Anyone who listens to the HF bands will have heard plenty of these things
on the lower bands. One made an appearance on the 10.1Mhz band a few
days ago and you can also hear them pop up in the 3.5Mhz band. They also
seem prolific above 3.8Mhz.
All they seem to do is tx the noise floor from some receiver.
Are they relaying a remote receivers output for monitoring purposes
or in fact some sort of global repeater network (ssb) for the men in khaki
suits ;-)
Certainly some of them are located in europe judging by band/time/propagation
characteristics. There is evidence of French involvement.
They seem quite prolific on the HF bands the moment, but I am surprised
as I would have thought the khaki suited men would have something a bit
more sophisticated in this day and age.
