This is the 12th Packet Bulltin in connection with the IARU Region 1
Conference at Lillehammer, Norway 19 - 24 September 1999.

The Confernce was opened by Director Robert Jones of the ITU Radio
Bureau. He participated in the Conference as an Observer. So did
also Director Thormod Boe of the CEPT/ERO and Chief Engineer Trond
Olsen of the Norwegian PT.

Present at the opening and making a speech was Minister for Transport
and Communication Dag Jostein Fjaervoll.Also attending the opening were
Deputy Mayor of Lillehammer Hallgerd Larsen, Director of Norw. PT
Ronald Ekholdt and Inspector of Norw. Army Signals, brigadier Nils
H. Hveberg.

During the opening the late King Hussein of Jordan JY1, King Hassan of
Morocco CN8MH, Secretary of IARU Region 1 John Allaway G3FKM and former
Secretary of IARU Region 1
Eric Godsmark G5CO were commemorated by one minute of silence.

41 member societies were present with voting rights and 12 were
represented by proxies, making up a total of53 votes out of 87
member societies. 3 member societies present had only status as
observers due to arrears of contribution.


A large number of recommendations were worked out and adopted during
the Conference. Only the most important of them could be mentioned
in this bulletin. Several of the matters considered  and recommen-
dations adopted by the Conference are included in five Bulletins
published on NRRL's website: http://home.sol.no/~nrrl/iaru
We suppose that a comprehensive review of all matters dealt with at
the Conference will be published in the journals of the national
member societies.

Due to the grave financial situation of the Region, matters related to
this were given thorough  og careful considerations. The Committee for
Credentilas and Finances (C2) played a key role at this Conference
under the chairmanship of G3OZF, Don Beattie. Half the time of the
final plenary was used for considering and adopting the many
recommendations of this Committee, most of which were concerning
reduction of the expenditures of the organization. The aim was to
prevent the large increase of the contributions of the member
societies proposed by the Executive Committe,without sacrificing
the core activity: the defence of amateur radio and its privileges.
C2 assessed the total savings opportunity available arising from its
recommendations to be CHF 77,500 annually. If the Secretariat is
outsourced to a Member Society, an approximate additional saving
(from 2001 on) would be CHF 30,000.

Having regard to its revised financial projections, C2 proposed the
membership dues (contributions)increased from CHF 1.55 to CHF 1.80 p.a.
perlicensed member for the years 2000 through 2002 included. (The
proposal of the EC was an increase from 1.55 to 2.25.) The
"voluntary" levy for Fund 4 was increased to CHF 0.10 per licensed
member and year.

The recommendations were approved by the Final Plenary.

For the purpose of monitoring, support and report to the Member
Societies on the progress being made in restructing the Region's
finances, a Financial Advisory Group was established. It comprises
the C2 (Chairman G3ZOF) plus I1RYS and G4JKS, the latter being
secretary.

A working group named IARU Region 1 Working Group on Constitutional
and Administrative Matters was established. This group should examine
the existing Constitution and Bye-Laws with the view of modernizing
them in light of changed cicumstances. It should also go into
administrative issues concerning the future role of the Secretariat
with due reference to the work of C2 in this matter. OY1A was
elected chairman of this working group.

The 2001 meetings of the HF Committee and the VHF/UHF/MW Committee
will be held in Copenhagen and Vienna respectively.

The Conference in 2002 will be convened in San Marino with ARRSM as
organizer.

Finally, we would like to tell you that during the Final Dinner
a Knighting Ceremony of NRRL's Order of The Golden Key was carried
out. PA0LOU, SP5FM and ZL2AMJ Fred Johnson (Chairman Director of
IARU Region 3) were Knighted for their tremendous efforts for
the Amateur Radio Movement during many years.

This was the last Bulletin on packet from the Organizing Society
Norsk Radio Relae Liga (NRRL).
The packet bulletins had to be kept short. Nevertheless, we hope
they have been of some value to you.
