DECIDE

Article 1er: : L'arrêté du 14 mai 1998 du secrétaire d'Etat à l'industrie
est annulé en tant qu'il homologue la
décision 97-453 du 17 décembre 1997 de l'autorité de régulation des
télécommunications fixant les
conditions d'utilisation des installations de radioamateurs et de délivrance
des certificats et des indicatifs
radioamateurs.

L'article 2 : (énumère les noms et qualités des requérants.)

Conséquemment,
"La République mande et ordonne au ministre de l'économie des finances et de
l'industrie en ce qui le
concerne et à tous huissiers à ce requis en ce qui concerne les voies de
droit commun contre les parties
privées de pourvoir à l'exécution de la présente décision."

La CFRR ajoute que pour toute information relative aux conséquences de droit
de la décision d'annulation, les
radioamateurs peuvent s'enquérir auprès de l'administration de tutelle ou de
la seule des trois fédérations de la
concertation nationale ayant donné quitus à l'ART.

Ce communiqué est disponible sur le réseau packet et Internet

réserve qu'elle soit intégrale.

I do not really understand why you posted here a French dedicated
court decision. Would you be kind enough to explain ?

May I suggest you first  learn the way newsgroups work before posting

As for compatibility, the sound card on the Libretto 70CT is 
SoundBlaster compatible so that part of it should be no problem.  As 
for accessing the microphone, I only had use of a 50CT and there was no 
provision for audio =input= on that model at all.  Could be there's a 
provision for it on the 70CT but I don't know for sure.  Post this on 
comp.sys.laptops and you should get an answer.  One of the Team Toshiba 
group -- Mark Lieberman -- hangs out there and is likely to be able to 
tell you if it's possible and if so how to do it.

You can download the schematic for the TAPR TNC-2 from ftp.tapr.org in
the software_lib/tnc directory (tnc2sch.pdf or tnc2sch.zip, which
contains the drawings in.pcx format).  The manuals are there also
(tnc2docs.zip).
