In Sweden CEPT1 is equal to the old A- and B-classes, (>60 char/min)
All others got CEPT2. C- ant T-class, (>40 char/min) and Technical-lic.
I agree with you that CEPT1 is not for technical-license-holders as this
licence-class was invented for those that didn't want to learn CW, that is
still mandatory to be able to use the short-wave-bands, and below.
If USA lets techical-licence-holders get CEPT1, we will in practice ge
only 1 class after a while, resulting that the short-wave vill be over-crowded
with bandwith-eating modes.
Maybe I do sound like someone that sees the hell coming to the short-wave
when technichal-license holders comes to the short-wave, and maybe I am, but
we MUST have something that is a threshold that must be overcome to be able to
use these bands, otherwhise we will be even more crowded on short-wave.
