Just as well you're only allowed the 10W then isn't it.

Why not fix the immunity of the existing PIR. Thinks... how about some RF
decoupling capacitors? Cost a few pence, easily added to PIR and normally
solves the problem once and for all.

Oh you foolish, foolish person.
You are only required not to cause interference to WIRELESS TELEGRAPHY
equipment which most certainly excludes burglar alarm components. You've
now admitted liablity and you'll be entering a world of pain especially as
you intend to upgrade and run more power.
1st rule of RF problems with neighbours. KEEP YOUR MOUTH SHUT and admit
nothing. Point out your own similar equipment is fine even if that's not
true.
2nd rule. Tell them you'll give them the form and they can get "the man
from the ministry" around. He'll find out if it's down to your radio or
not. Point out they'll have to pay and if it's your fault they get the fee
back. But if it's their equipment they pay out 48ukp to be told what you
told them in the 1st rule.
The fact they may have to put their hands in their pockets and you've sowed
the seed of doubt in their minds that your equipment is OK normally shuts
most people very quickly.
