I do have a , actually 2 , Rigs TM-241-E Rigs.
Theese seem to be the same except in country/issue terms.
The readout seems to be strobed, and when anything hits , it
will stop and reperesent all of its digits.
Anything hits : ONE! possible explanation is : And I have
very  much experienced it here : The very dry climate of the
South African Highfeld. NAMELY : Static. Static electricity
it is. 
Merely approaching said commodity within a couple of
centimeters did stop it strobing : E.G. The furthermore
running of readout. It sits there, shows all digits, and
nothing more...until reset or else.

Very likely YOU will be the same victim.
Here is one explanation , but you might be interrested more
in a solution.

I tried, and it works , an :"Anti  Static Spray".
This might be no more than a watery solution of salty water.
Regular salt will attract humidity and prevent such attacks.
On the other hand, this salt might produce a more vigourous
happening of corona discharege of television tubes...but
these operate at a much more elevated voltage. I am very
much digressing here.
So : Try, if available a commercial application ( Spray or
wipes or what have they?) and if nothing forthcoming : try a
satuarated solution of common household salts. E.G> Dissolve
salt in a cup until no more will dissolve and wipe the
display, case and else with the solution. Don't drench, no
overdue. I use a commecial spray can which does the job. The
display afterwrdds looks ! Slighlthy ! smeared (outside) but
keeps on working.
The idea is here to keep staic away...How do you do it in
the running environment. I know, military users do "DO" in :
incorporate wire mesh, grids and such to overcome said
problem.

So :Try: better overall grounding, more humidity in the
environment, rig a ring around of a grounded wire ( Works
for a sensitive weatherstation of mine) check the earth
connection and outlets.
