 WILL HAM RADIO BE SHUT DOWN WITH WAR DECLARED?
 Some amateurs have been wondering if the FCC will shut down Amateur Radio
 due to events conected with Gulf War II in the Middle East.
 The short answer is "NO"...... in the USA.

 The ARRL letter says just prior to the Gulf War, '214.4(b)(4) of Title 47
 of the Code of Federal Regulations was deleted. This section had mandated
 the closing of all Amateur Radio stations except Radio Amateur Civil
 Emergency Service stations in the event that the president proclaimed a
 war or national emergency.

 The last time Amateur Radio was shut down was during World War II, although
 the FCC continued to give Amateur Radio examinations.


 When QNEWS asked the President of the WIAQ on Australia's stance, Ewan
 VK4ERM said " I have heard nothing on this front, Graham.  I expect nothing
 except perhaps some increased monitoring of our bands but we really fade
 into insignificance compared with the capacity and reliability of other
 domestic and international voice and data communications links.

 The rules of WWII cannot apply now.

 Finally, why stifle potential intelligence sources that in the recent past
 have proven so beneficial?"

 WIA President Ernest Hocking VK1LK told QNEWS " difficult to give an
 'official view' since this is down to the government and the ACA.
 However given the US situation and the fact that it is now greater than
 24 hours old I do not believe that at this point in time
 that is likely to happen.  In practice I suspect that the events in Iraq
 will be over before any practical measures could be taken."

 NOISE WORKS 1
 Internet data over power lines.

 The race to deliver high-speed internet access over powerlines is
 intensifying with an Israeli developer courting Australian power utilities
 for a local trial.

 Powerline communications is one of the latest "last-mile" solutions for
 delivering broadband into the home, reducing the expensive infrastructure
 and installation costs of cable and satellite networks.

 At least half-a-dozen Australian energy companies are running powerline
 communications trials, says telecommunications analyst Paul Budde, but it
 remains "a technology that is not yet proven".
 
 In September, the NSW Government issued an expression of interest for trials
 to deliver internet access using the Transgrid electricity network.
 Responses are still being considered.

 bad science created the broadcast industry, and explains interference to the
 great mass of folk who think that radio frequency interference is 'your'

                 Amateur radio and the challenge of change

 The debate in Australia about the need for a new Entry Level licence has
 now been expanded into a call for the review of the entire amateur
 licensing system.

 A research report entitled "Amateur radio and the challenge of change"
 has been co-authored by Jim Linton VK3PC and Roger Harrison VK2ZRH.
 They wrote a similar paper in 1985 that is still being referred to today
 and won the prestigious WIA Ron Higginbotham Award.

 Their latest paper will appear in the April editions of both the WIA's
 journal Amateur Radio and Radio and Communications. 

 Here is Jim Linton VK3PC giving a summary report of the Linton-Harrison
 Paper 2003.


 VK3PC:-

 Amateur radio is at the crossroads, it can continue straightahead down hill
 and virtually disappear, or set its own path by changing the amateur
 licensing system.

 The time to act is now. When the UK Foundation Licence was introduced at
 the beginning of last year, there was not instant support for Australia
 to take a similar approach.

 However, some 15 months later there is majority support for a new licence
 in Australia.

 What the Linton-Harrison Paper 2003 does is to refocus the debate on the
 entire licensing system in Australia, the types of licences, the syllabuses
 and examinations.

 We must not be tempted to simply copy the UK Foundation Licence.

 It does not meet Australian conditions and needs, and will not provide
 the necessary sustained growth for amateur radio here. 

 Australia's new Entry Level Licence should not be strictly an "operators'
 licence" - a simple permit to use a type-approved transceiver. 

 Entry Level Licensees should be able to enjoy the thrill and satisfaction
 of operating a radiocommunication system under as many circumstances and
 conditions and on a wide variety of bands across the RF spectrum as they
 wish to explore.

 This should be in keeping with long-standing amateur radio tradition and
 in line with the ITU definition, which says amateur radio exists for the
 purpose of self-training, intercommunication and technical investigations. 

 There will be changes to the licensing system as a direct result of the
 World Radiocommunications Conference in Geneva later this year where the
 mandatory Morse code testing requirement is to end.

 The amateur radio community and the Wireless Institute of Australia must
 be ready to take action to revitalise the amateur radio licensing system
 at the earliest opportunity.

 If the right action is not taken, the decline of amateur radio that the
 Linton-Harrison Paper identifies as being in now its 6th year, will lead
 to its ultimate demise.

 Again, sustainable growth is absolutely essential. It is important to
 encourage people into the hobby who retain their licence and their interest
 in amateur radio. A hobby that continues to interest, challenge or reward
 them.

 Linton-Harrison advocates a two licence system. 

 An Entry Level with a syllabus set at a basic standard, along the lines of
 the original intention of the Australian Novice licence.

 An Unrestricted Licence with a syllabus that is revised to comply with the
 ITU Recommendations for amateur licensing. 

 The Linton-Harrison Paper describes the current Novice and AOCP syllabuses
 as being "bloated" and beyond what is expected internationally.

 The WIA Federal Council agrees.

 The current Novice licence standard is recognised as being too high.
 It should not take 40 weeks study to get an amateur licence.
 The Novice licence is equivalent to the United States Technician Licence. 

 The current AOCP examination is also not relevant to the needs of today,
 and is at least two decades behind the times. 

 The Linton-Harrison Paper calls for the whole licensing structure, the
 examination system and syllabuses to undergo a fundamental rethink.
 In its 8-pages the Paper covers much more than I can in this audio report.

 It will appear in magazines, summaries in several club newsletters, and be
 available on the Internet.

 THE WAR ON TERROR:  THE FIRST RESPONDER
 Bruce Tennant, K6PZW, has told ARNewsLine about First Responder:

 One major problem on September 11th 2001 was communications between
 emergency crews.  Most could not talk to one another because they were all
 using different types of radios, in different services and on different
 frequencies.

 But that all could soon change thanks to a new mobile command centre
 built into a Sports UtilityVehicle and dubbed First Responder by its
 designer Raytheon.

 While the exact information on how it works has not been made public, First
 Responder is designed to allow emergency crews to communicate on the same
 radio channel anywhere, anytime - even if phone and power lines are down.



 HAMS HELP SAVE YOUNG BURN VICTIM IN HONDURAS
 Had it not been for quick action on the part of a group of US ham radio
 operators, an eight-year-old Honduran girl who was seriously burned late
 last month might not be alive today.

 Larry Strain, N7DF, credits radio operators and volunteers at the
 International Health Service clinic in a remote village in southeastern
 Honduras and stateside amateurs with making the dramatic rescue possible.

 NZART Annual Conference
 The NZART Conference 2003 will be held in Masterton at the
 Copthorne Hotel.

 The main program will follow the usual format, NZART AGM, and AGM's AREC,
 AMSAT, OTC, SPAM,WARO, together with forums for DX, IRLP, APRS, etc.

 The keynote speaker will be Dr. Warren Tucker, the Colonel Commandant of
 the Royal New Zealand Corps of Signals.

 Registration will commence on Friday 30th May at the Copthorne Hotel
 reception area between 3 and 9 p.m. Refreshment facilities will be
 available also to allow opportunity for informal gatherings and gossiping.
 The Conference will be opened at 9 a.m., by his worship the mayor of
 Masterton. The annual dinner and social will take place, again in the
 Copthorne at 7 p.m and includes live entertainment.

 Yes the land of the 'Silver Fern' has done it again, a TRUE conference
 open for TRUE Amateurs! Well Done.

 The SARL AGM will be held on Saturday 29 March 2003 at the Recreation Hall
 at the Air Force Base Bloemspuit just outside Bloemfontein.  Again like our
 KIWI mates the SARL AGM throws out the welcome mat to THEIR true Amateurs.

 Bloemfontein RAC have planned a flea market/boot sale with some
 interesting lectures as well.  Everybody is welcome to bring along items
 for the flea market.  Interest groups are welcome to contact the
 Bloemfontein RAC if they wish to arrange a meeting during the afternoon
 for instance the VHF/UHF Interest Group.

 The SARL Annual Dinner will also take place at this venue and the Officers
 Mess of the AFB Bloemspruit is doing the catering.

 Missionary killed in Philippines blast was a ham:
 A Southern Baptist missionary who was among 21 people killed as a result
 of a terrorist bomb blast in the Philippines was an avid Amateur Radio
 operator. Bill Hyde, KB0KUB, died in Davao City, the second largest city
 in the Philippines.

 Larry Greene, N7LG, said Hyde maintained a ham station at the couple's
 remote outpost because it was their only reliable means of contact with
 the rest of the world.

 KU0KUB, a Vietnam veteran and a former music teacher, had served as a
 missionary since 1978.

 Scott Thile, K4SET reporing on the USA's ARNewsline says many missionary
 and relief groups are working in areas without access to land based phones,
 cell phones, or the Internet many must rely on alternate channels including
 ham radio. 

 K4SET hopes his new website will be of assistance to those in the 
 missionary field.

 WEIRD AND WONDERFUL
 Clive Sait VK4ACC has told QNEWS that fashion designers from New York to
 Milan have filled the runways in recent weeks with all the latest looks.
 Hemlines are up, heel heights are down and pink is all the rage.

 But regardless of what you think of this season's range you should be made
 aware of a trend that's catching on... it could make you think twice before
 buying new clothes.

 Tiny specks capable of tracking virtually every single item are now being
 imbedded by manufacturers. Called RFID (radio frequency ID) and in the form
 of trackable chips woven into it's apparel. The chips, which function as
 radio transmitters will remain intact throughout the life of the garment.

 According to chip manufacturer Philips Electronics, the devices will be
 "imperceptible" to the wearer.

 So...  when the chips are down....  hang your clothes back up!
