One of the projects I am working on (I just received a repeater freq
coordinated as a digital one) is to build a digital repeater.
What is a digital repeater?
Rather than FM voice modulation, the voice is sent through a CODEC
(A/D, D/A) and then through a vocoder to a digital compressed form.
The vocoder quality has been improving, and is now at the point
where users consider "good enough" at low baud rates. The current
vocoder by DVSI (www.dvsinc.com) operates from 2000 to 9600 bps,
with toll quality (phone/radio) at 4000 bps. Not only that, the vocoder
has FEC available. For example, a voice rate of 4000 bps can be selected
and 800 bps of FEC selected to provide a 4800 bps signal to the
transmitter. I've selected 4800 as a candidate, because it is about the
highest speed a voice channel can accept before internal modifications
are required. I've selected Linux, because it offers experimentation
at the least cost. Those with Microsoft subscriptions could easily
go the same way with a Windows or Windows CE platform.
What good is this?
Digital voice that can be routed over IP offers enormous potential.
Standard radio parts can be interfaced to a Linux box using a
Soundcard to encode and decode the 4000 bps signal (4800 with
FEC) and control the repeater through a Web interface. Once the
digital voice is sent over IP, anything (linking) is possible.
Voice and data can be combined. The radio design offers a capability
to use data to best effect. A small GPS engine can be combined with
Callsign or other messages to be viewed in a small LCD window.
No need to identify every 10 minutes, you identify every transmission!
This also provides a very intelligent squelch! Don't like to listen to
Jimbo on his way to work every morning? Put him in your killfile and
the radio stays quiet... A repeater could easily show who is in range,
if radios sent out APRS type packets with their callsign and position.
OK, I'm dreaming (nightmare), but you get the idea...
What kind of experiences have people had with 4800 bps with
typical Ham radios?

I assume you mean GMSK ?
I have had reasonably good results using PI/4 offset DQPSK to
transmit digital voice using a FT290R 2m SSB radio, that was
at 3600 bps, 2400 voice - 1200 FEC. Best DX so far was 70 Km
over an obstructed path and flat conditions.
You can run those AMBE chips at 1/2 their lowest datarate by
throwing away every other frame on transmit and feeding each frame
in twice on receive. The speech quality is not bad at 1200 bps, but
at 600 bps it is awful.
