Hi Bill, maybe I didn't word that clearly but Barry VK2AAB gave the answer
to that in a packet a few days ago. Let me explain again:

1. "It happened a number of years ago": It seems some representative of
Australia in an IARU word conference suggested that European amateur
access to 40 metres be restricted. We don't seem to have heard about it
here but three years later it is still being cast up at Australia by the
one G land packeteer. Whatever this man submitted to IARU happened years
ago.

2. "It didn't happen": Whatever the Australian delegate suggested did not
happen. The IARU did not accede. Nothing came of it
