But if the IP changes often, the propagation delay through the DNS caches
of the world means that the IP resolved most of the time is wrong. Which
was why this was stated as not solving the problem. This was in the
original bull.

I would suggest that a different ISP may solve the problem. When I was a BT
ADSL user my IP address would change several times per day. I know of other
non-BT ISP subscribers who dont pay for static IPs who have kept the same
IP address for months. In my case, with cable, with a dynamic IP address I
have had the same one for 22months.
