You can't ban someone from a newsgroup, that would be like trying to ban
him from amateur radio by planting a carrier on his frequency each time you
hear him transmit. Takes a lot of effort and likely isn't very effective.
However, when your newsreader is any good, you can add a filter for his
address and you won't see anything he has posted from that address.

I agree, at least with the exams for the "entry level" licenses being so
simple, there's not much electronics. However, for the Advanced class
license,
the story is a bit different. However, for all classes, the question pool is
publically available, so for those with a good, short-term memory, passing
without knowledge of the subject matter is possible.

That's because PSK31 operators say they can operate in between the
two PACTOR FSK tones. :-) Just Kidding.
Here's the problem. N5AQM in Chandler, AZ cannot hear your PSK31
signal and considers the frequency clear. He accesses my PK-232MBX
mailbox in East Texas while I'm watching TV in a different room.
My mailbox sends my stored message to him and, in the process,
steps on your PSK31 signal. To you, it sounds like someone didn't
listen before transmitting but there's no one there to listen. It's
just a mailbox responding to commands that you can't hear. And
there are hundreds of mailboxes out there just waiting to be read
by remote operators who cannot hear your PSK31 signal and don't
know the frequency is occupied. Some of the PACTOR mailbox
frequencies are published on http://www.pactor.com Perhaps
a copy of that would help you avoid the mailbox problem by
avoiding the mailbox frequencies.

My understanding is that the FCC has ruled that since the Pactor and
Pactor-II compression schemes are "based" upon Ascii codes they are
legal as are the codes used in PSK31. The Pactor-II protocol is
publicly documented so it meets that criteria as well.
The regulations are outdated but rather than re-write them, the FCC
has permitted some pretty loose interpretations; but that's better
than saying no. The key seems to be that the code must be publicly
documented and it's intent cannot be to encrypt or obscure the
content (which obviously wouldn't work very well if it's publicly
documented).
