Hi Hugh,

I can't say I have come across such an idea...

The time of switch on is very stressful of both ordinary bulbs and
flourescent types, it is better to just turn them on in my own opinion.
Reading Osram's vehicle lamp web site, they say that the life of bulbs
can be reduced by over voltage and poor connections causing the voltage
to fluctuate.
