Alternatively - have a dynamic dns..

You can get dynamic dns addresses services that 
redirect to your new IP when the service changes.

I have one - tho its not really used now.
 
a potential example: 
my_chosen_word.myftp.org 

You then run an application on your pc and when 
your IP changes it, this updates the online dns

or  

if you run the IPCOP firewall/webcache/dmz/etc it 
can handle these things automatically once you
enter details in the setup. (IPCOP is free and
needs a donor minimal spec pc to run on and it 
becomes a secure gateway to your network, I've
run one for years now.)

For the myftp.org type dynamic dns service 
look here for example.. there are others.

Availablity of fixed IPs depend on your ISP
try asking them - they will probably want a 
good excuse and potentially money.
