Who said anything about REJECTING files?
I certainly didn't.

What I did say was that if a BBS didn't want 7+ bulletins there was a way of
not being offered them in the first place. 

This doesn't stop the 7+ bulletins being offered/sent to other BBSes.

You might argue (for the sake of arguement) that not wanting to handle 7+
bulletins means the same as rejecting them - I choose to see it differently.
