There are a couple of problems here:

The concept of a "sound device programming API" is more a loose concept than
a standard in the Microsoft world, as are most of the "APIs". In the Linux
world the APIs are more strictly defined and adhered to.

Releasing source for Microsoft apps might help a bit, but will have nowhere
near the impact of releasing source for Linux apps. 

In the Linux world all the development tools are freely available and are 
provided with Linux. For Windows, you have to buy the development tools, 
often at hefty prices.

Since the authors of PSK programs are writting as a labor of love and not
making a dime off their efforts, I can find no fault with them for not having
a lab full of systems with every sound card on the market checking for 
compatibility with all of them.


On the original subject of what to do when things don't work, I would
suggest the following:

First make sure the sound card works with Windows; i.e. can you hear the
normal Windows sound effects?

Leave your speaker connected to the sound card and connect your receiver
audio to the sound card. Can you hear the receiver audio through the sound
card? You will probably have to play with the mixer settings to hear it.
If you can't get audio out of the speaker, it is probably your wiring. If
you can get audio but no waterfall, it is probably your PSK program; try
another one.

Once you get receive to work, try transmitting with the speaker still attached
to the sound card. You should hear the transmit audio.

If you are using serial port PTT, connect it up, turn the carrier and audio
all the way down so you won't produce RF, and try transmitting. This should
key the transmitter and verify the serial port is correctly configured and
wired.

Remove the speaker, connect up the transmitter audio and try to transmit.
If you can't get modulation, it is probably your wiring.

I beg to differ. My experience (as a developer of some Windows music
software) is that the sound API is quite stable and reliable on
Windows. My guess would be that any problems with particular sound
cards and particular programs are caused by bugs in the sound
card drivers, which are not rare enough.

Also, in my quite limited experience, Linux sound APIs are not
nearly so well defined. For one thing, there's too; the old
commercial OSS (Open [sic] Sound System), and ALSA (Advanced
Linux Sound Architecture, if I recall correctly). 

ALSA is new and free. The linux kernel includes OSS/Free,
which is a cut down version of OSS/Linux, the commercial
product. The commercial product has lots more drivers.
Fine for 4Front-Tech (the authors) to make a few bucks,
but not in Linux's long term interests.

And even with multiple different architectures, the writers of DSP
applications complain about lack of features and access the soundcard
directly, not via the drivers.  So a card that works fine for generic Linux
sound may still fail when used for DSP modems.

I agree that in Windows the situation is better than in Linux.
