I  call on IARU representatives world-wide to take note of a widening split
in  RSGB  on the question of proposed changes in the Morse requirement. All
indications are that the split is about 50-50 with most B licensees calling
for  change and most (but not all) A's resisting vigorously. The discussion
is becoming very heated and threatens to split the RSGB.

RSGB  Council, in  it's  recent  bulletins, appears to be resisting a strong
pressure from  the  UK  Govt.  Agency for the change. In doing so it is 
ignoring  the  wishes  of  at  least 50% of it's membership. An even larger
number  of  UK  amateurs  are outside of RSGB (some have resigned over this
matter) and indications are that a strong majority of these favour change!

I  am  warning  that RSGB Councils position, against rapid change, probably
represents the position of less than 1/4 of UK amateurs - and this position
is  proving  highly  disruptive to the usual goodwill and friendship in the
hobby.  I  ask  IARU and indeed RSGB to consider carefully before coming to
decisions  that  would  delay  the  strong  impetus  for  change  in UK and
elsewhere.  RSGB Councils make up is 12 A licensees and only 3 B's which is
highly unbalanced in the context of the present controversy!

I  thank  you  for  reading this bulletin. It may seem to you rather strong
medecine  - but tempers in UK are running high on this matter - people feel
that RSGB is trying to run rough-shod over the wishes of the many!
