No it isn't. Ethanol is a simple alochol, C2H5OH. The old name for Ethanol
was Ethyl Alcohol.
Some Americans might call a mixture of petrol and alcohol, Ethanol, but they
are wrong. There again, if you want to ruin a perfectly sensible language
just get Americans to speak it.
