4. The spec says the telemetry field and the comment field are optional,
and each field follows mandatory data. I assume this means you can only
have *one* of these fields at a time, not both.
I assume also that the optional comment field cannot start with 60/27/1D
hex (otherwise it would be confused with a telemetry field).
Are these assumptions correct?
Can you help?

heh. then you would be forced to use speech recognition like me. I
was injured back in '94 and still don't have a lot of hand/arm
functionality although I am recovered somewhat.

I just look at it. It looks fantastic from a documentation and
performance perspective. All I need now is someone I can buy some
complete kits of parts + PC board from. I also need to find some low
yield nuclear weapons to eliminate some of the "path obstacles"
between here and there...
I think I was attracted to the 1 Mb Slovenian radios because they
seemed like you did not need an optical line of sight path when
establishing a link. At microwave frequencies, I'm clearly going to
need to get the transceiver above the tree line (at 80 feet).

On 20m at about 14.065 MHz I hear a lot of digital signals --
are these PACTOR or AMTOR or something else? They sound phase shift keyed
(like PSK31) but not continuous (bursty). I'm curious to know what
they are so I can consider buying a modem for it.

As a Ham, my advice is that you quit pestering Hams and look into the
commercial equipment and services that do what you are wanting.
You can't use Ham gear to do it anyway, and if you did, you would end up
spending extra money for substandard performance, just for the privelege of
operating illegally and getting your butt in a crack.
