 ONE NATION - ONE WIA - ONE HELLUVA GOOD MOVE!

 WIA board welcomes ACA review results.

 WIA National President Michael Owen VK3KI, Vice President Ernie Hocking
 VK1LK, Director Glenn Dunstan VK4DU and ACA Liaison committee member
 Gilbert Hughes VK1GH met with ACA staff on Friday, May 28 to brief the
 ACA on the new National WIA and to discuss the outcomes of the 
 ACA's review of amateur service regulation.

 QNEWS has been advised the majority of "changes" will be implemented
 with the introduction of the required  change to the Amateur Licensing
 Conditions Determination (LCD) - proposed to be completed by
 end March 2005. 

 President Owen has welcomed the outcome of the review.  "The ACA have
 clearly conducted a detailed investigation of the options available, and
 we welcome their findings" he said.  "I am particularly pleased that the
 proposed interference policy has not been implemented".  

 "There are a number of exciting developments in the ACA proposal,
 particularly in relation to the new Foundation License and the
 relaxation of the former prescriptive requirements for connection of
 amateur systems to the internet".

 "The WIA-ACA liaison committee is studying the ACA document closely,
 particularly in relation to the band access privileges proposed for the
 various license grades". Michael said.
 
 The WIA has put together a skilled and experienced team to analyse the
 ACA paper.  The current WIA-ACA liaison committee has been joined by
 Owen Duffy VK1OD and Ron Bertrand VK2DQ.  Owen and Ron were two of the
 authors of the well regarded CQVK submission to the ACA review.
 
 The WIA will be conducting further dialog with members and the ACA over
 the next few weeks.

 Shortly we are going to be joined by one of those team members, Owen Duffy.


 The first board meeting of the National WIA was held Saturday 29th
 in Sydney, long involved but enthusiastic with tasks being allocated
 to individual and group board members.

 What effect will the adoption of the National Constitution have on
 Divisional assets?

 Phil Corby VK7 Federal Councillor and State President assures us
 that adoption of the National Constitution does not affect in any way
 Divisional assets.

 Transfer or otherwise of assets will be fully dealt with in the
 transition agreement between Divisions and the National WIA,
 and you will be asked to confirm this agreement when it is
 finalised by way of resolution at a Special General meeting of the Division.

 The nature of Divisional Rules prevent disposition of assets except to a
 body having a similar status with rules preventing distribution of assets
 or payment of any profit by  way of dividend to members.
                             
 At the resumed AGM the Federal Council in adopting the new Constitution
 appointed seven directors to serve the WIA through its transition period.

 Those chosen have talents and experience that are needed to guide the WIA
 for the next two years. These are:

 Ernie Hocking VK1LK, vice President,
 Glenn Dunstan VK4DU
 Trevor Quick  VK5ATQ
 Ewan Mcleod   VK4ERM
 Ted Thrift    VK2ARA, and

 Ernest Hocking VK1LK
 Licensed since 1981 when he held the callsign G4LKV.
 Ernie has been a member of the VK1 division committee shortly after arriving
 in Australia in 1997.  Ernie became the WIA Federal president in 2000.
 Ernie's amateur radio interests are in the areas of homebrew, QRP and CW.
 Ernie spent his early career in the British Army working in a number of
 roles including Royal Signals.
 Since 1990 Ernie has worked in the IT industry where he specialises in IT
 security and IT management .  Ernie currently works as a consultant on a 
 range of assignments for a local Canberra company known as "Think Plan 
 Perform":


 Michael Owen VK3KI
 Has been licensed for over 40 years, has been a member of the VK3 Division
 Council, and its Federal Councillor.  He became a member of the Federal
 Executive, and was Federal President at the time the federal body was
 incorporated, having been largely responsible for writing the constitution.
 He has been a WIA delegate to a number of Region 3 Conferences, and was a
 Director of Region 3 for many years.
 He was IARU Vice President for 10 years until 1999.  He was the Chairman
 of the IARU committee responsible for formulating the global policy in
 respect of Article 25, the international regulations governing the
 amateur services.  He represented the IARU at the Special Committee on
 Regulatory /Procedural Matters, Geneva, July 2 to 12, 2002 and was a
 member of the IARU WRC 2003 observer team, responsible for coordinating
 Article 25 matters.
 By profession he is a lawyer, until 1997 a partner in Corrs Chambers
 Westgarth, was resident partner in London for 6 years from 1988, and more
 recently has been General Counsel for Quiksilver.

 ACA review - outcome highlights
 The Australian Communications Authority, in concluding its inquiry into
 Amateur Service regulation, has decided to introduce a new entry level
 licence giving access to the 3.5, 7, 21 and 28 MHz bands, plus 2m and 70cm,
 with a 10-watt transmitter power limit be it voice or morse.

 The only restriction is to "voice modes" or "morse code". There seems no
 restriction as to modulation method except that it comply with an 8 kHz 
 bandwidth below 28 MHz.
 
 Licence syllabuses are to be overhauled to provide greater emphasis on
 interference resolution, electromagnetic radiation (EMR) exposure
 requirements and RF safety.

 In the future all new radio amateurs in Australia will be required to
 undergo a practical assessment in addition to a written examination or
 continuous assessment by a credited institution.

 The new Foundation licence will require the passing of an examination with
 emphasis on the safe operation of amateur radio equipment, and a practical
 element involving the operation of transmitters and receivers. 
 There will be no age limit nor tenure limit for this licence. It requires
 the use of commercially made transmitting equipment.  

 The ACA has decided on a three-tier licence restructure - Foundation (new
 entry level), Standard (Novice-Limited and Novice) and Advanced.(Limited,
 Intermediate and Unrestricted). None of these licences will require the
 passing of tests in Morse code telegraphy. 

 Good news for those who qualify for the Standard licence. When it is
 introduced they will gain access to the 20m, 6m and microwave bands in
 addition to their current Novice and Novice-limited privileges. A 100W PEP
 limit will apply. 

 The Advance licensees will gain access to 2-letter suffix callsigns if
 available.  

 On the controversial issue of the proposed "no interference" policy for
 amateur stations, our greatest "win" is the  removal of the 'no interference'
 proposal which had been initially proposed by the ACA who now have
 decided to strengthen the existing  interference management arrangements. 
 It proposes that the responsibilities of those affected by interference and
 the ACA's method of dealing with interference be published as an Advisory
 Guideline under the Radiocommunications Act.  
 Although they now are NOT placing the onus on the amateur re interference
 issues  note  that the devil will be in the detail of the method of
 implementing the decisions.

 The ACA will leave current callsign arrangements, to enable ready
 recognition of licence type and geographic location. It will introduce
 four-letter callsign suffixes in 2005. Some rearrangement of callsign blocks
 will be required when the new licensing options are introduced.

 In early 2005 overseas radio amateurs visiting Australia who hold a licence
 recognised by the European Conference of Postal and Telecommunications
 Administrations (CEPT) are expected to be able to operate in Australia
 without the need to take out a temporary VK licence.

 Speaking of overseas operators, the ZL's are said to be awaiting THEIR
 ministries announcement, reportedly due in hours and rumoured to also
 be leaving their call signage alone, as ACA have done with ours, and
 empowing their limited licencees with General class privleges.

 The paper is deserving of your considered reading and digestion; a quick
 skim through is insufficient.  Annex A to the document summarises the
 key changes.  While individually we may question the wisdom of some of
 the decisions made by the ACA, some will no doubt be angry, we should
 bear in mind the wide consultation undertaken by the ACA in the process.

 Perhaps our greatest challenge will be in the area of education and
 enthusing Foundation and Standard licence holders to upgrade where band
 access incentives appear to have been removed.

 The removal of restrictions on amateur stations connecting to the telecoms
 network will be welcome by those using IRLP and Echolink and who want to
 pursue future communications technologies as they evolve. 
 
 As the proposed ACA changes require amendments to legislative
 instruments an implementation date is not known although early 2005 has
 been mooted.

 QNEWS does offer this "word of advice", DON'T rely on any web material
 to be up to date OTHER than when you visit the official www.aca.gov.au
 site. Through the week several other releases pertaining to the review
 have been posted, in this edition we believe we've found them all! hihi.

 But again, go to the ACA site always, then bookmark it for future
 easier reference.

 Now as promised, we are joined by Owen Duffy of the CQ-VK Group.

 "Thanks Graham.
 The CQVK project was initiated in May last year to stimulate wider
 discussion and debate of the issues related to licence reform.
 The  CQVK project included conduct of two online surveys to gather
 The opinions of radio amateurs and others on reform issues,
 publication of reports on those surveys, development of an alternative
 entry level licence proposal (The Discovery Licence) and development
 of a 112 page submission to the ACA in response to their discussion
 paper.

 As you know, the ACA has released their report entitled "Outcomes of
 the Review of Amateur Service Regulation". The report contains the
 ACA's intended changes to the Amateur service following stakeholder
 response to the recent discussion paper entitled "A Review of Amateur
 Service Regulation." 
 The ACA conducted a substantial public consultation process and are to
 be applauded for their resourcing of such a large consultation, and
 the open way in which they conducted themselves.

 The ACA has handed down its finding in what appears to be final form,
 regrettably without offering opportunity for comment.


 I believe that the package is generally good for us.
 The key changes are: 

 removal of the Morse qualification requirements for all grades of
 amateur radio licence;

 introduction of a new entry level licence (the Foundation Licence)
 along the lines of the UK Foundation Licence, although it will be
 adapted to suit Australian preferences;

 a three tier structure: Advanced, Standard, and Foundation;

 translation of Unrestricted, Limited and Intermediate licences to
 Advanced;

 translation of Novice and Novice Limited licences to Standard;

 a privileges package for the Standard Licence that is much greater
 than enjoyed by Novice Licences today;

 A generous privileges package for the Foundation Licence that allows
 voice or Morse code at low power (10W PEP) using only unmodified
 commercial transmitting equipment on all of 80m, 40m, 15m, 10m, 2m, and
 most of 70cm.

 Australian participation in CEPT Recommendation T/R 61-01 (reciprocal
 licensing) is in progress.

 The status-quo is essentially preserved in respect of: 

 higher operating power;

 interference and interference management built on current
 arrangements;

 Apparatus Licensing as the vehicle for licensing Australian
 amateur stations (though stations licensed under CEPT Recommendation
 T/R 61-01 would be class licensed);

 state significance of callsigns remains.

 Nevertheless we hold some concerns, the most significant of which is
 the disproportionately small increase in privileges moving from middle
 to higher level compared to the qualification requirement.

 Additionally, there will be issues that arise as the policy is translated
 to the definitive Licence Conditions Determination.

 The WIA board has invited Ron Bertrand and myself to assist them in
 developing a WIA response to the ACA's policy announcement.
 We have agreed and are both pleased to assist.

 For myself, it is with cautious optimism that I have joined the
 restructured "national" WIA. I think that the restructure, which
 allows direct membership of the peak body by individuals, overcomes
 one of the most significant impediments to quality representation that
 existed and enables the WIA to be more democratic and consultative.
 This restructure is an enabler, and just as it is important for the
 new board and other officials to deliver on transparent democratic
 consultation and representation, the organisation needs the membership
 body - your membership and support are vital.

 It is with the hope that the "national" WIA will be effective that I
 suggest you may not hear too much more from CQVK.

 QLD Software Supports US Coast Guard's Deepwater Program
 Mincom Ellipse Software, developed in Queensland, is one of the key
 systems   that has been selected for the Integrated Deepwater Systems
 program, a sweeping multi-year, multi-billion dollar U.S. Coast Guard
 program to boost the United States' ability to detect and combat maritime
 threats to its national security.

 Mincom Ellipse was chosen as the core logistics software for maintaining
 new  vessels and aircraft to be constructed for the U.S. Coast Guard
 under the Deepwater program. 

 Mincom Ellipse is now operational at several U.S. Coast Guard sites
 and aboard  the first asset of the Deepwater program, the USCGC Matagorda,
 a newly converted 37-metre "Island Class" patrol boat.

 The Deepwater program involves the replacement and modernization of the
 U.S. Coast Guard's aging force of cutters and aircraft and their supporting
 command-and-control and logistics systems. It is the largest and most
 comprehensive re-capitalization effort in the U.S. Coast Guard's history
 dating back more than 200 years.

 July is the Wilderness Rescue Navigation Shield, to be
 conducted at an undisclosed location over the weekend of 3rd-4th July.

 At least twelve operators are required, so please indicate your interest to
 Malcolm Alexander VK2YVA.  As before, the location will be revealed on a
 "need to know" basis, as the competitors themselves do not find out until
 just beforehand.  What we can say, however, is that it is a good three-hour
 drive from Sydney, and that you will need to be self-sufficient (including
 water) for the entire weekend, for all four seasons in one day.


 It is intended to hold the State AGM in August, and there will be further
 news in later Qcasts; however, this would be a good time to think about
 running for a position on State Committee.  Reckon you can do the job better
 than they can?  Think you can introduce some much-needed new blood?  Well,
 why not do it?  What's more, you'll be guaranteed to be paid twice as much
 as the incumbents!

 RESCUE RADIO INTERNATIONAL
 Dozens of tornadoes and severe storms hammered the northern Plains 
 and Midwest of the USA and as phone lines went out and cellular 
 systems got overloaded it was ham radio that was again called on to 
 provide storm spotting and other communications.

 Amateur Radio Newsline's Don Wilbanks, AE5DW, told us more than a
 dozen tornadoes swept across southern Nebraska the weekend of May 22nd.

 According to news reports the tornadoes were part of three days of
 severe weather that knocked out telephone service and power to
 hundreds of thousands of people from Nebraska to Michigan to West Virginia. 

 Hardest hit was Hallam, Nebraska. EVERY building in Hallam was damaged
 and all normal communications was cut off.  This prompted the activation
 of local A-R-E-S units under the leadership of Section Emergency 
 Coordinator Reynolds Davis, K-Zero-G-N-D.

 The South Coast Amateur Radio Club in VK5 hold regular "Shack Visits".
 Stef Daniels, VK5HSX, Secretary of the Club says - as part
 of the SCARC events they have had quite a few members nominating
 their shacks for monthly visits on a Wednesday night throughout the
 the year. This is for members to see other shacks and to get ideas
 and promote their operating domains and perhaps "brag" a tad.

 for Amateur Radio, Email over (APRS) the Automatic Position Reporting System.
 John's system allows you to send an internet Email to anyone on the Net
 from any APRS station, base or mobile, using the standard APRS Software
 meassage facility found in applications like UIview. All the details about

 Me B R Herholdt of Durbanville.  Me passed the class A examination
 at the age of 9 years!!

 SILENT KEY
 Dr.Shrikant Jichkar, VU2SJA, Chairman of National
 Institute of Amateur Radio, Hyderabad died as a result
 of a road accident June Two.

 Mr Suri, Founder, Executive Vice Chairman & Director NIAR
 in a condolence message said......

 "Dr. Shrikant Jichkar as the Chairman of National
 Institute of Amateur Radio, Hyderabad has been a great
 motivating force and a guide for the organization. His
 dynamic leadership instilled several memorable
 instances that shall remain for a life  time.

 The sudden demise of Dr. Shrikant Jichkar is not only
 felt by members of NIAR but the entire Indian nation which
 has lost a great leader and visionary representing
 youth with his exceptional talent".

 The untimely demise of Dr. Shrikant Jichkar VU2SJA is a great loss
 for the Ham fraternity and that nation. VU2SJA held over 20 degrees
 + more than 17 Diplomas and was a  dynamic leader.

 What does it hold in store?

 Removal of Amateur Service Morse Requirement in the HF Bands!

 The NZ Ministry has removed the morse operating competency from
 the New Zealand syllabus with effect from 17 June 2004. Existing Limited
 Amateur Operator licensees are deemed to be General Amateur Operator
 licensees, however there will be no requirement for licensees to change
 their callsign. The Ministry is also considering related matters such as
 reciprocal licensing arrangements.

 Territorial Dispute Flares Up
 Japan/Korea
 A centuries-old territorial dispute between Japan and South Korea is again
 escalating with the South Koreans placing a group of amateur
 radio operators on the rocky islets known in Korean as the Lonely
 Islands. To the Japanese they are the Bamboo Islands.

 The radio station, licensed by South Korea, was seen as a
 provocation by the Japanese. Some amateur radio operators in JA 
 are said to have interfered with the South Korean stations transmissions.

 Many ham operators around the world were surprised to hear the dispute
 because our service hobby stresses friendly international communications.

 2004 Summer Olympics from Greece
 Foreigner radio amateurs, as visitors in Greece, from CEPT
 countries or from countries with reciprocity (U.S.A., Canada , Cyprus ,
 Switzerland and Australia) can use the special prefix J42004 from 1 Aug
 2004 until 15 November 2004 without any license from Greek Authorities.
 
 All others need communicate with Greek Authorities for special
 permission.

 The Gold Coast Amateur Radio Society held its general monthly meeting on S
 aturday 29th May.
 One of the burning questions for discussion was on which of the Club's
 two repeaters the IRLP
 should be, and members voted overwhelmingly to return it to its original
 repeater, VK4GCC,
 146.700, the Mt Tamborine Repeater.
 On Saturday June 19th commencing at 0900 hours there will be a general
 cleanup of the
 Clubhouse and members are asked to spare a little of their time for their
 Clubhouse. One of the
 things that have to be done will be to repair the guttering on the front of
 the building. However it
 won't be all work and toil as there will be a barbecue provided.
 The Society is looking to organize a trip to Archerfield Airfield and would
 like to hear from any
 members who would be interested in joining this expedition. The excursion
 will be sometime in
 September or October and the cost will be approximately $25.
 A bus will be chartered and we will have to plan this trip well in advance
 as it is difficult to get in to
 this particular venue.
 The Society conducts Amateur Radio Classes at our clubrooms in Nerang. It is
 hoped to
 commence AOCP classes in a few weeks. These classes will be presented by the
 club tutor Ron
 VK2DQ. Classes are open to everybody - You do not have to be a member of the
 Club to come
 to our classes. AOCP classes are normally held one night a week on a day and
 time that most
 suits the group.

 The Society is continuing with its very successful Wednesday night
 programme, Q5.
 Subjects covered recently include:  the history of amateur radio,
 selective fading, basic electricity,
 the history of the calendar, the history of rocket science, Edwin Hubble
 and the discovery of the  cosmos, precision measurement, and how the
 internet works told by one who ought to know.
 The program can now be heard in most states of Australia and is gathering
 a growing number of adherents.
 The Gold Coast Club is always on the lookout for prospective students for
 Ron Bertrand's highly  entertaining and informative classes toward the

 Horse Endurance ride to be held in the Greenbank/Springfield area over the

 We are looking for assistance from Non Amateur operators who have UHF CB, and 
 Licensed Amateur's who have access to VHF / UHF Amateur and UHF CB 
 equipment. 

 We anticipate to have available a local temporary UHF CB repeater in
 operation for
 the weekend, along with our own UHF VK4RXG on 438.500, and using VHF 
 simplex frequencies. 

 A roster for operators will be assembled once I have numbers typical
 operating time is
 3 to 4 hours per day, staggered start and finish times depending just where
 on the
 course they go.

 Greetings, and G'Day all once again.

 We start as usual with the Contest Calendar, and our first item is for next
 weekend, June 12 and 13, with the ANARTS
 World-Wide RTTY Contest for 2004. We've given you the full rules several
 times for this one, including last week, so instead just listen out on
 80, 40, 20, 15 and 10 metres in digital modes for that one.

 Also next weekend, June 12 and 13, is the Westlakes Anniversary Year Super
 Contest. This one's on all bands from HF to UHF, in all modes, and it
 couldn't be simpler to get into the action. We've not heard these rules
 before, so just quickly, it starts at 2000 hours UTC next Saturday, the
 12th, ending at 0800 hours UTC on Sunday the 13th of June.

 This one really does use all amateur bands, and in any mode. You score one
 point per contact, and simply call:
 "CQ 40 YEAR CONTEST". Each station can be logged only once. Certificates
 will be issued for the highest points in categories: HF, 6 Metres, 2 Metres,
 70 centimetres and Open. A participation certificate will be awarded to
 ALL stations which submit a log, and note that a minimum of just 5 stations
 need to be worked to qualify.

 A couple of weeks later, on July 3, comes another well-known Aussie test.
 It's the Jack Files Contest, and  it takes place between 0800 and 1400 hours
 UTC, July 3. The rules are the same as for last year. You might remember
 that the Jack Files is broken into six separate one-hour blocks, which means
 that repeat contacts are allowed in each  one-hour block. This rather clever
 arrangement means that even a relatively small number of contesters can be
 kept very busy for as long as they care to participate in the action.
 There's the usual selection of modes available (sideband, CW, whatever),
 plus PSK31 for the digitally inclined.

 The concept of the Jack Files Contest is to work as many stations and as
 many different Queensland shires and towns as possible. But the most
 important thing, we're told, is to have fun. It's up to you how seriously
 you compete. Many stations who participated last year expressed how much
 they enjoyed the contest and catching up with people they have not contacted
 for quite a while.

 The Jack Files is also a good chance for clubs to use that club call, and
 maybe enjoy an evening mingling and taking turns  to operate the station.

 Hopefully all of the new HF privilege amateurs will be keen to have a go
 at a contest that is as much about having fun and making new friends as it
 is about winning, so come on and give it a go. All contest operation is
 bundled up in one spot, which is 80 metres only, from 3.5 to 3.7 MHz, which
 puts all licence grades on an equal footing. Of course, our new Foundation
 licensees will also be able to join in next year. I bet they'll be looking
 forward to that!

 Just a few weeks ago there was quite a flurry of activity for the
 2004 Harry Angel Sprint, held back in April. Well, there's no time-wasting
 in the Contest Manager's house, that's for sure. You see, by the time you
 hear this, the results of the Harry Angel for 2004 should already be up on
 the vkham.com contest results page. Many thanks to Ian Godsil, VK3JS,
 for pulling out all stops.
 
 Now, speaking of results, here's a good one published in a club newsletter.
 Each year, members from Adelaide's very active South Coast Amateur Radio
 Club participate in the Summer Field Day. Its members operate in the 24hr
 "Multi-operator" section under the callsign VK5ARC portable. Well, this year
 was no exception. The polished team of Barry VK5KBJ, Steve Callow VK5PCY,
 Stef VK5HSX and Steve Harris VK5HBE operated portable from Barry's block on
 the very appropriately-named Loud's Hill. Well, the team duly received a
 certificate for 3rd place, scoring 1330 points, which is a pretty good effort.

 We should just have time for a very quick look at a special event station.
 Well, this one's intriguing! It turns out I could have been talking to some
 similar-minded car racing fans while waiting in front of the late-night TV
 for the endless rain to settle at  last week's Indy 500!

 Yes, just as we see each year in Melbourne with VI3GP, an Indy 500 special
 event station recently received the green flag. But that's only the start of
 lots of activity. Sure enough, the Indianapolis Motor Speedway Amateur Radio
 Club - callsign W9IMS,  for Indy Motor Speedway, of course - has been
 designated the official radio club of the Indianapolis Motor Speedway.
 All as it should be, I'm sure, but we're told it's the first time a
 ham radio club has received such a distinction.
 The Brickyard, as the circuit is affectionately known, is just incredible.
 They can seat almost half a million spectators at each race, and the main
 straight is just over a kilometre long. Anyway, W9IMS special event operation
 continues around  1.840, 3.840, 7.240, 14.070 on PSK31, 14.240, 21.340,
 28.340, 50.140 and 144.240 MHz, as well as 146.52 MHz FM simplex.

 W9IMS will now operate special event stations for all races in the
 Indianapolis Motor Speedway's Triple Crown.
 The next two are the US Formula 1 Grand Prix on June 20 and the
 Brickyard 400 for NASCAR on August 8.
 Operations  are due to begin about three weeks before each race but will
 end on the respective race days. Stations working or monitoring W9IMS are
 eligible for an official W9IMS Indianapolis Motor Speedway QSL card.
 Include an SASE with QSL requests to Indianapolis Motor Speedway Amateur
 Radio Club, USA. Stations outside the US may QSL via the bureau.

 We often hear from VK1KEP with stories of a technical nature here, let's
 pull Peter away from the bench for just a moment to hear some words
 of wisdom on 'Halley's Comet, the Transit of Venus, and the WIA'.
 
 Those Amateur Radio operators who were old enough to have seen Halley's Comet
 a once in 76 year event -- and who next Tuesday see the Transit of Venus -
 effectively a once in about 170 year event -- are also living at a time when
 the WIA is remaking itself -- a once in 95 year event. 
 
 My advice is, firstly, make a pin-hole viewer to safely observe the Transit of
 Venus from about 0530UTC next Tuesday 8th June, and secondly, don't miss the
 opportunity to talk-up the new WIA and your local club or group to prospective
 new Amateurs.

 Dave Court, EI3IO, recently made the first ever contact between Ireland
 and Croatia (9A) on 70 MHz.  Dave made contact with 9A3AB on the 15th of
 May last during a Sporadic-E opening.  Stations in Croatia have just

 ENFORCEMENT:  A "RADIO SUMMER CAMP" TO TRAIN MORE PIRATES
 Now here's one that we know will interest the FCC enforcement
 folks.  
 
 Please don't call Stephen D a pirate. He's a micro broadcaster.
 As D tells it, the term "pirate radio," though once a badge of honour,
 is misleading... painting pictures of "the high seas transmitters". 

 Stephen wants to reclaiming the airwaves, 'hood by 'hood, milliwatt 
 By milliwatt.

 To that end, he's spent the past several years training would-be broadcasters. 
 
 His four-day Radio Summer Camps, sponsored by Free Radio Berkeley, offer
 DIY instructions for building transmitters and antennas, along with advice on
 handling FCC agents when they come a knocking.

 It would seem these summer camps are an attempt to seed an army of
 micro-broadcasters to reclaim what he calls "stolen property: 
 the airwaves, a public resource."

 AIR FORCE JAMS GARAGE DOOR OPENERS
 A new military radio system is jamming remote-control garage doors in 
 communities near this Florida Panhandle base.  During testing of the 
 $5.5 million two-way radio system at Eglin Air Force Base, homeowners 
 in the area reported that their garage door openers failed to work or
 went wild by themselves.

 An FCC spokesperson had some bas news for local homeowners.  
 If the Air Force has been running the system within its licensed frequencies
 then the users of garage door openers may have to change the operating
 frequencies of theirs.

 station from Mayo to commemorate Ireland's upcoming Presidency of the
 European Union.
 EI0EU runs for 6 months starting January and runs up to the end of June.

 GB4OL - The 60th Anniversary of Operation OVERLORD (D-Day 6th June 1944).
 This is the station which was on air back 3rd to 7th June.

 VI 80 VKG Police Radio NSW
 This year marks the 80th Birthday of Police Radio in NSW - in fact the 9th
 September 1924 marks the first transmissions for VKG NSW Police.

 Amateur Radio was largely responsible for Police Radio operations in the
 early days so to celebrate both the involvement of Amateur Radio and the 80
 years of VKG, it is planned to run a special event station commencing on
 this date (9/9/04) and run for 80 hours.

 Callsign will hopefully be VI80VKG, organisers are still awaiting for
 approval of this callsign.
 The operation will be on all modes and operational between times to be
 advised.  QSL cards will be available.

 This special event call sign has been issued to celebrate
 their counties Majesty the Queen's 72nd birthday.

 Hiram Maxim Memorial Station W1AW at ARRL Headquarters will identify
 using a "/90" designator through the end of 2004.
 The W1AW/90 call sign reflects the 90th anniversary of the League's
 founding by Maxim and Clarence Tuska in 1914.
 Operation as W1AW/90 began April 3.

 W1AW Station Manager Joe Carcia, NJ1Q, said he'll encourage guest operators
 to use as many modes as possible, including RTTY, PSK31, satellite and even
 Hellschreiber.

 A special event station has started operating from ZS to celebrate
 100 years of powered flight.

 The call sign of ZS 100 FLY is being used and the station will be
 operational from various Airports, Historic monuments, Air shows and
 Aviation sites throughout 2004.  A special collectors item QSL card will
 be issued.  The station will operate on all HF Bands and 2 metres.
