It sounds like it could be a mismatch between your hf rig and your amp.
Your antenna swr must be  ok, if your hf rig will provide full power output
without the amp.   Once you turn on the amp,  it appears that a mismatch
occurs, and your hf rig automatically cuts back on its power output.   This
is the likely reason why the amp isn't putting out full power, as it isn't
being driven with enough input.

First thing I would check is the jumper between the amp and the hf rig.  Are
you using the same jumper as before?  Sometimes a different length jumper
will cure a problem like this.
