Chris Flak VK2CF Bookshop Manager of VK2 advises us that the
2003 Callbooks have arrived at the WIA NSW office!
The DXCC Certificate has "achievement labels" that can be readily attached.
Those that have achieved a greater Country total than 100 can now apply
for special achievement rewards that increment from 100 in steps of 25.
Announcing this this week, Federal WIA Awards Chairman Malcolm Johnson VK6LC
said " These have been designed to be placed neatly along the bottom
edge of the DXCC certificate.
"Free" DXCC smart achievement labels can be requested via the Federal
Awards Manager with a stamped address envelope, they are issued only
once to a single certificate.

WIA ACA LIAISON OFFICERS are VK1GH, VK1ZKM, VK2BPN, VK4DU
ACA have added a new spectrum embargo to R-A-L-I MS3.
Embargo 35 prohibits assignments to new services in the frequency band
418.0875-420 MHz.
The purpose of this embargo is to reduce the further use of this band
in Victoria by other communications users, in anticipation of it being
required to support a public safety mobile radio initiative.

"How to Make Ham Radio More Kid Friendly" is the topic that Amateur
Radio Newsline has chosen for this years Ham Radio Town Meeting and
they are looking for some younger hams who might want to take part.
"The Town Meeting is held each May at the Dayton Hamvention. This
years Hamvention theme is the "Year of the Young" and planners tell
QNEWS that the three day show will focus on the young ham and on
bringing 12 to 18 year olds into amateur radio.
Its no secret that recruiting youngsters into the hobby is getting
harder and harder. Keeping most of them is all but impossible.
There is organized sports. There are those numerous after school
activities. And lets not forget the lure of the World Wide Web with
its license free ham-radio like chat rooms. All of this makes it a
real challenge to get youngsters licensed and keep them interested."

Back here in VK, if you're a ham radio operator involved in education,
then Matt Ryan V-K-2-K-V-E would like to hear from you.
Matt is setting up a national (and international) list of schools
able to participate in amateur radio activities.
He is looking at ways that amateur radio can service the needs
of the various primary and secondary syllabi (the sciences & geography in
particular) and would, at this stage, like to make contact with as many
schools as possible which have the capability for amateur radio through
either a teacher at the school or a local mentor.
If you're a teacher operator (or know of one) and would like to get your
classes involved in national and international contacts with other students
please send an email to mjaryan@hotmail.com. You'll receive a short
questionnaire to email back, and you'll be providing your students with a
most unique opportunity to become involved with their peers in stimulating,
interesting and unique educational activities.

Reports of intrusions from Iran, China, Eritrea and Russia were logged
by OM Pekka of Finland MSC; OM Dick PA5GN commented on the wobbling
jammers and beacons on 40 metres, USKA (Switzerland ) reported
310 Morse transmissions on 14320 kHz. VoBM from
Eritrea and the Single Letter Russian Beacons were heard all over too.
Remember all intruders should be reported to the IARUMS team ASAP.

WIA ITU Conference Group CONSISTS OF VK1GH, VK1ZKM, VK3ADW, VK3APM
HARMONIZED 7 MHz ALLOCATION GAINS SUPPORT IN THE AMERICAS
A dozen countries in the Americas have agreed to support a proposal for a
"harmonized" 300-kHz amateur band in the vicinity of 7 MHz. The issue of a
uniform worldwide 40-meter allocation is on the agenda of the World
Radiocommunication Conference 2003 (WRC-03), set to be held in Geneva this
June and July.
Argentina, Canada, Colombia, Costa Rica, Dominican Republic, El Salvador,
Guatemala, Honduras, Mexico, Paraguay, Peru and Venezuela agreed to the
Canadian-sponsored IAP for a 300-kHz amateur band--from 7 to 7.3 MHz--in
all three ITU radio regions. That position is in line with what the
International Amateur Radio Union (IARU) has been calling for.

NEW ZEALAND - ZL - TECHNOLOGY CONVENTION.
This Easter, April 19th & 20th, Technology Convention will be hosted by
the Hamilton Amateur Radio Club in the Hamilton Astronomical Society,
adjacent to the Hamilton Zoo and has plenty of parking.
If the weather permits, some viewing of the night sky from the
optical telescope.
It is planned to have forums and presentations on such subjects as
microwave equipment construction, homebrew test equipment, APRS,
10 GHz ATV, plus others state of the art Amateur radio disciplines.

JOHNSON ATOLL - KJ6 - QRT
Bert KJ6BZ {V73GOD} on the Pacific Inter Island Net, was to be the
last contact with the Johnston Island Amateur Radio Club.
Last contact at 0825 hrs Zulu on 14.315 mhz.
Final contacts were made with Frank K-H-6-C-D-O, John K-H-7-H-J and
Chris VK2UW
The Airforce has closed down Johnston Island and demolition will
start shortly on the remaining buildings.
The history of the Amateur Radio Club will be held in the archives
of the Airforce.
There will be probably DXpeditions to the island later but not under
the call of KJ6BZ.
This is a sad time in the history of amateur radio but will be part
of our history of Amateur Radio.

SINGAPORE - 9V - UHF APPROVAL
iDA have approved the following UHF spot frequencies for Amateurs in
Singapore.
433.425MHz, 433.450MHz and 438.450 MHz. Maximum power 5 watts erp.
The SARTS UHF repeater should soon be in action Input (Rx) is 433.425 MHz
and output 438.425MHz (Tx).

TURKEY
Sergei Rebrov, M0SDX, the Ukrainian international footballer who moved
to Tottenham Hotspur in an 11-million deal in 2000, has moved to
Turkish side Fenerbahçe.
Sergei, whose Ukrainian callsign is UT5UDX, is a keen HF contester and
has been very active as M0SDX from his home in Essex and from other
locations in the British Isles over the last two years.
He is now in the process of obtaining a Turkish callsign.

FINLAND - OH - BEACON STOLEN
Martin Harrison, G3USF, the IARU Region 1 HF Beacon Coordinator, writes
that users of the five-band NCDXF network will have noticed the absence
in recent weeks of transmissions from the Finnish beacon, OH2B.
RSGB news reports it is now learned that the transmitter was stolen
some time ago. It is expected that transmissions will resume in the
European spring.
The beacons in South Africa and Peru are also off the air at present,
while signals from the Siberian beacon remain garbled.

UNITED KINGDOM - PHONE HOME AND FREE
A press release from the Department of Trade and Industry on the 18th of
February, gives the results of a new study of the emissions from mobile
phone masts.
The Government study examined mobile phone masts at 109 sites across the UK:
The study showed that readings ranged from hundreds to millions of times
below international guidelines.
The Government announced it will continue the study of masts in 2003.
Telecoms Minister Stephen Timms said: "We are aware of public concerns
and it is important to give the public the information they need. These
results continue to show that exposure levels of the public are well
below recommended limits."
The exposure limits are set by the International Commission for
Non-Ionizing Radiation Protection.
