast.  "Good enough for
Government work" someone was reported as saying.

 The antennas were coupled to Ron's IC738 and Geoff's ever reliable TS430.


 The VHF UHF boys, Len VK4ALF, Wayne VK4SWC and Ian VK4KIJ had a GST 1 on a 30
foot mast and a 6m dipole at a similar height. They had separate rigs for 6 2
and  70 helped along with amplifiers, all fed by tractor batteries charged from
a 400A battery charger.  I kid you not.

 Throw in two dogs a cat, a few beers, two bottles of Red, some rocket fuel
apparently from a local ethanol plant, a mean irish stew thanks to Len and a
curry from Ron's wife Barbara that had us coming back for more and I ask you,
what more could you want for a great weekend.  Oh yeah and plenty of QRZ
contest.
 Lessons learnt this year.

 1. Staffy's like to eat cats.
 2. Cats bite rather painfully.
 3. Generators use a lot of oil when running on an angle.
 4. The generator always runs out of fuel in the middle of a QSO.

 LION CITY AWARD
 The Singapore Amateur Radio Transmitting Society offers the Lion City 
 Award to any radio amateur radio station outside CQ Zone 28 who submits an 
 application for FIVE confirmed contacts with 9V1's.  

 Application for the Award can be sent to the
 Awards Manager, 
 Singapore Amateur Radio Transmitting Society, 
 Robinson Road PO Box 2728, Singapore 904728.  

 Submissions for awards should include the list of different 9V1 stations
 contacted indicating the dates for QSO's, modes used and the signal 
 reports sent and received. 

 The list should be verified by an official of your Society or by two other
 Radio Amateurs. You need NOT send the 9V1 QSL cards received by you. 

 Please indicate clearly your name and callsign as you want them stated on
 the award.  Your address for return post and US$2 or five IRC's must be 
 included with your application. 

 For CQ zone 28 hams, the requirement is TEN confirmed 9V1 contacts.

 MEDIA WATCH and PR OPPORTUNITIES

 QNEWS MILESTONES THIS COUNCIL YEAR.

 Over 40,000 logged checkins on RF and Internet.
 In excess of 15,000 RF Audio callbacks logged.

 Brisbane 2 meter transmissions Sundays  attracted close on 2000,
 with 1500 callbacks each, Maryborough/Wide Bay region and Gold Coast,
 (who both now join our 1500 club) and 1000 from the Sunshine Coast.

 CB retransmissions in VK2 and VK4 attracted over 1500.

 In VK7 some 850, whilst in VK2 two of their callback operators passed on
 regular feedback, Summerland with close on 600 and 800 logged checkins
 from the Westlakes Amateur Radio Club.

 Australia but internationally, AND, besides being a wonderful hobby has
 some very worthwhile uses.

 Don VK6HK advised the VK6 Council recently that a small group of
 individuals were working on setting up an "Indian Ocean Trophy" to be
 awarded to the first stations completing a two way contact from
 Australia to the African continent via tropospheric propagation in the
 144-148 MHz band.

 ie. not involving satellite, repeater or EME modes.

 The trophy would be similar in principle to the "Brendan Trophy" offered
 by the Irish Amateur organisation for a contact across the Atlantic.

 A suitable body was sought to administer the award when rules and an
 actual trophy were settled. Council agreed in principle to the concept
 that the VK6 Division could provide such administration.

  David Cree, G3TBK, is returning to work in St Vincent and is active
  again as J88DR from now until the 10th of April. He is active on all
  bands from 3.5 to 28MHz, mostly CW. There may also be a possibility of
  some operation on 160 metres if he can find sufficient space for an
  antenna. He will be participating in the RSGB Commonwealth Contest this
  weekend, the 8th and 9th of March.
  All QSL's go to UK call, G3TBK, either via the bureau or direct.


  Les, 7Q7LA, is active from Malawi till middle of April.


  TILL APRIL 30
  8Q7VR is active from the Maldives from now until May this year.

  Mexiana Island will be on the air May 21st through the 25th.
  Five operators will activate Mexiana on 40 through 10 SSB only.

 Amateurs involved in the Texas search for debris from the shuttle Columbia
 used a 802.11b high-speed Internet link, using equipment provided by
 Michael Willett, KD5MFM.

 The link utilised a mix of directional antennas to provide a robust
 connection through the intense radio traffic in the area.

 2.4-GHz radio cards were set to produce 100 mW of power and utilise direct
 sequence spread spectrum encoding. A 24-inch parabolic dish was installed
 on one end of the link. On the other end, an 11-element shrouded Cushcraft
 antenna was mounted on a temporary mast. Net control utilised the link to
 look up call signs and for quick e-mail communication, weather-radar
 monitoring and weather tracking.

 ASTRONAUT FITS IN SAME-DAY CHATS WITH STUDENTS ON BOTH SIDES OF ATLANTIC
 It was an Amateur Radio two-for-one special March 7 when International
 Space Station Science Officer Don Pettit, KD5MDT, spoke with students at
 technology-oriented schools in Italy and in Texas.

 The contacts with NA1SS on board the ISS were arranged as part of the
 Amateur Radio on the International Space Station (ARISS) program.

 If VKer's would like to arrange chats between their School an NA1SS contact
 VK5ZAI the Australian Coordinator.

 Commemorative IOTA DXpedition
 A team of four VK3 radio amateurs will be active next month from
 Waldegrave Island East off South Australia's Eyre Peninsula to
 commemorate the historical naming of the island by explorer
 Mathew Flinders during his coastal exploration of 1802-1803.

 Listen for special event callsign Victor India 5 WCP -
 Waldegrave Conservation Park from the 17th to the 22nd of April,
 on all bands above 160, both phone and CW

 The team is Tom Marlowe VK3ZZ, Peter Forbes VK3QI and Jack Bramham VK3WWW
 who last year activated Lady Julia Percy Island VI3JPI which is written up
 in the March edition of Amateur Radio magazine, plus Keith Proctor VK3FT who
 was part of the 2001 expedition to Gabo Island in Bass Strait.

 The on-shore pilot for VI5WCP will be David McAulay VK3EW.

 A special bicentenary commemorative QSL card will be issued.

 Amateur Radio Newsline's Henry Feinberg, K2SSQ, is here with the latest on
 a project called seti@home

 After what adds up to more than a million years of computation by 
 well over 4 million computers networked worldwide, the SETI@home 
 screensaver that crunches data in search of intelligent signals from 
 space has produced a list of candidate radio sources that deserve a 
 second look. And in a few days the scientists behind the project 
 will use a giant radio telescope to take a second look based on this 
 data.

 SETI@home is a more than the usual screen saver. Its actually a very 
 high tech data processing program disguised as a screen saver. It 
 springs into action after a computer is idle for a given length of 
 time. Its purpose is to analyse radio telescope data downloaded to 
 the machine over the Internet, search for strong or unusual signals 
 from space and file a report back. 

 Now, three members of the SETI@home team will head to Puerto Rico to 
 use the giant radio telescope at Arecibo to revisit up to 150 places 
 in the cosmos. These places in space have been identified as the 
 source of possible signals from intelligent civilisations based on 
 data already processed. 

 SETI@home users could find out the results of the re-observations 
 within two to three months.
