IARU RIII Conference Day 2 

WIA President, and conference chairman, Peter Naish VK2BPN, said he was 
generally pleased with the progress being made and the positive attitude shown 
by delegates as they work through a detailed agenda.

He said although good progress is being made on many of the matters on the 
agenda, in some cases it will mark only the starting point work for ongoing 
work beyond the conference as the IARU prepares for the World 
Radiocommunications Conference 2003 (WRC-03).

Mr Naish said delegates on Day 2 concentrated on their active participation in 
three working groups. Running concurrently are WG1 Policy and WG2 Technical. 

Being discussed are harmonisation of licensing, structure and strategic 
planning for IARU RIII, computer based examinations, Internet education and 
licence training, promotion of the hobby and radio society membership, band 
plans, beacons, Electromagnetic Radiation (EMR), IARU Monitoring System 
(Intruder Watch), Electromagnetic Compatibility (EMC), Satellite band plans 
and monitoring of interference being experienced by amateur satellites, and 
the possible establishment of an emergency communications response 
preparedness role for amateur radio.

The third working group WG3 was also held in the afternoon after adjournment 
of the other two working groups, to enable all societies to participate. It 
has not concluded.

WG3 is dedicated to discussing matters that are to be dealt with by WRC-03, 
that will in many ways reshape the future of amateur radio. 

WG3 is continuing to discuss and debate the revision of ITU RR s25 (which 
includes mandatory Morse code amateur licence testing), Harmonisation of the 
40 metre band, and operator qualifications, and other items on the WRC-03 
agenda relevant to the amateur service.

The deliberations and recommendations flowing from WG3 will be crucial as the 
IARU prepares for WRC-03. 

Day 3 will see a conclusion of the working groups, with their chairmen then 
reporting recommendations and other actions to the conference plenary session, 
for voting and decision.
