 VK4KG Keith SK
 Keith George Avery VK4KG went silent key during week ending
 February 28th, apparently from a heart attack.

 Keith saw active service with the RAAF during World War Two
 advancing to the post of Squadron Leader, Leading Technical Specialist.

 Keith retired from the service in 1976 to fulfil his dreams of
 building an ocean cruising ferro-cement yacht and home brew and 
 participate in Amateur Radio.

 Keith was a long time member of theTARCinc and is remembered fondly
 by many of the clubs longer serving members. He will be sorely missed.

 Keith was laid to rest at Morleys Lakes Chapel on Tuesday 4th
 March at 4pm. The service was attended by immediate family,
 neighbours and members of theTARCinc.
 Keith is survived by daughters Kerry and Karen plus a number of
 grand and great grandchildren.

 VK4AIT Ernie SK
 We have learnt of the passing of Mackay amateur radio operator
 Ernie Zahmel VK4AIT a little while back.
 Ernie was a White Stick Operator and was very active until
 bad health forced him into a nursing home.

 It is also my sad duty to advise of even ANOTHER  SILENT KEY,
 At 09:30 AM Tuesday 4th March Arthur "Stephen" Bullock VK4USB
 passed away peacefully in the Greenslopes Memorial Hospital.

 For sometime now Steve has been battling the big " C  ", Steve is
 survived by his wife Giovanna, 2 Sons, Allan and Andrew VK4BAB
 and Daughter Karen

 A memorial service will be held at the MT GRAVATT Crematorium Chapel,
 Mains Rd, McGregor. QLD, at 10:00am Monday 10 March, 2003.
 A Committal Ceremony will be held shortly afterwards
 All Amateurs and friends are welcome to attend the service.

 VK4 COUNCIL
 The arrangements for the WIAQ AGM are now being finalised.
 The meeting will be held on the 22nd of March. 
 Bayside Radio Club 'MINE HOST'.

 The Bayside area being near the Gateway Motorway is easily accessible from
 North, South and West of Brisbane so we are anticipating a good rollup.

 Redland's Sporting Club, Anson Rd, Wellington Point has been booked for
 the AGM on 22 March. Buffet lunch available for about $12.

 It is proposed to start the meeting at 10 am, and complete business in
 time to go to lunch.


 Motion on Notice for the VK4 AGM:
 That, noting the interpretation placed by some members of the federal 
 council on the laws regarding attendance at the Federal Conventions by 
 persons other than official councillors, alternate councillors and official 
 observers, and if such debate has not been overtaken by intervening events, 
 the VK4 division gives notice that at the 2004 Federal Convention, it will 
 move a motion designed to allow and encourage individual amateurs who are 
 members of a division of the Institute to attend the Convention in a 
 strictly passive role, such role precluding participation in any of the 
 debates, but allowing access to the official parties at authorised breaks 
 (such as meal breaks).

 WOW! just see the TRUE Amateurs of our world lining up to have morning
 tea! Hi Hi...

 Roll on the day when we behave more like the SARL / NZART where the
 Convention / AGM of our Society is an open book, a gathering of the Clan.

 VK4TS particularly on 20 meters, get as much info as possible because
 YOUR VK4TS is a PIRATE!
 
 Gordon, the real Gordon lives in Maryborough, infact is a lifemember of the
 Maryborough Amateur Radio Club.

 A note to QNEWS this week from Rusty at the Bundaberg AR Club.
 Says he's very pleased with WICEN up there, working in very well with
 SES and have own Comms room at SES HQ with HF, VHF and UHF gear.

 Twelve Bundaberg WICEN members including three new members have just
 completed an intensive training course held over three Saturday afternoons
 at S.E.S. Headquarters.
 Members were welcomed at the first session by S.E.S Local Controller,
 Bev Thompson who explained the role of Bundaberg WICEN as the lead agency
 to provide emergency radio communications to support the Welfare function
 of the Bundaberg and District Local Counter Disaster Organisation,
 which includes the City and six coastal Welfare Centres

 Course subjects covered included:- 
 1-- A concept of the Welfare Sub-plan. 
 2-- Tasks Roles and Responsibilities of the various Agencies 
 3-- Standard Operating Procedures to enable the tasks Roles and
     Responsibilities to be carried out.
 4-- The Phases or Stages in the development of a disaster situation.
     eg Alert, Standby, Activation, Stand-down and Debrief.
 5-- Message Handling and Circuit Discipline.
6-- Message Writing, using standard WICEN forms, Stirpes, Message Logs etc
     together with correct Voice Procedure.
 7-- A visit to the Emergency Operations Centre, Bundaberg Civic Centre
     where permanent HF-VHF and UHF antennae are in place.
 8   A visit to the local Emergency Welfare Centre, The Christian Christian
     Heritage Centre, a new concrete slab constructed building that could
     accommodate some hundreds of evacuated persons.
     A highlight of this visit was the churches offer to provide and
     install VHF and UHF antennae terminated in an area set aside for
     WICEN and other agencies


 The last afternoon was involved with an exercise consisting of radio comms.
 between three stations -SES HQ,  The Emergency Operations Centre and the
 Emergency Welfare Centre.
 Over 60 messages were passed and logged with the exercise concluding
 with a debrief session.



 VK4EHT Councillor Bruce Jones Reports:-
 Good morning listeners,

 One of the ongoing concerns of WIAQ council is that of membership.
 The concern is not just for council but for all members and
 amateurs generally. The WIA Qld Div currently has 583 members.
 This is about one quarter of amateur licences held in the state.

 One possible agenda item for the coming AGM is that of recruitment.

 It would be great if someone could come to the meeting with a plan
 for recruiting new members.

 What would such a plan cost?
 What resources are available to put it into action?
 What would the expected results be?
 Would the existing members support or take ownership of the plan?

 If someone asked you why they should join the WIAQ, what would
 your answer be?

 At a very basic level you could say:
 "Well it would make it cheaper for me if you were also a member!"

 Thinking caps on then!

 Gold Coast Amateur Radio Society members hold a vast amount of
 knowledge and expertise contained in their collective heads.

 Now they are sharing that knowledge in a formal setting.

 The first of these knowledge-sharing sessions, held on 1st March was
 well-attended and was judged most successful.  The subject was Operating
 Procedure and Protocol and took the form of an informal question and
 answer session. The remainder of the subjects will be covered through
 the year on Saturday afternoons at 1.00pm at the Clubhouse, 85 Harper
 Street Nerang.

 All Club members are invited to attend and next session will be on
 Morse Code, on the 15th March.

 monthly meeting FIRST Friday night of each month.

 NOW... HOW'S THIS FOR A GOOD IDEA...   
 Bye and large... the elected Officers of most Radio Clubs are required to
 hold regular Management Meetings... which... lets face it...  often tend
 to be mundane affairs... dealing as they do... with lots of paperwork
 and routine bits and pieces... but... if you would like to make your
 Club's Management Meeting more enjoyable... why not do...
 what the Queensland Digital Group did last Saturday afternoon!
            
 By prior arrangement... the Group's Committee Members held a combined
 Meeting and Working Bee... at VK4ZWJ's QTH! After enjoying Bill's
 hospitality... and dealing with the Business in hand... the
 QDG's Committee Members helped Bill to take down and re-locate...
 an existing antenna... and then they assisted him... with the erection
 of a second vertical antenna and the re-routing of coax lines.
 It would have been a big job for Bill on his own... but with all that
 man-power on hand... it was just a piece of cake... and probably the most
 satisfying Committee Meeting they've had in a long time...
 and guess what?... it's not a hard act to follow!

 While we're talking about good Meetings... the QDG has also organised a
 special night for it's AGM... which will be held on Friday 21st March...
 at the Wavell Heights State School... in Minore Street, Chermside...
 at 7.30 pm.

 Essentially... the evening will be given over to a Technical Night...
 with lots of "hands-on" demonstrations presented by a very competent
 Amateur... so make a note of the date... March 21st...
 it's going to be a very interesting and memorable evening...
 and a special invitation is extended to all their friends!

 What's even more enjoyable... you won't be pressured into anything...
 as all the existing Committee Members are available for re-election!
