I  have  an ELCB feeding the sockets on my workbench and quite often when I
switch  the  ELCB on it will trip. It takes 2 or 3 attempts to make it stay
on.  I  think  this  is  due to the leakage of the many devices that I have
plugged in. Many electrical devices have filters on the mains inputs before
the on-off switch to prevent rfi getting in / out. These comprise inductors
and capacitors and the capacitors will leak some of the current to earth. 

If  there  are  a  few of these appliances with filtering on the same ELCB,
then it could add up to quite a bit of current. A sensitive ELCB could trip
quite  often  leading to complaints. That could be the reason for the 30mA
trip level.

Whilst  on  the  subject of these filters here's something you might like to
try......  or maybe NOT!
Disconnect all the leads from your video recorder except for the mains lead
which  will most likely be a 2 core cable. Get hold of one of the input or
output  sockets  with one hand (so that you are connected to the "earth" of
the  video recorder) and with the other hand touch the earth pin on a mains
socket.  OUCH!  That  shock  you  just  got  is due to the leakage of these
capacitors! 

To  do  the  above  SAFELY, instead of using your hands, plug a lead into an
input  or  output  socket  and  touch  the  screen of other end of the lead
carefully onto a mains earth. In a darkened room you will see a SPARK!
