I didn't say that. 
I said that unsolicited phone calls from telemarketers are illegal here.

Spam is a different thing, and I think you are right, it is a European
directive (that each country has to encorporate into national law) that is
banning Spam mails. Still this doesn't prevent Spam coming from over-sea.
