Hi Pete,

Sorry, you have this Yank all confused! Unless the RA has an ace up it's 
sleeve we're talking about ITU rules here.

I can easily understand that a radio transmitting station (license 
holder) is responsible for what it transmits. That's easy enough, BUT 
what I can't get a grip on is how the RECEIVING station could be held 
responsible??? If the message then goes to the Internet, SO WHAT? No 
license whatsoever is required for the Internet!

I can quite legally post each and every message received by me on the 
Internet even if I didn't have an Amateur (or any other) license. There 
is NOTHING stopping ANYONE from receiving radio traffic and putting it on 
the Internet UNLESS IT IS INTENDED for retransmission via radio.

Just "tune in" any Internet "radio" site (like Live365) and listen all 
you want to all sorts of radio stations, not just broadcasters but 
police, fire, railroads and many others. There are many web sites where 
you can hear Amateur repeaters too. A friend has a site where you can 
listen to the CSX railroad in New Jersey.

Now if ANY of this stuff were retransmitted via Amateur or other radio, 
the one retransmitting it would be in a world of trouble for a variety of 
reasons.

The bottom line is, as long as I have a nose or a radio, the air is free.

Not just a belief, FACT!
