These are propably so called driftnet buoys that
are abusing our 10m band. They have power levels
up to 10 Watts.
Yesterday there was an opening to EA. I found
these beacons:

28.021 MHz  "A"
28.025 MHz  "NL"
28.056 MHz  "NM"
28.182 MHz  "A"
28.236 MHz  "NM"
28.321 MHz  "AL"
28.236 MHz  "NM"
28.324 MHz  no id

I guess that they must be in the aerea of Medeira.
Coast guard inspectors probably would find a lot of
other illegal radio equipment on board of fishery
ships.
