Sorry to ask, but have you read the Winpack manual and done exactly as it
says? Most Winpack problems are because people didn't read the setup
instructions and follow them. Perhaps not in this case.

Just how are you disabling broadband? 

I'm loathed to tell people to remove and reinstall as it is a brute force
way of fixing problems. Did you have the same broadband access when you
installed Winpack or did you install Winpack 1st and later upgrade to
broadband. Perhaps, removing Winpack and reinstalling whilst your broadband
is active may improve matters.

However, without more detailed info of exactly what is happening it is
essentially impossible to advise you on the exact cure.
