Hi Bob and others,

The fuel got from the fuel tank to the vacuum tank by suction. 

The manifold vacuum actually sucked the fuel from the tank into the upper
chamber on the vacuum tank. 

When the fuel in the vacuum tank reached a predetermined level a float
valve shut off the suction allowing the fuel to drain into the lower
carburetor supply section. 

From there it went as you said, by gravity feed to the updraft carburetor.
Once the fuel drained into the bottom tank the float dropped allowing the
suction once more to pull the fuel from the main fuel tank into the upper
chamber of the vacuum tank and son and so on.

In that way you didn't need a mechanical or electric fuel pump, just
enough fuel in the lower tank and or the carburetor to get you started.
