Are you sure all those broadcasters aren't buried in your noise floor ?

What's propagation like oooop north ?

I can hear BPM on 10Mhz from about 2pm local.
WWV/WWVH on 5/10/15Mhz 40db over 9.
CHU Canada on 40m is 24/7
Ukraine cluster beacons 24/7/365
28Mhz usually open in the evening to LU/PY/CE (even this last week)
JA's all day on 18Mhz

Yes I agree - I couldn't agree more but if it's going to happen it needs
to happen soon and without the "footnote mania" that plagues our 
allocations.
