IARU RIII Conference Day 3
The IARU RIII Conference had its busiest and most productive day centered
mainly around the three working groups WG1 (Policy), WG2 (Technical) and WG3
(WRC-03), plus a meeting of the region's Finance Committee.
WIA President and Conference Chairman, Peter Naish VK2BPN, said the conference
was drawing to a close of its working group phase.
He said: "It is pleasing that agreement has been reached on all major issues
before the conference. This signifies a strong single voice for the region to
take us into the new millennium and is a good preparation for WRC-03."
At WG1, the contributions of six radio amateurs to the IARU Monitoring System
(Intruder Watch) were recognised by the awarding of certificates commending
them for their long term efforts.
They were: Rohan Wahrich ZL1CVK, Gordon Loveday VK4KAL, B.L. Manohar VU2UR,
Isamu Kobayashi JA0AD, C.C. Robertson VK4AKX, and N. Yatheedandran 9V1JY.
WG1 discussed how to support amateur radio in smaller or emerging countries.
In considering an input paper on STARS *** 3 (Support for the Amateur Radio
Service), it was noted that due to limited resources being available, that
priority be given to those countries involved in ITU activities. Brenda
Edmonds VK3KT was appointed to the STARS group.
WG1 considered a WIA input paper in support of an LF band for amateur
operation in Region III. Delegates heard that it is IARU policy to seek LF
bands to as required in the three regions.
WG1 will also recommend to Friday's plenary session its recommendation on the
5wpm Morse code amateur licence standard, and the removal of Morse code
testing as an ITU requirement to for an amateur licence to operate on
frequencies below 30MHz.
WG2 (Technical) debate the proposed setting up of a regional emergecy
communications response role for amateur radio. It draft a terms of reference
for a group to develop the concept over the next three years.
WG2 continued its work on bandplanning, with particular reference to attended
and unattend digital modes.

WG2 was also to discuss the inter-relationship of amateur radio and the
Internet as detailed in a WIA input paper.
The third working group, WG3, received an IARU report on the ten or so WRC-03
agenda items that related to the amateur service.
IARU President, Larry Price W4RA, outlined several threats to the amateur
service that included increased spectrum demand for emerging radar satellite
technology and HF digital broadcasting.
Late today conference delegates attended a Liaison Workshop on promotion of
amateur radio, communicating with regulatory authorities, and an open forum
entitled "What the Amateur and Amateur-Satellite Services need to do to
secure their position in the next millennium".
The IARU RIII Finance Committee also met late today, with the WIA represented
by its President, Peter Naish VK2BPN.
