That's real news to me. 
When we in Australia got the extra space on 40 metres about 35 years ago I
was President of the WIA in this state. I cannot remember any opposition
to any other part of the world receiving the extra allocation. If there
had been it would have been discussed in our Council. Why should Australia
oppose it? The Yanks already had it so why not the rest? Australia
certainly did not have the allocation 50 years ago as you seem to imply.
We didn't even have 21 megs 50 years ago. No shame to Australia! It might
have been opposed by the local authority but that is not opposition from
the amateur service.
