 FEDERAL WIA CONVENTION
 APPOINTMENT TO FEDERAL POSITIONS
 The WIA Federal Convention and Annual General Meeting of the WIA will be
 held in Adelaide on 4th, 5th and 6th April 2003.


 Ernie Hocking and Gilbert Hughes attended an ACA chaired meeting in Canberra 
 this week with the Department of Defence and Victoria Government
 representative to be briefed on the proposal for a Victoria wide
 voice and data emergency services network in a significant portion of the
 420 - 430 MHz band.

 Due to this being the very early stages of the project, many of the details
 are presently undefined and subject to negotiation at this time.

 The system needs to be operational by the first quarter of 2005,
 in time for the 2006 Commonwealth Games.

 Further information on developments will be provided on the WIA web site,
 AR and Divisional broadcasts.

 NOV 2001 in Foundation Licence News our WIA PRESIDENT announced that
 the WIA had a policy to investigate the issues surrounding the adoption
 of a foundation licence scheme.

 The submission made to the Productivity Commission some 18 months ago
 reiterated that position.

 The submission and the statements made at the public hearing were aimed at
 making Government aware of these issues. No one at that time had a
 clear view on the format of any future foundation licence, let alone the
 impact that the Productivity Commission report would have on the
 Amateur Radio Service as a whole.

 However it was realised by President Ernie that if we did not make it clear
 that we wished to investigate the possibility of such an entry level
 licence scheme then we could be certain that the Government would not do so
 on its own.

 No doubt again at this years WIA AGM the matter will be discussed, infact
 In order to achieve that, a motion that supports the introduction of a
 Foundation Licence in Australia will be debated in Adelaide.

 WIA Victorian President Jim Linton has said "The amateur fraternity had
 been discussing the issue for a year, and a further delay on the WIA
 reaching a policy decision was unnecessary".

 Much as has been reported on previously, sourced to WIAQ Federal Councillor
 David Jones has been re-iterated by both the VK2 and VK3 Presidents,
 that being that "with the expected end to mandatory code tests for
 Amateur licences at the World Radiocommunications Conference this year,
 Australia's current five licences would be reduced to just two".

 VISIT OF THE PRESIDENT OF THE RADIO SOCIETY OF GREAT BRITAIN
 Bob Whelan the President of the RSGB is operating in the BERU contest
 from the QTH of Tex VK1TX.

 Earlier this week he was a guest of QNEWS and visited the Brisbane studios
 with a fine group of Amateurs including past WIA Director and world wide
 contester John Loftus VK4EMM

 Highlights of the 15-minute interview by VK4BB with G3PJT RSGB President.

 Bob Whelan President of the Radio Society of Great Britain, speaking with
 QNEWS Australia's Graham Kemp VK4BB says over the last 5 years Ham Radio
 has had to change.
 Although we must never lose sight of our traditions, we have and must
 continue to move forward. 
 Technically the biggest positives in ham radio these past 5 years have been
 the growth of digital modes and our use of the microwave segments of our
 allocated bands.

 Looking ahead to the next 5 years Amateur Radio must focus on 2 key areas.
 Education and Community service. 

 Concentrating on the successful UK Foundation Licence President Whelan
 revealed almost a quarter of the successful applicants were aged under 21.
 The motivation for these youngsters, a question still being researched but
 it included training for possible future careers and just plain
 "rag chewing".

 Bob also said that there should be no fear of this foundation licence
 "belittling" our current standards, there is an in-built mentoring process.

 The one pitfall awaiting any VK implementation of such an entry level is
 that it does need then entire Amateur Fraternity in Australia to get
 behind the project, without that we may tend to polarise
 (even further?...Ed) our 15000 licensees.

 And speaking of Licensees, there is a huge difference in Licensees to
 Active Amateurs.
 Bobs final words on QNEWS was almost a plea...  a call for All Amateurs, 
 EVERYWHERE, to get on the air and become Active again.

 2003 Callbook CD's
 There have been a number of complaints regarding the arrival of the 2003
 Callbook and CD in customers' mail boxes. The Technical Bookshop would
 like to advise that anyone in receipt of damaged Callbook CD-ROMs should
 notify the VK2 Divisional Office.
 A replacement CD will be arranged to be sent at no cost to the customer.
 (Obviously only if you purchased it through our VK2 bookshop).

 Other complaints involved some just getting a blank or "white" page.

 Well this seems to point to the user having a "stripped down" copy of
 NetScape 4 point something or other, maybe with the SUN-JAVA applets not
 enabled.

 Changing to IE or Netscape 7.01 your problems are over!

 WIA ACA LIAISON OFFICERS are VK1GH, VK1ZKM, VK2BPN, and VK4DU 

 New regulations setting limits for human exposure to electromagnetic 
 radiation (EMR) have been introduced by the Australian Communications 
 Authority (ACA). 

 The regulations, which came into effect on 1 March 2003, cover all mobile
 transmitters such as remote controlled toys, walkie-talkies and hand held 
 two-way radios as well as radiocommunications installations, such as 
 broadcast towers and amateur radio stations.

 The new EMR arrangements represent one of the most comprehensive
 EMR regulatory regimes in the world.

 The ACA will be conducting random audits to ensure licensees and 
 suppliers are complying with the new regulations.

 WICEN
 Well you heard them speak to QNEWS, you saw the web pictures, now,
 according to a note from VK3PC you'll be able to read of their
 exploits in detail in this CURRENT months AR Magazine.

 Yes we are talking about the Bushfires and the radio amateurs in action
 not only from VK3 but also from 1 and 2 as well.

 And Jim says the Victoria Police, Department of Sustainability and
 Environment, and the Australian Red Cross, have been quick to publicly
 recognise the contributions made by radio amateurs during the
 fire emergency.



 VK1 BLACK MOUNTAIN REPEATER
 A station operating as an LIPD (Low Interference Potential Device) is
 being blamed for Canberra's  70cm repeater having its finals transistors
 being replaced.

 The repeater was being keyed up in excess of its duty cycle, causing the
 final transistors to fail.

 To avoid this happening in the future a decision has been made to change
 its frequency.

 Local Government trying to restrict small amateur radio masts  

 The Banyule City Council in Melbourne's northeast is taking a WIA Victoria
 member to the Victorian Administrative and Appeals Tribunal (VCAT) seeking
 an enforcement order again him. 

 The council is asserting that the 8-metre tall radio mast in suburban
 Bundoora is a Telecommunications Facility, and that it needs a
 planning permit.

 In Victoria amateur radio masts up to 14-metres in height do not need a
 planning permit, until it is in an environmentally sensitively land zoning.

 WIA Victoria has made a strong written submission to the council to try and
 convince it that it is mistaken in believing it is a Telecommunications
 Facility.
 But the council's planning staff are still moving ahead to seek a VCAT
 ruling. A council spokesman has described it as a test case. 

 In the USA a piece of AR legislation has been introduced in the New York
 Legislature.  If approved it would prevent passage of any zoning ordinance
 that would prohibit or -- effectively prohibit -- the construction of an
 antenna support structure by a federally licensed Amateur Radio operator.

 But there's more.  The ARRL Letter says that it would also
 prohibit municipalities from passing laws or ordinances to restrict antenna
 support structure height to less than 95 feet above ground level or
 restrict the number of antenna support structures.
