Trivial.
1. Ask Google. Google says look at http://support.microsoft.com/?kbid=313348
2. Control Panel->Administrative Tools->Storage->Disk Management

Well that would tend to suggest that NTFS is working as designed. It is
stopping someone who doesn't know what that they are doing from *possibly*
causing unrecoverable data loss! :-)
Now you do know what to do, NTFS wont be able to protect you, so you'll have
to be much more careful.
You'll need admin rights to be able to use the administrative tools. That
shouldn't be a problem as most people on domestic XP installations will
have given themselves admin rights. From a security point of view, you
shouldn't run with admin rights by default as it gives you the ability
to bork stuff easily. But we all do...
Did I say ...Administrative Tools->Storage ? I meant (of course)
...Administrative Tools->Computer Management->Storage...
Hope this helps.
