I don't see Warren's bulletins but may I make a small comment.
The USA seems to have a big problem with personal mail - because many
US stations (and VE's) tell me this.
I think one good way of sniffing out bad routes is for all sysops to
install the FBB ACK server and PING server. If there's a network fault
or bad routes etc then the lack of an ack often shows them up.
Bryan and his local sysop are well aware of it's potential as I often
QSO them etc.
However not all bbs' appear to run these servers and coupled with the
US using everything from FBB and W0RLI stuff and even MSYS stuff so
the potential for problems to be unoticed are far greater e.g I *think*
only FBB software supports ack/ping servers.
Funny how the rest of the world seems to cope OK with FBB and the lack
of a software writer's vested interest or personal agenda.
