Most (all other) Kenwood radios don't operate that way.
As for keeping the KPC-9612 from attempting to key up BOTH transmitters
simultaneously (if that causes a problem), try the "ONERADIO ON" setting.

Subject: PK232MBX Problem
The other night I tried to get WF1B's program to work with my PK232MBX....
My old version 2.1 WF1B for some reason couldn't communicate with
it...PCPACRATT was fine....tried HYPERTERM and all was OK....
Got late and went to bed..Next morning, the MBX didn't work with
anything!...It seems to go through it's start up routine but I cannot
communicate with it....tried removing the JP1 jumper...still NG.
Have another MBX...tried it and all is OK...looks like the first MBX
died....
Sending it back to Timewave is $75 for repair...so I would like to replace
the I/O chips first...
Anyone have any ideas....on the problem...or where I can get the chips?
