Hallo dr OMs and YLs,
In Germany, any HF transmitter installation radiating more than
10 Watt EIRP (!) must undergo an official procedure to state and
insure that no danger is existing concerning "electro-smog".
Just this week, Bonn's Minister for Post and Telecommunication issued
standards and methods how to handle this in detail. Standards are
defined along with the international IRPA values. That means that
radio- and TV-transmitters will have no problem in general.
However, some German medium wave transmitters have already gone QRP
due to these regulations. Severe problems will be imposed on radio
amateurs living in crowded urban areas, in small flats and so on.
They will to my opionion not be able to comply to safety distances of
10 metres and more, when operating VHF DX oder high power short wave.
Much under critisism and attack is the 10 Watt-regulation, but this
will be a very difficult task due to political opinions in this
country.
