Hello Ian and all,
Perhaps you missed my bulls on OMEGA and a few others saying it was 
discontinued. The navigation end of it was outdated and the messaging 
system impractical for alert traffic, which BTW was one way to the subs. 
Now it's done with satellites, the subs raising a tethered buoy to the 
surface. Any method of alerting the sub to an incoming message is 
classified of course.
As for the propagation, it's not ground wave which travels along the 
boundary layer of earth and sky, but earth wave which travels therough 
the Earth itself. That's why the antennas were buried. Perhaps that 
fellow was thinking of GWEN, Ground Wave Emergency Network, which uses a 
variety of above ground antennas tailored to the frequency in use. There 
is one in southern NJ I have seen and the antenna is a surprisingly short 
tower. Don't ask how they get away with that one! It is a hardened site 
intended to remain in operation after a nuclear strike being all but 
ground wave would be knocked out by ionospheric disturbances.
