Brett's idea may work but entails a kot of talk on his part. Try for the
Indian/Sri Lanka calls:

"B'jour! Voulez vous parler en Francais je ne comprends pas l'Anglais".
You can almost hear the guy at the other end say,"Oh shucks! Another
froggy. I'll try another number!"...noise which means he's hanging up.
The word froggy is used here as a term of endearment and no offence is
meant. Relax boys!
