 Two new events upon the WICEN calendar are the Shahzada Horse Enduro over
 the week of 23-27 August with Dave Horsfall VK2KFU in charge; and the
 Hawkesbury Canoe Classic over the weekend of the 30th and 31st of October.



 RESCUE RADIO
 HOW BERNIE SAVED THE DAY.

 Bernie VK2ABN on March 4 was in QSO with VK2ABT/VK3ACA and heard a
 weak and distorted signal, KA7MWL Shawn, who was aboard a Ukrainian
 registered schooner sailing from Wellington NZ to Sydney Aust., sails
 had blown out and they were making slow progress just on 4 knots.

 At that speed they had calculated that they would run out of fuel
 Before reaching port, Bernie VK2ABN ascertained 6 people were on board,
 BUT NO EPIRB! All this information was relayed to Sea Safety Canberra.

 With the schooners satellite communication system also out of action,
 the Ham aboard, Shawn KA7MWL operating around 5 watts on 7070 Khz
 was the only contact.

 Sea Safety Canberra QSY'd from 8176 kHz to the 40 meter band but as their
 Transmitter was in Charleville, SW Queensland, no contact could be
 established.
 
 Bernie arranged a for sked in 24 hours time, this time things a lot
 better, radio and safety wise, the schooner expected in Sydney ahead
 of previously estimated time.

 Sydney Water Police, stayed in contact with VK2ABN, keeping abreast 
 of the situation, with no HF facilities they were reliant on Bernie!

 As Bernie said...
 " I hadn't realised you can now call MAYDAY on the various DISTRESS
 frequencies but nobody is listening any more. Since the advent of
 GMDSS a computer scans the frequencies looking for encoded tones.
 If it finds one it attracts human intervention."

 in retrospect, anyway that's what his wife thought and our telephone
 sure ran hot fer a couple days!"

 WANSARC Club Radio Net - VK3AWS
 Tuesday Evenings - 7:30pm to 8:30pm EST

 VK3AWS club net is an informal meeting place for club and
 non-club members to gather and "have a chat" on-the-air.
 This weekly radio net spans across the north-west belt of Metropolitan
 Melbourne  and even as far as Wangaratta in Northern Victoria. 

 In the past year, the net has expanded from its simple origins on 
 2 meter amateur band. The net now broadcasts on the 146.450 frequency
 and is also relayed through the Echolink internet linking system to
 Wangaratta VK3NE  146.450 MHz
 Macleod    VK3HFS 146.450 MHz
 Niddrie    VK3RTL 439.075 MHz

 All relay stations are connected to the EchoLink Conference 
 Server *VK3JED* Node Number #42820.

 146.450 MHz in the Metropolitan area is provided by VK3HFS

 Control of the net is handled by the operator of the VK3AWS
 callsign. This is usually Michael VK3CH or Grant VK3HFS.

 Whilst these frequencies are used for the net, an informal
 gathering sometimes also takes place on 28.470 MHz during the net.
 This is used for "chit-chat comments" between overs on the net frequencies.



 Here is an update from the East Gippsland Amateur Radio Club on their
 recent activities for the John Moyle Field Day.  Special thanks go to
 Robbie VK3EK for his efforts not only the event but in sending this
 information to QNEWS.

 Well what a weekend for propagation.  In their location at the Wool shed
 which has a Grid Locator QF32qm there was a very low noise level.  

 With plenty of people working on all of the bands, from HF to VHF and UHF
 it was great to be part of the contest. 

 They had a little bit of lift in propagation on the VHF bands as many good
 signals came out of South Australia.  

 The Log shows better this year compared to the last time at that site,
 with contacts to Kings Cross near Cabramurra in NSW and Canberra ACT
 on both 2meters and 70cm SSB, (The real stuff).  

 In the westerly direction to Anglesey in Western Victoria and even some
 VK5 stations.

 The HF station was mainly operated by Paul VK3CGR under the Club call of
 VK3EGC. They managed some 70 contacts on the HF bands and 63 contacts on
 6m, 2m, 70 cm and 23cm SSB.
 On VHF/UHF the operators were George VK3HV and Rob VK3EK.

 Regardless of the final score they had fun and it was a good get together
 for the club.

 Sunday a good time was also had by those who went along to the site.
 What with  people fiddling with bits of wire and whatever out in the
 paddock there certainly was a good opportunity to try out various
 HF aerials.

 This was all followed with a BBQ lunch and Club meeting.

 In all about 25 people attended the event at some time or another and
 they had 7 apologies so, it was a good weekend. 

 They have also confirmed their booking for the Cottage Accommodation at
 Point Hicks Light House on August 13th and 14th for the
 International Light House Weekend.

 The Midland Amateur Radio Club will be holding its annual convention on
 Sunday April the 18th. The convention takes the form of a swap meet and
 will be open to anyone with an interest in amateur radio and electronics.

 The convention will be held in Castlemaine, at St Marys hall.
 
 There will be trade displays, components, 2nd hand equipment, and much
 more. Admission is $8 adults, $5 concession, and children under 12 free
 with an adult.

 The midland amateur radio convention will be held at St Mary's hall
 Castlemaine from 10am to 3pm on Sunday the 18th of April.

 Bundaberg Club members and other users of the Bundaberg Repeater who might
 like to help be advised a working bee will be held at the Mount Goonanaman
 Repeater on Saturday 17th May.
 All interested will meet at the gate at the bottom of the mountain at 0900
 hrs.
 Work to be carried includes reinstalling the 70 cm repeater. Painting
 exterior  of the building, resealing the roof, clearing the track up,
 clearing up the  growth on the site.

 INTRUDER WATCH NOTES 131.

 VK4 Co-ordinator for Intruder Watch

 Recently others within the Intruder Watch fraternity have 
 been promoting a set of requirements that Intruder 
 Watchers must have, these include,
 20 wpm Morse code
 The ability to understand an Asian language
 A beam antenna on the frequency being monitored
 the list goes on and on.

 Please be assured that anyone  can be an Intruder Watcher.
 All you need is a receiver, antenna, a basic knowledge of
 modes, Amateur exclusive  frequencies and band plans
 and the ability to record your  observations. 
 You become more knowledgeable and 
 effective with experience, give it a go! What makes 
 Intruder Watch effective is loggings, and lots of them!
 
 Basically, Intruder Watch is the observation of Broadcast, 
 Commercial and other like intrusions onto the Amateur 
 exclusive frequencies. An Intruder is not an Intruder until 
 reported, the more loggings from different stations the 
 better. This does not include Pirate stations, which are 
 dealt with in a different manner. Logs are collated by your 
 Divisional co-ordinator then forwarded to the Federal co-
 ordinator with a summary than forwarded to the IARU 
 Region 3 co-ordinator. Patterns of consistent activity by 
 Intruders are identified and confirmed; the relevant 
 authorities are then advised.
 
 Over the coming months I'll provide details of Amateur 
 exclusive frequencies, Web sites with relevant information 
 and other details of interest. So keep reading and consider 
 what impact you can make in preserving our Amateur 
 frequencies.

 INTERNATIONAL SILENT KEYS
 As most listeners/readers would be aware a long time broadcaster of QNEWS
 Is South African club OAKDALE, so it is with immense regret that we 
 announce the untimely death of Kevin Geustyn, ZR1KDG, found murdered
 in his flat last Monday week.

 Allegedly tied, beaten and stabbed many times ZR1KDG was but 48 years old.

 Kevin was a committee member of the Oakdale ARC and was very popular, being
 one of the few who was always ready to jump in and help with any project.
 He will be sadly missed especially at the monthly meetings where he helped
 with the catering and setting up the hall, then the clean up afterwards.

 Our sympathies go to his family and friends.

 Election Results for IARU President and Vice President

 In voting completed on Tuesday, 16 March, the member-societies of the
 International Amateur Radio Union (IARU) overwhelmingly ratified the
 re-election of Larry E. Price, W4RA, as President, and the election of
 Timothy S. Ellam, VE6SH/G4HUA, as Vice President, for five-year terms
 beginning 9 May 2004. There were 82 votes cast for the election of Mr.
 Price, with one abstention. There were 81 votes cast for the election of Mr.
 Ellam, with two abstentions. Mr. Ellam succeeds Dr. David A. Wardlaw,
 VK3ADW, who has served as Vice President since 1999 but was not available
 for another term.

 12th CONFERENCE OF IARU REGION 3
 16 - 20 February 2004, Taipei, Taiwan
 
 We've looked at this courtesy Jim Linton, one of the WIA delegation,
 Now a couple of glimpses from the NZART and IARU themselves. 
 
 It would seem, reading between the lines it was not a "beer and skittles"
 Meeting, lots of hard work, YET not a "happy bunch of campers".

 Peter Lake, ZL2AZ, NZART IARU Liaison Officer reporting back to their members
 said "despite the economic situation in some countries, attendance and
 representation increased; although there were fewer input documents. 

 Seventeen Societies were present, and proxies represented seven.
 NZART held the proxy for ORARI - Indonesia.

 During the conference " it became clear that some delegates were not really
 representative of their societies".

 ZL2AZ says "A full report on the conference will appear in March/April
 Break-In magazine", we await to find out more!
 
 
 K C Selvadurai 9V1UV Director IARU Region 3 in the latest IARU Region 3
 Newsletter said " The 12th Conference will be remembered for a not-so-happy 
 reason. It will go down in history for the contentious issues that were
 brought up and which tended to disrupt the traditional harmony and good
 fellowship of a  Region 3 Conference.
 Considering that many if not all Delegates, from so many parts of the
 world, had sacrificed much personal time and incurred financial costs,
 some on  their own account and others on their Society's account, we should
 do whatever  may be necessary to avoid any repetition. Let us leave that
 episode behind us and press ahead!

 John  Bugler of Fortitude Valley VK4AJR passed away Thursday March 18.
 John was home, recuperating after a 6 bypass heart operation. 
 Sadly missed by all, VK4AJR John as a member of the 
 City Of Brisbane Radio Society after moving from VK2 where he was a 
 member of Westlakes, which he kept in touch with when he visited his
 daughters.
 John started life as  an electrician and followed that with a degree
 in chemistry and worked for many years in Moree , a man of many interests
 missed by all members and family and a loss to the radio fraternity.

 theTARCinc had a fantastic weekend out in the field during the John Moyle
 Field Day Weekend.
 Despite reports predicting a cyclone, conditions were well behaved with only
 one 5 minute at Bivouac Junction.
 Some further north hams were not so lucky with torrential rain and driving wind
 causing the cancellation of the TREC JM Field Station at Dimboola.
 The weather didn't deter those hardy hams however from operating at home
 and giving other stations operating during the weekend much needed contacts.

 The VK4WIT crew were on site by 11pm Friday with the TARC Communications
 Van deployed before lights out.

GÕDay all once again.

The Contest Calendar is starting to look pretty busy now, with several events
each month
 from now on.

Coming up during April we see the Australian Postcode Contest on the 17th, the
TARA 
Skirmish on the 17th, the Holy Land Contest on the 17th, and the Harry Angel
Memorial
 Sprint on the 23rd. Please note that some guides give the wrong date for the
Harry Angel
 Sprint, which is now on April 23.

Early May will also keep you busy, with the Westlakes CQ Repeater Contest on
the 7th and 
the World-Wide Mills Weekend on the 8th.

Also starting on the 8th of May is the Six Metre Marathon, a world-wide event
on the Magic Band
. So why do they call it a marathon? Simple. It runs until the 8th of August Ñ
a full three months, 
covering the Northern Hemisphere Summer. But that makes it our winter, and that
might 
make it quite a challenge to those south of the Equator.

Finally for May, the 22nd has the VK-Trans Tasman Phone contest for 80m.

A month before that, though, on April 17, we have the Postcode Contest. The aim
of this
 contest is for stations worldwide to work as many different Australian
Postcode areas 
as possible. Contacts made during this contest will be eligible for the "Worked
all VK
 Postcode Award".

On the same day, too, is 2004's Holyland Contest, which is sponsored by the
Israel 
Amateur Radio Club. This one runs from zero hours UTC through 2359 hours.

As previously announced in this segment, the Harry Angel Sprint for 2004 will
be held 
prior to Anzac Day, and will now be on 23 April.

By way of explanation, following last yearÕs Harry Angel, the WIAÕs Federal
Contes
 Coordinator Ian Godsil, VK3JS, received a number of complaints from
ex-servicemen. 
Although most of them did take part in the evening contest, they pointed out
that Anzac Day
 ceremonies meant theyÕd been up since 3 or 4am on the day of the contest.
Clearly, 
the day was excessively long for them. Ian notes in a note to QNews that he
fully understood
 their grizzle, for he was caught in exactly that situation.

"As Manager,Ó Ian writes, ÒI decided to try the preceding Friday night instead.
 In my mind it is purely experimental and open to changes in future years.
However, I am convinced that if it were made ANZAC DAY again this year, then
there will be 
several non-competitors who would otherwise have been there,Ó he said.

So thereÕs the story. The Harry Angel Memorial Sprint will be conducted on
Friday, April 23,
 commencing at 1100 Zulu, and running for 106 minutes. You can find the full

And now to look at a quite unique contest. Held on May 1 to 7 is the Westlakes
CQ Repeater
 Contest, and sure enough, what makes it unique is that rather than ban
repeater contacts, on
 this one all contacts must go via repeaters.

Geoff, VK2EO, from the Westlakes club, explains that the clubÕs unique contest
puts a little life 
into usually quiet repeaters. The initial CQ Repeater contest was held in 1999.
So there it is.
 According to the club, itÕs amateur radio's most unusual and interesting
contest.

In the contest timetable section, we mentioned the six metre event starting in
May, and hereÕs
 a bit more info about it.

It runs May 8 until August 8, and will henceforth be called the 6 Metre
Marathon. 
The brain child of the Rientolan Amateur Radio Club, which operates station
OH3AG, 
the club invites you to participate in its first global six metre marathon. The
party starts at
 zero hours UTC on May 8 and runs through to 2400 UTC on August 8.

Operation is across the entire six metre band, with the simple objective being
to work as many
 DXCC countries as possible. This 6 metre marathon is open to all amateur radio
operators world wide.


Finally for me, note this amazing special events with only three days until
touchdown! 
MARCH 1 to 31 has seen a special operation to mark UoSatÕs twenty years in
Space. 
On Mar 1, UO-11 (aka UoSat-2) marked 20 incredible years in space and AMSAT-UK
is issuing a commemorative QSL card for all listener reports from stations
hearing the signals
 during the month of March.

To be eligible for the awards, your report MUST be made by way of the reporting
page on the 
web site. Note too that the QSL card will be in the form of a downloadable
"E-QSL".

 POSTCODE CONTEST RULES
 The aim of this contest is for stations worldwide to work as many different
 Australian Postcodes as possible.

 VK/VK contacts are permitted.

 Contacts made during this contest will be eligible for the
 "Worked all VK Postcode Award".

 The contest will be held the third Saturday of April each year, ie
 17th 2004.
 00.01 UTC to 23:59 UTC. All HF contest bands on both SSB and CW.

 VK Stations will send RST plus their four digit postcode.

 DX stations will send RST plus a serial number commencing with 001.

 Score 2 points per contact within Australia and 10 points per
 contact between Australia and another country.

 The multiplier will be the number of different postcodes worked on
 each band in the relevant mode, with the band totals added together.

 VK stations who go mobile to different postcodes can be reworked for
 the new postcode.

 Send logs postmarked no later than one month after the contest.

 Contest Period: 0001 local from 1st of May 2004 to 2359 local 7th

 Bands: 10 Metres, 6 Metres, 2 Metres and 70 centimetres.

 Mode: FM only

 Scoring: 1 point for each contact.

 Contacts: The same station can be contacted once each day on each
 repeater.

 Sections: HF only, or 6 Metres only, or 2 Metres only, or 70
 centimetres only, or Open (more than one band).

 Logs: These need to show date, local time, repeater name or
 frequency, and the station contacted.

 Entrants: The contest is not restricted to Westlakes Amateur Radio
 Club Ltd. members. Logs are welcomed from any station.

 Closing Date: Logs should be sent no later than 31st May 2004 to:

 One of the highlights of any AGM is the presentation of awards.
 These are for service to the hobby, home construction and operating 
 achievements. 
 In Ireland the Sheila Piper Cup has been presented to Dave Moore
 EI4BZ for his long service with both the Newsletter and the Radio
 news.
 Dave has been actively with the news services of the Society for the
 past seventeen years.

 FINAL FRONTIER
 Keep 145.2 and 145.8 MHz Clear for ISS Contacts in the Northern Hemisphere.
 145.8 MHz and 145.990 Clear in the VK ZL area.

 Stations in VK listen on 145.8 and to talk back to the ISS we transmit
 on 145.99,
 The reason for the oddball frequencies is because the ISS is a satellite
 and  needs to conform to the satellite requirements.
 
 Again, in Australia we listen on 145.8 and transmit on 145.99. 


 Apparently the space frequencies are being used by some stations for
 terrestrial contacts.
 This may cause the amateurs on the International Space Station to avoid
 activity on 2-metres when over stations causing interference on these
 frequencies.

 WW SPECIAL INTEREST GROUPS --- Internet Linking of Repeaters

 A New Zealand EchoLink conference server has been established by the 
 Papakura Radio Club. It operates as "*ZL1VK* New Zealand 
 Conference Server" node number 65001.

 It has the possibility to link to other VOIP systems such as 
 IRLP, EQSO, Wires II or streaming audio over the net.

 The NZART official broadcast will be transmitted through the 
 conference server live. 

 The weekly Auckland VHF Group net on Sundays at 8:15pm will also be
 Transmitted through the conference server where hams both local and
 international will be able to listen in via EchoLink when connected
 to the *ZL1VK* EchoLink conference server. 

 If you have missed the nets and want to catch up on what's happening
 both nets will be recorded so you can play them back at any time
 that is convenient.
