 Neighbours find ABC has turned the radio up too far
 
 Residents living near the ABC's main radio transmitter site at Liverpool
 in Western Sydney have complained repeatedly of interference, amid concerns
 that planners have overlooked the impact of electromagnetic radiation on
 the area.

 Residents in a new housing estate at Prestons, which is across the road
 from the transmitting site, have had the signal from the ABC radio
 station 2BL/2RN interrupting phone calls, throwing lines across
 television screens and turning electronic equipment on and off without
 warning.  "I had one of those touch lamps. It used to go off and one by
 itself. I got rid of it." said one resident.


 The Herald reported last week that the five AM radio transmitters at
 Homebush Bay will have to be moved because Planning NSW has given
 approval for a multistorey building 200 metres away.

 Scientists are divided about the long-term health risks of exposure to
 non-ionising electromagnetic radiation.

 No one is yet living at Homebush Bay, and the issue is who will pay the
 cost of moving the transmitters.

 But at Liverpool, people have been living for more than a year in
 two-storey houses within 350 metres of the ABC tower. The ABC site has
 two high power MF transmitters, each operating at 50 kilowatts - ten
 times the power of the AM stations at Homebush.

 The ABC site has been at Liverpool for 67 years.

 In the USA hundreds have jobs working under the KTNQ/KXTA (AM) radio towers,
 but few have a clue as to the purpose of the towers.  Bob Gonsetts CGC
 says some think the towers are used for cell phones others speculate
 they are leftovers from some Cold War missile-defence program.

 Here we don't seem to have the Aussie problem of RFI. Chicken wire
 that helps form the walls, ceiling and floors is the reason for that.
 The flimsy poultry-pen fencing shields humans from the radio stations'
 combined 100,000 watts of radiated power.

 UNITED STATES - W - FCC PROPOSES FINE FOR HAM.
 The FCC has proposed fining a Nebraska Technician-class Amateur Radio
 operator, $12,000 for alleged wilful and repeated interference,
 broadcasting of music and failing to identify with his call sign.

 UNITED KINGDOM - G - CCTV MAN
 The Radiocommunications Agency reports that a man has pleaded
 guilty to selling CCTV transmitters that were operating illegally on an
 amateur band. When pleading 'guilty' 3 three similar offences were
 taken into consideration.
 He was given a 60-hour community service order, ordered to pay costs
 and had seized equipment ordered forfeit.
 The prosecution by the Radiocommunications Agency followed a
 complaint about interference from a licensed radio amateur in May 2002.

 SOUTH AFRICA - ZS - SATELLITES OFFER SOLUTIONS FOR AFRICA
 Telkom demonstrated state-of-the-art satellite technology at SATCOM 2003,.

 The conference brought together speakers and users of satellite technology
 from as far as the United States, the UK and Nigeria to explore new
 developments and opportunities in this exciting sector.

 Many companies showed their new developments.  World Space, a radio by
 Satellite Company showed new developments in receiver technology with a
 small outboard model for personal computers.  It comes with a small planar
 antenna and only requires an MP3 player, which today comes standard with
 most Microsoft packages.  The Iridium satellite company demonstrated it
 new satellite phone, which is much smaller than previous versions and
 comes complete with a car and hands free kit.  You can now talk from
 anywhere to anywhere even sailing on the oceans, well at a cost $1,50 a
 minute.

 In a related development SA AMSAT is working on presenting an amateur
 satellite conference in the April time frame.  SATCOM offered the
 organisers opportunities to look for sponsors to help finance the one-day
 event.

 GERMANY 5 MHz
 A new on-air source of propagation data is now testing on 5195 kHz and
 being received with good signals across most of Europe.

 The callsign, DRA5, is a German commercial callsign because the station
 is operating outside the normal amateur bands. However, it is run by a
 team from DARC, the German national amateur radio society, and is
 co-located with the 10MHz beacon, DK0WCY.

 Like DK0WCY it transmits the latest solar data, refreshed every three hours,
 but with the addition of RTTY, bpsk31and qpsk31. Power is 30 watts to a
 dipole favouring the UK.

 UNITED KINGDOM - CALLSIGNS
 Following a letter by Paul Thompson, GM6MEN, published in the January
 RadCom, and a series of letters opposing his ideas published in the
 March issue, a campaign for the 'Reform of Amateur Prefixes' has been
 started in the UK.

 Its aim is to persuade the 'powers that be' and UK amateurs themselves
 that the present UK callsign system is confusing, and that it
 is time it was replaced with a more logical system. Anyone who is
 interested in reading the reform proposals in full should send an e-mail

 UNITED STATES - W - SPECTRUM PROTECTION ACT
 The Amateur Radio Spectrum Protection Act has again been introduced in the
 US House of Representatives. The measure is an ARRL legislative
 initiative.

 This latest version of the bill, HR 713, went into the legislative hopper
 February 12 and has been referred to the House Committee on Energy and
 Commerce.

 When last introduced in 2001, the measure was known as HR 817.

 HR 713 is aimed at ensuring the availability of spectrum to Amateur Radio
 operators. It would protect existing Amateur Radio spectrum against
 relocations to or sharing with other services unless the FCC provides
 "equivalent replacement spectrum" elsewhere.
