Arbitrary systems, pl.n.:
Systems about which nothing general can be said, save "nothing
general can be said."

You may have heard that a Dean is to faculty as a hydrant is to a dog.

We have locally a vast scrap yard in the middle of an isolated and
derelict area.
The Council decided that "Someone may steal from it at night.", so they
created
a night watchman position and hired a person for the job, and rightly
so.... however......
The Council then examined itself a asked, "How does the watchman do his job
without instruction?”, so they created a planning department and hired two
people, one person to write the instructions, and one person to do time
studies.
After a while the Council said, "How will we know the night watchman is
doing the
tasks correctly?", so they created a Quality Control department and
hired two
people. One to do the studies and one to write the reports.
Ever progressive and efficient with an eye on our welfare, the Council
said, "How
are these people going to get paid?" so they created the following
positions for a
time keeper, and a payroll officer. They then hired yet two more people.
Then the Council said, "Who will be accountable for all of these
people?" so they
created an administrative section and hired three people, an Administrative
Officer, Assistant Administrative Officer, and a Legal Secretary.
Then at the end of the Financial Year someone noted a thing or two and
declared
that, "We have had this in operation for one year and we are £18,000
over budget,
we must cutback overall cost."
After consulting a Private Firm of Management consultants, they laid off
the night
watchman, and that's how Local Government works and employs more people
each year

wake up in the morning, that's as good as they're
