Additional comments. 

We find that StarOffice (very low acquisition cost) or OpenOffice (free) allow
us better use of scarce funds and that these office suites are usable by 99% of
our C3 unit staff with no training.

We find that the best software mapping is available throught a Linux APRS
application called Xastir (http://sourceforge.net/projects/xastir/) which runs
on Linux/FreeBSD/Solaris/MacOSX/Windows in any of 7 languages. It can also be
used for mobile mapping w/GPS.

We don't find much use for VHF packet except perhaps in Red Cross shelter or
hospital net use.  Fixed or portable VHF station situated long enough for AX.25
packet operation generally operates under a different C2 (command and control)
structure.  But even in these situations, we find that 1200 baud packet
undesirable...even 9600 baud packet is not desirable for use; however, a
considerable magnitude above 1200 baud packet.
