IARU RIII Conference Day 1

The 11th IARU RIII Conference in Darwin has begun working thrugh its busy
agenda after completion of accreditation and other formalities.
WIA President aned Conference Chairman, Peter Naish VK2BPN, give an address
to the conferencde (reported earlier).
A total of 13 radio societies are accredited, three others ARCOT (Tonga),
FARA (Fiji) and BARL (Banglesh) are represented by proxies, while ETARA (East
Timor) has observer status. VARC (Vietnam) has apoligised for its inability
to attend as an observer.
The IARU President, Larry Price W4RA told delegates that the conference will
assist the IARU in its planning to achieve a successful outcome for amateur
radio at the ITU World Radicommunications Conference (WRC) 2003.
Larry Price said we are here to learn from Region III as the IARU plans for
the next three years, and the amateur input to WRC 2003, which begins at the
conferencde in Darwin.
IARU RIII Chairman, Fred Johnson ZL1AMJ said he and the board of directors
were very impressed with the preparation for the conference, and paid praise
to the host society, WIA, and the Darwin Amateur Radio Club for its support.
Australian Communications Authority (ACA) Executive Manager, Radiofrequency
Planning Group, Barry Matson, delivered a speech with the theme of "The
future of amateur radio".
Mr Maton's speech (reportedly separately) talked frankly about the spectrum
pressures facing the amateur service.
He discussed the need for new technology, band sharing, and the option of the
amateur service buying spectrum for its use.
Mr Matson remainded for the entire Day 1, and at the invitation of the WIA
made valuable contributions during the policy working group session.
At the end of Day 1, Chairman Peter Naish VK2BPN summed up the conference as
running smoothly.
He explained that working groups had been formed to discuss policy matters,
operational/technical matters, and a third for WRC 2003 issues.
The eight-member WIA taskforce is attending the three working groups where its
and other input papers will be debated.
The working groups will report back to the conference's plenary session where
delegates are to vote on their recommendations.
